Over four decades in the aftermath, in Cambodia and in the diaspora, genocidal haunting continues to torment not only the survivors but also the postgenocide generations. In commemoration of the 45th anniversary of the Khmer Rouge genocide during which almost a quarter of the country’s population perished in less than four years, this paper reflects on the afterlife of genocide. It illuminates the ways in which genocidal haunting continues to unfold in the postgenocide everyday, and the struggles of Cambodians to make meaning of, and work through, this historical trauma. Attentive to the gaps and tensions between state rhetoric and survivors’ agency, it interrogates the possibilities and limits of international tribunals in delivering justice, reconciliation and, above all, healing in the genocide aftermath, and reflects on acts of repair, big and small, public and private, that individuals and communities have undertaken to transcend, if not heal, this collective wounding. -

Child Soldiers in Genocidal Regimes: The Cases of the Khmer Rouge and the Hutu Power Péter KLEMENSITS,1 Ráchel CZIRJÁK2 Genocide is one of the worst things one can imagine throughout the history of humanity. But in the cases of Cambodia and Rwanda this was even more serious as children were used as instruments of the massacres. Both the Khmer Rouge and the Hutu regime had their specific reasons for this act. The number of victims surpasses the millions, who either lost their lives, or suffered from various kinds of violence, because the young perpetrators were also victims, who carry the invisible scars in their souls. These historical examples are warnings for the international community to be active in situations like these, and stand up for the defenceless ones. Keywords: Khmer Rouge, Hutu, Tutsi, genocide, child soldiers Introduction At the end of the 20th century one of history’s most brutal genocides took place in Southeast Asia and Sub-Saharan Africa. Between 1975 and 1978, the Khmer Rouge in Cambodia, then in 1994, the Hutu regime in Rwanda, together murdered approximately 2.5 million people.3 In both countries, the armies of the ruling regime took part actively in the atrocities, which largely have been exposed by now. However, it is less known that due to the regime’s po- licies tens of thousands of children were indoctrinated and trained to serve as child soldiers and became perpetrators of the mass killings.4 Unfortunately, in the current world, mainly in developing countries, the use of children as soldiers is still widespread and the problem needs more attention from the international community. -

This decade is an academic blind spot sandwiched between the genocidal Khmer Rouge regime and the onset of the United Nations peace process. Utilizing mediums such as popular culture, postage stamps and performance art, this thesis will show how the single most identifiable image of Cambodian culture, Angkor Wat became a cultural binding agent for the government during the 1980s. To prove the centrality of Angkor in the myth-making and nation building mechanisms of the People’s Republic of Kampuchea, primary source material from Cambodia’s archives, along with interviews will form the foundation of this investigation. -

One of the most atrocious aspects of the regime was the deployment of tens of thousands of children as child soldiers through the indoctrination of the ideologies of the state as well as through coercion and intimidation. This paper intends to study the impact of child soldiering on child psyche through an analysis of two texts- Luong Ung’s First They Killed My Father and Patricia McCormick’s Never Fall Down. The paper shall explore how militarization and authoritarian rule dismantles commonly held perceptions about childhood as a period of dependency and vulnerability, where instead, children become unwitting perpetrators of horrible crimes that ultimately triggers trauma and disillusionment. In its analysis of the texts, the paper shall attempt to use Hannah Arendt’s concept of the ‘banality of evil’ in the context of the child soldiers whose conformation to the propaganda of the Khmer Rouge lacked any ideological conviction. -

ARTICLE Preventing Future Genocide: A vision for Peace Museum in Cambodia Soth Plai NGARM ※ Abstract Genocide is a crime against humanity which is beyond the parameters of war crime as the perpetrators could choose to prevent it. It is specifically about the tragedy of human lives caused by human action to accomplish political, social or spiritual goals. Genocide is unique from one place to the other. For example, the genocide in Cambodia was different from that in Rwanda or Bosnia. Similarly, each situation has its source and is characterized by its historical evolution in the given context, but all are based on the choice to commit such a crime. Moreover, every situation can impact on different perspectives and rationales. It depends on the stand point from where we look. The three stages of pre, during and aftermath of genocide; each contain interesting related political dynamics and each stage paradigms a simple but critical question: Before a period of genocide, what are the elements pushing people? When would have been the effective moment to stop the situation, before it went too far? And when it has already happened, how can we ensure similar experiences never happen again? For example in Cambodia, politics in the aftermath of the Khmer Rouge genocide, any political argument contains power struggle and lacks humanity. Throughout the last 15 years of peace in Cambodia, the question of justice and reconciliation still remains unanswered. Although, the establishment of an international tribunal for Khmer Rouge leaders is soon to be established; it is far short of ensuring such crimes against humanity will be prevented in the future. -
