The EMA plays an essential role within the EU’s public health system. The continuity of its processes is of vital importance to patients, member states and businesses alike, and must be handled with great care. With its outstanding international travel connections and excellent working and living conditions, the Amsterdam metropolitan area meets all the requirements of the Agency and its staff. As one of the most active national regulatory agencies in the EU, the Dutch Medicines Evaluation Board is fully prepared to support the work of the EMA as a strong and independent regulator, safeguarding the proper functioning of the EU pharmaceutical system. The Netherlands is aware that relocation of the EMA poses major challenges for the agency’s critical operations. Uncertainty about the move is already affecting the work and family life of its 900 staff. It is therefore crucial that the European Council decide on the EMA’s new location as swiftly as possible once the Commission has assessed the candidates on the basis of objective criteria. 1 would encourage the Commission to involve the EMA in determining these criteria. 1 firmly believe that the Netherlands is equipped to provide all the conditions necessary to enable the EMA to perform its work as effectively as possible. -

Donald Tusk, President of the European Council
DONALD TUSK, PRESIDENT OF THE EUROPEAN COUNCIL On December 1, Donald Tusk will become the second president of the European Council after Herman Van Rompuy. The election of the polish Prime Minister was unexpected for the Polish public opinion. It was widely perceived as appreciation of the changing role of Poland in Europe and, first of all, as a personal success of Donald Tusk. Political opponents congratulated the new president on the nomination, while also accusing him of escaping from real challenges on the national level and questioning the influence associated with this position. Surveys show that the election of Donald Tusk increased the support for the Civic Platform and improved the image of the Polish political elites. According to the European law, the president of the European Council presides over this body, assures preparation and continuity of it work, acts to achieve agreement, reports to the European Parliament on Council meetings and represents European Union in matters of common foreign policy and security. As the legal framework of this function is general, the actual influence associated with this function depends on the authority, charisma and character of the person nominated for this function. In the opinion of the majority of respondents (58%), Donald Tusk will, first of all, organize and coordinate the work of the European Council. Only slightly more than a quarter (28%) think that he will be the actual leader of the European Union, able to exert significant influence on the direction of its actions. Niemal od początku jego funkcjonowania nie cichną dywagacje na temat ewentualnych zmian personalnych, a od wielu miesięcy w mediach pojawiają się informacje o planach dotyczących poważnej rekonstrukcji. Pewne zmiany zapowiedział sam premier. W październikowym sondażu1 spytaliśmy Polaków o ocenę poszczególnych ministrów i stosunek do ewentualnej rekonstrukcji rządu. OCENA MINISTRÓW Na ranking najlepiej i najgorzej ocenianych ministrów duży wpływ ma stopień rozpoznawalności poszczególnych członków rządu. Mało znani ministrowie2 są rzadko wskazywani zarówno jako dobrzy, jak i źli ministrowie. Najlepiej ocenianym ministrem, dystansującym pozostałych członków rządu, jest minister spraw zagranicznych Radosław Sikorski (33%). Na drugim miejscu znalazł się minister kultury i dziedzictwa narodowego Bogdan Zdrojewski (17%). Niemal co ósmy Polak uważa, że najlepiej swoje obowiązki pełnią premier Donald Tusk (13%) i wicepremier Janusz Piechociński (12%). Piątym z najlepiej ocenianych ministrów jest minister administracji i cyfryzacji Michał Boni (10%). Stosunkowo niewielu Polaków za najlepszego ministra uznało kierującego resortem
