SUMMARY From October 15 to December 15, 1992, the National Democratic Institute for International Affairs (NO!) conducted a voter education project in Namibia through a cooperative agreement with the Namibian Broadcasting Corporation (NBC). The project's goal was both educational and motivational -- to inform Namibians about the process and purpose of the 1992 Regional and Local Elections and to motivate them to participate by registering to vote and, ultimately, to cast their ballots. -

The public debate over this policy reflects rising concerns in southern Africa over who should benefit from globally-significant resources. The goal of this thesis is to apply a critical geopolitics approach to create space for the consideration of Namibian perspectives on this topic, rather than relying on Western geopolitical and political discourses. Using a mixed methods approach, I analyze Namibians’ opinions on foreign involvement, particularly involvement in natural resource extraction, from three sources: China, South Africa, and the United States. -

Nantanga, Department of Agricultural Economic and Extensions and Crops Science Faculty of Agricultural and Natural Resources, University of Namibia and the Ministry of Agriculture, Water and Rural Development WINDHOEK, NAMIBIA, FEBRUARY 2002 Executive Summary Background Urban and peri-urban agriculture is the practices of producing vegetables and fruits within urban environments for household consumption as well as for sale to the rapidly growing urban population. In some cities in Africa like Harare the practice has advanced to the production of maize the main staple. In Namibia urbanization attained explosive rates since independence in 1990 with Windhoek recording annual growth rates in excess of 5% from 1995. This is because of rapid migration of rural people in search of employment. The net result is the ever expanding shanties in the urban areas. As the driest country in Africa, Namibia's agricultural base is weak. Consequently most vegetables and fruits sold in Windhoek and Oshakati are imported from South Africa. Despite this, there is evidence of intensive farming activities both commercial and micro scale in backyards, open spaces and along river courses. INTRODUCTION The Regional Council of the Oshana region was established with effect from 31 August 1992 under Section 2(1) of the Regional Councils Act, 1992 (Act 22 of 1992). The financial powers, duties and functions of the Council are stipulated in Article 108 of the Namibian Constitution and Section 28 of the Regional Council Act. Sections 39 and 40 of the Act require that accounting records of the Council shall be kept and its financial statements shall be prepared by its Chief Regional Officer. Figures in the report are rounded off to the nearest Namibia dollar. -

The media plays an important role in ensuring that land reform is successfully designed and executed. The media informs the public, sets the public and political agenda, holds the government accountable, and serves as a public sphere. This project analyses Namibia’s three primary daily newspapers’ coverage of land reform from 2003 to 2013 utilizing interpretive content analysis to determine how the papers are reporting on land reform and related themes. I then compare their portrayals to see to what they are fulfilling their roles. I find that the papers’ reporting is mostly event-driven and lacks depth and greater context. Furthermore, the papers offer a mostly one-sided view of issues. While the papers regularly reported on land reform, they generally struggle to accomplish the function that the media fulfills in a democracy. -

The project is the first in-depth and comprehensive description and measurement system for national media environments on the African continent. The benchmarks are to a large extent taken from the African Commission for Human and Peoples’ Rights (ACHPR)1 “Declaration of Principles on Freedom of Expression in Africa”, adopted in 2002. This declaration was largely inspired by the groundbreaking “Windhoek Declaration on Promoting an Independent and Pluralistic African Press” (1991) and the “African Charter on Broadcasting” (2001). By the end of 2008, 23 sub-Saharan countries have been covered by the AMB. -
