Il ne s'agit pas d'un document officiel au sens propre mais simplement d'un ddcument d'information que ces Services de Recherches fournissent aux parlementaires américains pour les aider dans leur travai 1. C'est donc une compilation, un compte rendu de 1'évolution de plusieurs courants d'idées et d'actions tels qu'ils ont été vécus pendant trente ans outre-Atlantique ; 1 'auteur y introduit peu d'appréciations personnelles. En choisissant d'éditer cette traduction, le GEPAN n'entend en rien prendre à son compte telle ou telle des thèses qui y sont défendues. C'est une expressionmalheureuse,car pratiquement, tout ce qui est aperçu dans le ciel et qui n'est pas reconnu de suite, entre dans cette catégorie. Dans les cieux de l'antiquitd, les OVNI étaient particulièrement nombreux. @e sont les OVNI d'aujourd'hui ? Et quel genre de personnes en font rapport aux autorités ? Est-ce des amateurs de publicité, des farceurs, ou des personnes saines d'esprit et intelligentes, sincèrement mystifiées par quelque chose qu'elles ont aperçu ? Ce rapport ne peut, ni ne doit essayer de répondre à ces questions. Après 28 ans d'intérêt très marqué aux Etats-Unis seuls, les experts n'arrivent pas à se mettre d'ac- cord sur ce qui habite nos cieux. En dehors des discussions sur les extra-terrestres en ggnéral, de récentes théories stipulent qu'une grande partie de notre savoir d'au- jourd'hui, et même notre évolution, résulte de l'aide des extra-terrestres. Cette philosophie des "astronautes de ZfAntiquitQ" et celle du Triangle des Bermudes, sont abordées brievernent en annexe. Elles ne sont que d'importance marginale dans une discussion sur les OVNI et ne sont mentionnées ici que parce qu'elles se rapportent à des visites d'extra-terrestres. Celle-ci engloge les vastes lis- tes des observations qui, par la suite, ont été ou non identifiées comme des phénomsnes naturels : il y en a 12 097 entre 1947 et 1967. La défini- tion de A. HYNEK est plus précise car elle couvre seulement les observations qui, apres analyse, restent inexpliquées et sont concevables comme étant des vaisseaux spatiaux d'autres mondes : il y en a 637 entre 1947 et 1967 (4). Il y a bien sûr des centaines de milliers d'observations qui se rapportent aux deux premières définitions, car beaucoup de gens peuvent Etre trompes par des objets naturels tels que les planètes et les étoiles, et par d'autres phénomenes tels que la foudre en boule, qui ne sont pas bien expliqués, même par les savants. Par besoin de clarté. William HARTMANN (chercheur principal au Planetary Science Institute, TUCSON, ARIZONA) propose quatre groupes de clas- sification des observations : - OVNI : Objet Volant Non Identifié. Ceci ccrrespond au type d'observation initialement defini par l'Air Force et SAGAN. (En anglais, üFO : Unidentified Flying Object) - ova : Objet volant Identifié. C'est le cas d'un OVNI auquel une explica- tion concrète a été trouvée. (En anglais : IF0 : Identified Flying Object) - OVE : Objet volant Extraordinaire. C'est quelque chose qui dépasse les limites de l'ensemble des phenomènes naturels reconnus. (En anglais, EFO : Extraordinary Flying Object) - OVEX : Objet Volant Extra-terrestre. (En anglais : AFO : alien Flying Ob- ject) (5) Les deux derniers groupes sont relativement subjectifs. En effet, ceux qui refusent de spéculer sur la possibilité que des extra-terrestres puissent visiter la Terre, classeront tous les non identifiés dans les OVE, tandis que leurs opposants sur cette question, les classeront tous dans les OVEX. D'autres sigles ont également et6 proposés et l'un de ceux-ci digne de quelque attention est "Observation d'un Phdnom&ne AnomaZistique" (OPAI (en anglais : "Anomalistic Observational Phenomena : AOP). L'expression a été créee par le Dr. Robert M.L. BAKER qui fait la remarque que bien qu'un phénomène inexpliqué puisse etre en train de se produire, il se peut bien qul"iZ ne suit pas en train de voter, qu'il puisse être &entueltement iden- tZfiE et pst être même qu'il ne& même pas d'objets substantieZs~6) Malheureusement, OVNI est le terme d'acceptation géngrale et il n'est pas facile de changer les habitudes des masses.

