    20 MARCH 2021, SATURDAY Headline STRATEGIC March 20, 2021 COMMUNICATION & Editorial Date INITIATIVES Column SERVICE 1 of 1 Opinion Page Feature Article DENR's Cimatu wants Boracay rehab program extended for another year Published March 19, 2021 4:34pm BORACAY ISLAND, Aklan —Department of Environment and Natural Resources Secretary Roy Cimatu said Friday that he is planning to ask President Rodrigo Duterte to extend the Boracay Island rehabilitation program for another year. Citing delays in rehabilitation work due to the COVID-19 restrictions, he said he wants to double down on the rehabilitation efforts as several things still need to be done to complete the island resort's restoration. Cimatu pointed out that rehabilitation efforts have suffered so much delay due to the pandemic. EDNR's top man was on Boracay Island to lead the meeting on the continuation of Boracay rehabilitation activities. He said that the Boracay rehabilitation task force is supposed to end its term this coming May, with still a lot of things to be completed. Among the projects that Cimatu wants to do is to build housing units in Malay for workers in Boracay. Also, he said he is planning to clear the island of illegal settlers. In 2018, President Duterte, in Proclamation No. 475, ordered the temporary closure of the world-famous island resort due to pollution. In one of his speeches in 2018, Duterte even called Boracay, along with Manila Bay, as a "cesspool." On 26 April 2018, Boracay was closed for a six-month rehabilitation project. And on 26 October 2018, it reopened to foreign and local tourists.

ANGELL Sr. Aquaculturist BOBP BAY OF BENGAL PROGRAMME, Madras, India 1992 The mud crab, Scylla sp.. found throughout the Indo-Pacific region. has become in- creasingly popular by virtue of its meat quality and large size. While regional trade in the species has been growing. very little attention has been given to the fishery and culture in the Bay of Bengal region. The fishery, culture and trade in Scylla sp. is small-scale and involves artisanal fisherfolk, thus attracting the interest of the Bay of Bengal Programme (BOBP). As little is known of the state of the fishery, culture and trade. it was felt that a regional seminar might be an appropriate medium for an exchange of information among BOBP’s member countries. A seminar would also provide an opportunity to update knowledge of the industry. Southern Thailand, particularly the province of Surat Thani. has long been a centre for the capture and culture of the mud crab. With the proximity of the provincial brackishwater station and the opportunity to observe the industry first-hand. the town of Surat Thani promised to be an ideal venue for the seminar. And so. BOBP. in collaboration with the Department of Fisheries (DOCF) of the Government of Thailand, convened the seminar from November 5 to 8.

JICA selected and dispatched a study team headed by Mr. Toshiyuki UJIIE of NIPPON KOEI Co., Ltd. between March 2007 and February 2008. In addition, JICA set up the advisory committee supported by Mr. Shiro AMANO and Mr. Taizo YAMADA, Senior Advisor belongs to the Institute for International Cooperation, JICA, which examined the study from specialist and technical points of view. The team held discussions with the officials concerned of the Government of Republic of the Philippines and conducted field surveys at the study area. Upon returning to Japan, the team conducted further studies and prepared this final report. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries.     The Soul Boat and the Boat-Soul: An Inquiry into the Indigenous “Soul” Maria Bernadette L. Abrera, Ph.D. Associate Professor of History Department of History University of the Philippines Diliman, Quezon City, Philippines [email protected] This paper will explore the indigenous world view in the Philippines and in particular, the concept of the soul in the animist context, as revealed in the pre-colonial rituals involving the use of the boats. These boats are commonly called by the general term bangka. The boat rituals as well as the boat terms are utilized to understand the belief system particularly in relation to beliefs about the soul and the afterlife. The Boat Terms The Philippine “bangka” comes from the Austronesian baŋka[h] which means “boat,” a term also found in Indonesia and the Melanesian islands such as Fiji and Samoa (Dempwolff 15). In the Philippines, bangka was first recorded to refer to all kinds of small boats usually used in rivers or in shallow coastal waters (San Antonio 33). By the 18th century however, the term had expanded to include all kinds of water vessels of varying sizes (Noceda y Sanlucar). For example, in the Ilocos region, the bangka was originally a small boat that was comparable to the paraw, a slow-moving small water craft (Carro 46). However, the contemporary description of the bangka in the Ilocos likens it to a large bilog, which is a plank-built boat with no outriggers according to Vanoverbergh, thus indicating its capacity to sail in deep open waters (48). Similarly, the Ilocano boat bilog was a “small bangka” that was hollowed out from a single log in the 19th century that eventually became a large boat made of planks (Carro 57).

  • Palawan Paraw Project Statement
    Palawan Paraw Reviving a Relic of Filipino Culture The paraw project was launched to rekindle Palawan’s ancient sailing traditions, a key part our history and culture. In sharp decline since the 1970s (when engines became widely available) local knowledge of sailing, natural navigation and paraw building now is on the brink of disappearing. “A return to sailing makes sense – our marine environment is under threat and fuel prices are rising. Learning to sail again will help Palaweños escape dependence on gasoline and diesel while, at the same time, giving them a deeper understanding and respect for the sea.” Gener Paduga PROJECT ORIGINS In 2008 Gener Paduga crewed on a sailing yacht from Palawan to Africa. He witnessed thriving traditional sailing cultures in the Indian Ocean and Middle East and began questioning why ancient Filipino sailing traditions were in danger of extinction. Gener was inspired to revive native sailing, natural navigation and boat building techniques in his home province of Palawan. WHAT MAKES THE PARAW EXTRAORDINARY?
