Flood risk management is one area where this has been particularly true, but the same ideas could theoretically be applied to other potential climate induced impacts in urban areas such as subsidence, sewer collapse and land movement. Greater Manchester, as the world’s first industrial city, provides an ideal case study of how such events have affected the urban infrastructure in the past. This paper reviews some of the evidence which can be gleaned from past events and also shows how the realisation of some climate-related risks in heavy modified urban environments can only be fully understood through a consideration of sub-surface as well as surface characteristics. Commerce and Exchange Buildings Listing Selection Guide Summary Historic England’s twenty listing selection guides help to define which historic buildings are likely to meet the relevant tests for national designation and be included on the National Heritage List for England. Listing has been in place since 1947 and operates under the Planning (Listed Buildings and Conservation Areas) Act 1990. If a building is felt to meet the necessary standards, it is added to the List. This decision is taken by the Government’s Department for Digital, Culture, Media and Sport (DCMS). These selection guides were originally produced by English Heritage in 2011: slightly revised versions are now being published by its successor body, Historic England. The DCMS‘ Principles of Selection for Listing Buildings set out the over-arching criteria of special architectural or historic interest required for listing and the guides provide more detail of relevant considerations for determining such interest for particular building types. See https:// www.gov.uk/government/publications/principles-of-selection-for-listing-buildings. Each guide falls into two halves. The first defines the types of structures included in it, before going on to give a brisk overview of their characteristics and how these developed through time, with notice of the main architects and representative examples of buildings. The second half of the guide sets out the particular tests in terms of its architectural or historic interest a building has to meet if it is to be listed. A select bibliography gives suggestions for further reading. This guide treats commercial buildings. These range from small local shops to huge department stores, from corner pubs to Victorian ‘gin palaces’, from simple sets of chambers to huge speculative office blocks. -

For ease of reporting the whole engagement area has been divided into 37 zones as displayed in Figure 2 INTRODUCTION and a number of corridors as illustrated in Figure 3. This report summarises the first phase of engagement as Stockport Council looks to develop Active Neighbourhood proposals in the Heaton’s. An Active Neighbourhood aims to enable residents to make short trips on foot, by cycle and by public transport in preference to car travel. Figure 1 shows a screenshot from the website (https://heatons.commonplace.is/) which was open for comments between 7th September 2020 and 23rd October 2020. There were 5228 visitors to the website over the course of the seven-week engagement period. During this time, 7788 contributions were recorded in the form of a comment (1298 representing 17%) or an expression of agreement (6490 representing 83%). The contributions were made by a total of 1331 respondents of which 553 subscribed to receive email notifications informing them of project updates. Introductory essay, Making Post-war Manchester: Visions of an Unmade City, May 2016 From Manufacturing Industries to a Services Economy: The Emergence of a ‘New Manchester’ in the Nineteen Sixties Martin Dodge, Department of Geography, University of Manchester Richard Brook, Manchester School of Architecture ‘Manchester is primarily an industrial city; it relies for its prosperity - more perhaps than any other town in the country - on full employment in local industries manufacturing for national and international markets.’ (Rowland Nicholas, 1945, City of Manchester Plan, p.97) ‘Between 1966 and 1972, one in three manual jobs in manufacturing were lost and one quarter of all factories and workshops closed. … Losses in manufacturing employment, however, were accompanied (although not replaced in the same numbers) by a growth in service occupations.’ (Alan Kidd, 2006, Manchester: A History, p.192) Economic Decline, Social Change, Demographic Shifts During the post-war decades Manchester went through the socially painful process of economic restructuring, switching from a labour market based primarily on manufacturing and engineering to one in which services sector employment dominated. While parts of Manchester’s economy were thriving from the late 1950s, having recovered from the deep austerity period after the War, with shipping trade into the docks at Salford buoyant and Trafford Park still a hive of activity, the ineluctable contraction of the cotton industry was a serious threat to the Manchester and regional textile economy. Despite efforts to stem the tide, the textile mills in 1 Manchester and especially in the surrounding satellite towns were closing with knock on effects on associated warehousing and distribution functions.