    UFO WAVES: AN INTERNATIONAL BIBLIOGRAPHY Vicente-Juan Ballester Olmos FOTOCAT Project [email protected] Introduction In the study of UFO phenomena there are several topics that emerge as key issues for the understanding and potential resolution of this worldwide enigma. The subject of UFO waves and UFO flaps is, evidently, one of these. Compiling bibliographies of research items has been a recurrent interest in my investigative life (1-7), as I have always thought that, as in mainstream science disciplines, progress is linked to the knowledge of prior work in the field. Those who ignore what their senior colleagues have produced on a given matter waste time duplicating past efforts or are unable to build upon previous finds. Over the years, the field of ufology has produced many authoritative bibliographies. With a few exceptions, these are general lists of literature, sometimes annotated, but usually not organized by topic (8-28). Nevertheless, these assist the researcher and represent an academic advancement. As I am committed to the concept of achieving a synthesis of knowledge in some of the main areas of the study of UFOs (29), I think a more pragmatic approach is to design a series of very specific, subject-focused bibliographies. As a practical example, I have combed through my files to create a thorough bibliography of articles and papers related to the mystery of UFO waves, those periods when UFO reporting increases noticeably and suddenly with respect to average historical records. I have been assisted by a number of top scholars who have contributed references, actual materials, pdfs and online links to create what is intended to be a comprehensive list of the literature on this subject published all over the world.

    Aliens on Earth. Are reports of close encounters correct? Pawel Sobkowicz pawelsobko@ gmail. com (Dated: April 1st, 2012) Popular culture (movies, SF literature) and witness accounts of close encounters with extrater- restrials provide a rather bizarre image of Aliens behavior on Earth. It is far from stereotypes of human space exploration. The reported Aliens are not missions of diplomats, scientists nor even invasion fleets; typical encounters are with lone ETs (or small groups), and involve curious behav- ior: abductions and experiments (often of sexual nature), cattle mutilations, localized killing and mixing in human society using various methods. Standard scientific explanations of these social memes point to influence of cultural artifacts (movies, literature) on social imagination, projection of our fears and observations of human society, and, in severe cases, psychic disorder of the involved individuals. In this work we propose an alternate explanation, claiming that the memes might be the result of observations of actual behavior of true Aliens, who, visiting Earth behave in a way that is then reproduced by such memes. The proposal would solve, in natural way, the Fermi paradox. I.     Book Reviews REVIEW SYMPOSIUM The UFO Controversy in America. By David M. Jacobs. Indiana Uni- versity Press, Bloomington, Ind., 1976. 362 pp. $12.50. DANIEL COHEN: David Michael Jacobs, an assistant professor of history at Temple University, has written what should have been an important book. He has reviewed the entire UFO controversy from 1947 (with a brief look at pre-1947 sightings) to 1974. This is a heroic task, for there is an enormous amount of material on the subject, most of it perfectly awful. While Prof. Jacobs has not read everything, he has clearly read more than most ordinary mortals could bear. He has attempted to do a decent job with an unwieldy subject. And yet, to one who lived through, and in a small way participated in, the UFO controversy, Jacobs' book is disappointing. The whole fuss over UFOs was a lot nuttier than he makes it sound. There is space for only a couple of examples of what I mean. Jacobs makes only one offhand mention of science-fiction and occult editor and publisher Ray Palmer. Yet noted astronomer Donald Menzel gave Palmer major credit for starting the whole UFO controversy. Palmer sure got me mto UFOs. I was a SF reading teen-ager in Chicago when UFOs, or flying saucers as they were called then, first came to public attention. Along with my fellow SF addicts, I got hooked on flying saucers through Palmer-edited publications. I lost my faith in flying saucers when I saw Palmer get smashed in a debate on the subject with Willy Ley at a SF fan convention.
