FCC CRACKDOWN ON SILENT RADIO STATIONS The FCC's Audio Division has begun an apparent crackdown on the practice of new radio stations going silent immediately after their license is granted. As first reported by the CommLawBlog, radio licenses issued since July 2 contain this condition: "Grant of this license application is conditioned on continuous operations of the licensed facility for the twelve-month period following grant. Failure to do so will result in the rescission of this grant, dismissal of the license application and the forfeiture of the associated construction permit pursuant to 47 C.F.R. § 73.3598(c) unless licensee rebuts presumption that authorized facilities were temporarily constructed." The condition has appeared on full-power radio station licenses, both commercial and non-commercial, but not on FM translator, low-power FM, or low-power TV licenses. There have not been any full-power TV licenses issued since last year, so it's not clear if the condition might apply to TV. The condition means a station can't apply for special temporary authority to remain silent within one year of the license being granted, unless it can prove the facilities were intended to be on the air permanently. For the past decade or so, it has been a regular occurrence for new stations to apply for a license to cover and then immediately apply for authority to remain silent once the license is granted. The move gave station owners more than the three years specified in construction permit deadlines to get the new station on the air. In one extreme case, Radioactive LLC had two FM stations in rural Iowa which were licensed for seven years but were never on the air for more than one day per year during that time, according to the stations' filings with the FCC. Earlier this year, Radioactive surrendered the licenses, saying they did not return to the air for the February 2015 broadcasts required to keep the licenses. Federal law automatically cancels licenses when stations are silent for one year. The Editor’s Note

After June rebounded for E-skip in many areas, July reverted to very anemic, scattered openings, fueling the ire of many DXers. The way you remember the 2015 Es season will probably be dependent on how productive the period between approximately June 15 and July 3 was for you – for some, it was bountiful enough to more than make up for the quiet stretches this year. Others are still waiting, and probably not so patiently.

Tropo, meanwhile, has made some appearances throughout July, including openings more reminiscent of September or early October across the Great Lakes on the 15th through 17th. The gulf coast and Texas got in on the fun on the 23rd and 24th – with water-fueled paths also not normally seen during the summer months.

Some light tropo to wrap up 2014; the 2015 E-skip season began with XEPM 2 on May 8. AUGUST 2015 ··· 30 ··· SOUTHERN FM DX On several days in mid-October, my local NOAA Weather Radio station, KDO89, was off the air, allowing me to re-log Evansville and Champaign on 162.550. On October 23, the entire NOAA Weather Radio network from Weldon Spring was either on open carrier or off completely, allowing me to add a new log in KXI93 from Cape Girardeau. The opening of October 26-27 resulted in an additional three stations in the NOAA Weather Radio logbook; KXI96 on 162.4 became the 120th NOAA Weather Radio station logged at Hazelwood since I started my log at the beginning of 2001. 2014 ended with a translator testing; W232CR 94.3 in Jerseyville tested two days after Christmas with WLCA 89.9 in Godfrey; they went to regular schedule in early January, carrying the News/Talk format of WBGZ 1570 in Alton. It gets out just as far as the AM’s daytime signal; this 200-watter can make it all the way to Bridgeton with little trouble. In February, St. Louis got its first LPFM station with KTGP-LP 99.5; this eight-watt station has its antenna on a tall building. A local club owns the station. It gets out pretty well for an LPFM, making it as far away as Granite City. It looked like 2015 would be a dud on E-skip…that was before June 17. That first opening had a maximum usable frequency of 162.4 MHz, allowing me to pull in short E-skip from the Dallas/Fort Worth Metroplex and Houston. Texas also became the 23rd state logged on NOAA Weather Radio with the logs of Del Rio and Midland on 162.4 MHz. Another E-skip opening the following day brought three new FM stations from upstate New York and one from New Hampshire. June 20 started with E-skip to Florida, but soon faded to tropo from northern and northern . One new NOAA Weather Radio station and two new FMs were logged from Illinois, along with a new Indiana FM. June ended with an E-skip opening to the Carolinas; I caught the tail end of it with WERO 93.3; this is the 1,300th FM station logged at Hazelwood since I started my current log in 1992. As of July 7, 2015, the FM logbook stands at an even 1,300, with the NOAA Weather Radio logbook at 123. 73! ************************************************************************************************ Glenn Hauser – Enid, OK

About my method of DXing and reporting: my objective is not to rack up station totals; indeed I have no idea what they would be in some 60 years of DXing. Sorry, but my eyes glaze over seeing long lists of logs, one-liners with no or minimal details, tho they save a lot of space in printed bulletins. And is it really of interest to anyone but the logger, whether an item is NEW or not? I recall that a few of mine this day were logged previously, but don`t keep track with any tally. Instead, I enjoy learning more and more about geography, culture, business, radio station practices, language, etc., etc. – each log a potential learning experience; and often the subsequent challenge of figuring out an ID from clues logged. So the more detail the better. Also, my observations can be added to database info where lacking. I long ago quit actively collecting QSLs, so these details are not to convince a station I heard them. But SHAME upon anyone who would use my details to garner undeserved QSLs, pretending they actually DXed the stations. I feel this is hardly a real problem since most of the stations could be ``pretend-DXed`` on webcasts now anyway, if one is really so dishonest.

Source: www.egrabow.com/rm.php?e=WTFDAConvention I've been a member of the Worldwide TV-FM DX Association since 1999 but haven't been able to go to one of their conventions until this year. The payoff of my big student loan and the resulting travel budget has allowed me to make the trek to Fort Wayne, Indiana this month to see my fellow club members and see what this convention business was all about. Prior to this I'd only met two other WTFDAers in person, now that number is... I'm gonna go with eight. The convention wasn't that small, but this was a joint convention with the National Radio Club and International Radio Club of America, both of which focus on AM (Mediumwave) DXing. Many WTFDAers are also members of these clubs, and I certainly had enough interest in AM DXing to get by. There were clips of New Zealand AM stations received during DXpeditions in the Pacific Northwest (awesome!) and quizzes I didn't know the answers to (very few stations near the Gulf coast have three-letter calls). On the flip side a few AM DXers showed interest in FM and TV DXing, asking us what antennas and tuners they might try. So having multiple clubs together certainly has benefits. Naturally my focus was on the TV/FM side of things. I joined a tour of a local radio station cluster, a cluster of e-skip targets for me, and duly made my bandscan recordings for YouTube (it'll be a while before I can edit it though). The highlight for me was some evening tropo on day two. Steve Rich from Indianapolis brought a UHF yagi with him and four of us, large balcony all to ourselves, had decodes from TV stations as far as Lexington, Kentucky (350km away). Since I wasn't familiar with stations in the region I hung back and snapped photos for the cover of the VHF-UHF Digest. I've been editor for the VUD for a year now. How time flies... Along the way to and from Fort Wayne (this was of course an excuse for a road trip) I drove in four states for the first time, bringing the total to 17, and made stops in Chattanooga, Lima, Louisville, and Macon. Bandscan videos are coming for those as well, once I have the Fort Myers' tropo and e-skip videos done. I also made a quick stop outside of Nashville to record the signal of WTVF channel 5. There are few digital stations operating on VHF-lo and I'd never seen one, so this was my opportunity to change that. The WTVF video was posted on YouTube the night I returned. I also listened to a few stations I'd already caught by e-skip, like WEKF 88.5 in Kentucky, and AM clear channels like WHAS and WLW that I'm used to (somewhat) hearing at night in Fort Myers. I don't expect to start going to these conventions every year, but I'll be paying attention to the announcements. It's nice to have the option now.
