General Information about Ukraine Introduction The purpose of this document is to give a general overview of Ukrainian economy and the city of Slavutych to potential investors. The information provided covers a broad range of subjects to help potential investors understand Ukraine’s developing economy and was gathered from a variety of sources, including the U.S. Central Intelligence Agency, World Bank, and International Monetary Fund. Ukraine is rich in culture, history and natural resources. The government of Ukraine is transforming its economic structure to a western market economy and continues solving problems related to this change. More detailed information about Slavutych, the hometown of Chornobyl Nuclear Power Plant workers, is provided. As the date of the Chornobyl NPP closure approaches, the Ukrainian government is taking steps toward economic diversification, including educating and attracting foreign and domestic investors. This guide aims to provide valuable information about investment opportunities, geography, people, government, and the economy of Ukraine and Slavutych. Geography Ukraine sits at a favorable strategic position between Europe and Asia and is the second-largest country in Europe. The contemporary city of Kyiv is Ukraine’s capital and one of the biggest cities in Europe. With a population of almost 3 million, it stands preeminent as the administrative, economic, research, cultural and educational center. It focuses on the history of the parliamentary right-wing radical Svoboda party and the non- parliamentary Right Sector movement. IRI in Ukraine 31 2006 Ukraine Parliamentary and Local Elections 3 EXECUTIVE SUMMARY The International Republican Institute (IRI) received funding from the National Endowment for Democracy to deploy a 26- member international delegation to observe the pre-election en- vironment, voting and tabulation process for the March 26, 2006 elections in Ukraine. The March elections were Ukraine’s fourth parliamentary elec- tions since the country declared independence in 1991, as well as the fi rst conducted by the government of President Viktor Yushchenko. The 2006 elections were a test for the Yushchenko administration to conduct a free and fair election. The interna- tional community and mass media were watching to see if the new government would make use of administrative resources and other fraudulent means to secure the victory for its political bloc in the election. -

NATO Parliamentary Assembly Assemblée parlementaire de l’OTAN INTERNATIONAL ELECTION OBSERVATION MISSION Parliamentary Elections, Ukraine – 26 March 2006 PRELIMINARY STATEMENT Kyiv, 27 March 2006 –The International Election Observation Mission (IEOM) for the 26 March parliamentary elections is a joint undertaking of the OSCE Parliamentary Assembly (OSCE PA), Parliamentary Assembly of the Council of Europe (PACE), European Parliament (EP), NATO Parliamentary Assembly (NATO PA) and the OSCE Office for Democratic Institutions and Human Rights’ (OSCE/ODIHR) Election Observation Mission. Following an invitation by the President of Ukraine, the OSCE/ODIHR established an Election Observation Mission (EOM) in Kyiv on 23 January 2006 with 12 experts and 52 long-term observers. The PACE sent a cross-party Pre-election Mission to Ukraine between 28 February and 2 March. On election day, 914 observers were deployed in the context of the IEOM from a total of 45 OSCE participating States, including 100 parliamentarians and staff members from the OSCE PA, 43 from the PACE, 14 from the EP and 25 from the NATO PA. The IEOM observed the polling and vote count in over 2,500 polling stations throughout the country. The Honourable Alcee Hastings, President of the OSCE PA, was appointed by the OSCE Chairman-in- Office as Special Coordinator to lead the short-term observers. Ms. Renate Wohlwend led the PACE Delegation. Mr. Marek Siwiec led the EP Delegation. Mr. Pierre Lellouche, President of the NATO PA, led the NATO PA Delegation. Ambassador Lubomir Kopaj headed the OSCE/ODIHR Election Observation Mission. The election process was assessed for compliance with domestic law, OSCE Commitments, Council of Europe commitments and other international standards for democratic elections. -

As of January 1, 1995, the Helsinki process was renamed the Organization for Security and Cooperation in Europe (OSCE). The membership of the OSCE has expanded to 55 participating States, re- flecting the breakup of the Soviet Union, Czechoslovakia, and Yugoslavia. The OSCE Secretariat is in Vienna, Austria, where weekly meetings of the participating States’ permanent representatives are held. -

EUROPE-ASIA STUDIES Vol. 68, No. 4, June 2016, 551–555 Introduction: The Ukraine Crisis and Post-Post-Cold War Europe DEREK AVERRE & KATARYNA WOLCZUK NOBODY COULD HAVE FORESEEN THAT THE TURMOIL WHICH erupted on the streets of Kyiv in late 2013—which became known as the Euromaidan—would soon lead to what has been regarded as the collapse of the post-Cold War regional order in the wider Europe. It bears remembering that the Euromaidan was essentially a domestic affair, reflecting the rejection by most Ukrainians of their corrupt and ineffective political elites, embodied in the person of President Viktor Yanukovych. However, Yanukovych’s ignominious flight from Ukraine and the subsequent change of government in Kyiv triggered a sequence of events—the territorial annexation of Crimea by Russia and the war in the Donbas—the reverberations of which are likely to be felt in Europe and beyond for some time to come. These events have highlighted a fundamental shift, both in Ukraine’s relationship with Russia and—with unpredictable implications for the future of European security—Russia’s own relations with Europe. At this stage we can say with some certainty that the post-post-Cold War Europe 1 is upon us but it is unclear what kind of order will emerge from the current tensions. The profound domestic and international implications of these ongoing developments present a major challenge to scholars specialising in Russia and Eastern Europe. Amidst fast-changing events we need to consider the longer-term perspective in order to contextualise developments, both in Ukraine’s domestic politics and in its relations with Russia and Russia’s relations with the EU. -
