Helsinki regional database

• Overview to past development

– First steps were taken in Helsinki in early 1980’s when the city’s Statistical Office in co-operation with the City Office and the City Planning Office decided to collect district time series from old statistical sources and computerize it.

– Databases’ first users were planners and researches in the city administration. The database operated in main frame environment and the number of users was very few.

– Development to the regional database took place in late1980’s when neighbouring cities and the regional and the metropolitan council joined to the project. At the same time the computing environment was transformed to client server system and the number of potential users exploded.

– After the first enthusiasm turned up some problems. The main problem was that the content of the database was not harmonized. The time series and variables were different in each city mostly because of different resources to provide the data. The updating of database turned to be everyday hard work and was done separately by each organisation in consequence the quality of the content weakened. The organisation of the project was too weak to meet and solve the problems.

4 New start and working model Content harmonizing in 1990’s • In early 1990’s stated a new project as target to harmonize the content of the database, to develop a centralized updating system and to switch the database to an open internet based operating system. • The reform was realized step by step during 5 years. The biggest challenges were the content harmonizing. The cities information needs were not identical. Helsinki needed more multidimensional tables and data than the other partners and had longer time series available. New operating system with both intranet and internet versions • PC-axis based database made it possible to create more individual system to each partners. At the same time privacy protection made it necessary to build two separate databases one for users inside cities’ administration and the other with open internet access. • The updating was agreed to be done by City of Helsinki Urban Facts, who was also responsible for the implementation of the development projecets agreed by the partners. • The HRD included now three metropolitan cities’ information on small area level, municipal level statistics from Helsinki and regions. • Also the Nordic major urban regions database NORDSTAT was connected to the same environment.

The Content of the database

The Helsinki Regional database includes statistics on the following phenomena: •population •labour force and jobs •dwellings •construction •income level Nordstat – Scandinavian major city statistics database contains statistical data on 16 major cities and their regions. National-level data is also included. The statistics are updated annually and the following statistical fields are covered: •population •housing •jobs and employment •education •communication •construction

Helsinki region comprises a wide variety of municipalities

• The core city Helsinki has 291 000 households and the number of small units with less than two persons is 80 per cent • The smallest one Pornainen has only 1 700 households from which about 50 per cent is 1 or 2 person’s households and the number of families with children is high about 30 per cent

7 •The population growth concentrates on the surrounding more distant municipalities where the number of children and middle aged adults is growing fast. •In Helsinki the only fast growing age group is elderly people – 75 years old and older – and young adults who move to the city for study and work. •The immigration is directed mostly to Helsinki and other big municipalities near the core city

New features and future plans

• Organization is based on mutual co-operation and partnership. Distribution of work and other resources used is agreed in mutual contract. Helsinki Urban Facts function as developer and administraror • Complementary system: Environmental database in Helsinki was opened in year 2007 and is planned to expand to neighbouring municipalities • New technical system was introduced year 2008 with better functional qualities. • The content of database remained as before • Regional comparisons and instant analyses • Figure database for decision makers’ and residents’ small area comparisons has been introduced 2008 • Readymade maps for end users. Development project is planned to start year 2009 • New potential users for small area statistics have turned up from region’ s middle size municipalities – the agreements are under considerations
