I page Annex:Resettlement Monitoring and AssessmentPlan Annex:Feasibility Study on Adjustmentof CompensationRate for Affected Houses-Luoyang-Sanmenxia ExpresswayProject General The expresswayfrom Zhumadianto Xinyang, as the southern extension of the expresswayfrom Zhengzhou to Xuchang,Luohe and Zhumadianthat runsthrough the south of Henan province, is the vital passage of the north to. south highway transportationchannel in China.It is an importantpart of Beijing-ZhuhaiNational TrunkHighway (NTH). It startsfrom the terminalof Luohe-ZhumadianExpressway, which is now under constructionand ends in the east of Xinyang City where the interchangeoverpasses the NationalHighway 312, withtotal lengthof 95 .52 km. This section of expressway connects two important regions in south Henan- ZhumadianPrefecture and Xinyang City. It passes through Runan, Queshanand Pingqiaocounty/district, etc. Theyare all major agriculturalareas in HenanProvince.. Accordingto statisticsof 1997,the area of Zhumadianand XinyangCity/Prefecture is 33618Sq.Km, the total populationis 15.49million and GDP is 43.563 billion-yuan RMB.It takes 10.67%/of the GDPof HenanProvince. In 1998,the dailytraffic volumecame to 10,000vehicle/day within this sectionof the existinghighways, which significantlyexceeded the capacityof the existinghighways. Therefore,it is necessaryto buildan expresswayfrom Zhumadian to Xinyang. Constructionof this section of expresswaywill occupy certain amount of land (includecultivated land) permanentlyor temporarily.Some of the groundattachments will be removed.Therefore, the normal,fife and productionof the localpeople will be influencedat certain leveL This ResettlementAction Plan is preparedto solve and settlethese problemsproperly, offer reasonable compensation and resettlementto the people who are influenced by land requisitionand removal, protect the migrants' lawfil rights, and create conditionsfor future economicdevelopment to keep the migrants' livingstandard at least the not lowerthan the formone. This project shall occupy 9,074mu(604.93 ha.) of land permanentlyand remove 31317Sq.mof buildings. 1,384mu(92.27 ha.) of land shall be occupiedtemporarily. The amountfor compensationshall be 231.86846million-yuan and 4,920people shall be affected. The cultivatedland to be affectedis 252,812mu.The permanentland requisitionfor this project is 3.5% of the total cultivated land of to be villages of land requisition.'*->M; Therefore, the influence to the villages is not strong. Thisproject is plannedto startonNov.20,2000 and completeinNov.30, 2003.- I~~~~~~~~~~~~~~~~~~~~~~.-.t I. Background of the Project 1. Descriptionof the Project and Its Major Purpose The expresswayfrom Zhumadianto Xinyangis an importantpart of Beijing-Zhuhai NTH. It connectsthe importantregions in the south of HenanProvince-Zhumadian Prefectureand Xinyang City. It is an importantpassage on north to southhighway transportationof China. At present, fully enclosed and elevated expresswaysfrom Anyangto Xinxiang,and fromZhengzhou to Xuchangand Luohehave beenbuilt up. The expresswayfrom Luohe to Zhumadianis now under construction.They are also parts of BeiJing-Zhuhai NTH. The upgradingof Class I highwayfrom Xinxiangto Zhengzhouand the preparatorywork for Xlnxiang-Zhengzhouexpressway are also in process. Becauseof the rapid economicdevelopment of China since reformationand opening to world,highway traffic volume is increasedgreatly. The investigatedtraffic volume betweenZhumadian and Xinyanghas beenmore than 10,000vehicle/day (converted into medium-typevehicle), whichsignificantly exceeded the capacityof the existing highways.Therefore, it is necessaryand urgently required to build Zhumadian- Xinyangexpressway. It has importantsignificance to improveand realizeBeijing- ZhuhaiNTH to be functionedas expressway,to clear cross interference,to enhance the capabilityof highway, to reduce traffic accidents and to promote further developmentof the nationaleconomy. 2. RegionsAffected and Benefitedby the Projec The expressway from Zhuniadian to Xinyang directly influences Zhumadian Prefecture and Xinyang City, including 12 counties or districts under their administration:Qinyang, Runan, Queshan, Pingyu, Suiping, Shangcai, Xincai,

Agriculture, industry, and living are considered as the direct water consumption. This paper employs the concept of marginal product value to estimate the water consumption marginal benefits in Henan Province. We use data on agri- cultural water consumption, industrial water consumption, and domestic water consumption of 18 cities in Henan Province surveyed from 2006 to 2013 and considered the Cobb–Douglas production function. The results showed that, during the study period, except for the marginal benefit of agricul- ture in high developed area, the industrial and domestic water use increased, and the industrial and domestic water use benefits were much higher than agricultural. At the same time, the benefit of the developed area was higher than the developing area. The benefits of agricultural water consumption and industrial water consumption in high developed area have made great improvements gradually, while benefits in low developed area have made small changes; but the benefits of domestic water con- sumption presented the opposite trend.

Description of the dams in the project areas There exist 17 dams higher than 15 meters in the 5 project provinces, which supply irrigation water to the project areas. Of which the large sized dams with a water storage capacity each of more than 100 million cubic meters account for 10 and the others are medium sized dams with a water storage capacity ranging from 10 million to 100 million cubic meters each. The 17 dams are allocated as 8 in Anhui Province, 4 in Henan Province, 3 in Shandong Province and 2 in Jiangsu Province. The 5 provincial authorities involved in the project have conducted overall inspection and safety appraisal on the 17 dams in line with the Bank’s operational handbook of “Dam Safety” (OP 4.37) and the “Rule on Appraisal of the Dam Safety” issued by the Ministry of Water Resources in 1995. The inspection mainly covers the safety situation of the dams and their installed structures such as the gates and spillways.

The Project specifically targets poverty intervention by addressing critical agricultural and water supply constraints in a poor inland province. Because the water supply and irrigation component necessitates some resettlement from the pump site and regulating reservoir, a resettlement action plan was prepared. B. Socioeconomic Profile of Potential Beneficiaries 2. Demographic features. Agricultural communities in West Henan constitute about 83 percent of the total population, rising to 95 percent in Yichuan and Songxian. Twelve of the 32 counties in the project area are nationally designated poverty counties.1 While 98.4 percent of the population is ethnically Han, there are 18 different ethnic minority groups in the project area. Most counties have one or more ethnic minorities, on average 12 minority groups each. Almost 80 percent of the total minority population is accounted for by the three largest minorities: Muslim Hui, 61 percent of all minorities and 1 percent of total population, are concentrated in Zhengping, Dengfeng, Yuzhou, and Xinmi counties; Manchus, 11 percent of minorities, are concentrated in Nanzhao County; and Mongols, 7 percent of minorities, are concentrated in Neixiang County. The average household size is 4.20, slightly smaller than the province average of 4.59. Average household sizes in counties range from 3.3 in Luoyang to 5.0 in Yichuan. The average family size in Henan Province is 3.86, suggesting that, on average, most families have one additional household occupant (often a grandparent). 3.
