Approve the November 5, 2015 meeting minutes - Mayor J.H. Hadfield moved to approve the November 5, 2015 meeting minutes. Mayor Steve Leifson seconded the motion and the motion passed unanimously.

Meadows Crossing Study Update - Bob Allen The Meadows Crossing Study looked to improve the connectivity from the area around the American Fork FrontRunner Station west of 1-15 to the Meadows shopping area on the east side of I-15, and connecting to Vineyard Connector and Pioneer Crossing. Also to provide the economic benefits on the south side of 1-15 for development in the American Fork Station Area Plan (AFSAP).

Wasatch Front Central Corridor Study Update - Lisa Zundel, UDOT Project Manager I-15 is the principal north/south corridor along the Wasatch Front currently with 250,000 vehicles trips per day. TRAX and FrontRunner run parallel to I-15 with combined 80,000 riders per day. This study is looking how to accommodate future travel demand out to 2050. The study will evaluate all potential strategies for the entire corridor to include transit, roadway, active transportation, freeway/surface street connectivity, transit/roadway/ped/bike connectivity, and operations.

The study is looking at different transportation trends, such as, double tracking commuter rail, linking vehicles, coordinating ramp meters along I-15, double decking the freeway, etc.

The study started in summer 2015 and expected to be complete by the end of 2016. The study area runs from Woods Cross to Lehi.

Utah Transit Authority and BRT Update - Hugh Johnson and Grey Turner, UTA Looking at ridership it is important to understand that total passenger counts change monthly depending the time of year and if school is in session. As of November 2015 actual ridership is above the UTA goal. The average daily weekday boardings from January 15 to December 15, 2015 is approximately 9,000.

The Routes 850 and 821 went to 15 minute services and ridership has increased and we had combined Route 842 and 836.

The Timp Business Unit provides Paratransit Services to 537 qualified individuals. There are 53 Van Pools carrying 513 passengers (approximately 9 passengers per van).

Recently a surplus van was donated to Just for Kids of Utah County in cooperation with Lehi City. We are working with charitable organizations and clubs to donate the surplus vans.

Public Participation Outreach Program - Shawn Seager At the suggestion of FHWA, MAG staff has updated the Participation Program. The public comment period ran for 45 days, starting October 18th to December 3rd. The proposed plan was also available at the 2015 Transportation & Community Planning Open House on October 28th. No comments have be received.

The program was updated to reflect the new adoption and approval process for Transportation Improvement Program, the Environmental Justice and Title VI sections were also updated.

Mayor Jim Miller moved to adopt the Public Participation Outreach Program. Mayor Bert Wilson seconded the motion and the motion passed unanimously. Mountainland MPO Regional Planning January 7, 2016 Page 4

Transportation Improvement Program (TIP) Modification - Shawn Eliot UDOT request to add funds to Mountain View Corridor SR-85 and SR-73 in Utah County 1. Mountain View Corridor: proposed to use $53.6m FY-2016 TIF funds to construct Mountain View frontage road, one lane in each direction, between Porter Rockwell Blvd Bluffdale and SR- 73. The funds will also purchase the right-a-way needed for a full built out of the freeway and construct a connection to 2100 North Lehi. 2. SR-73 Environmental Work: a new freeway is proposed along the corridor in TransPlan40 Phase 2. The environmental work will identify the needed footprint to allow the purchase of right-of- way and a phasing plan for construction. The funding is $2m TIF funds.

Commissioner Kent Millington moved to approve modifying the Transportation Improvement Program by adding $53.6m TIF funds for the Mountain View Frontage Road and $2m TIF funds for an Environmental Work on SR-73. Mayor Randy Farnworth seconded the motion and the motion carried unanimously.

Mapleton Canal Trail In 2010 the Mapleton Canal Trail Phase 1 received $3.3m for engineering, right-of-way, and construction of the northern and central portions of the trail. Phase 1 is now complete with $287,477 left over. Phase 2 portion of the trail is $587,000 and is underfunded and the city has requested the remaining funds from Phase 1 to be applied to Phase 2 so the trail can be completed. The trail is 9.2 miles long and connects to the Hobble Creek Parkway Trail and Spanish Fork River Trail. This transfer of funds does not affect the funding of any projects.

Commissioner Kent Millington moved to approve the Transportation Improvement Program be modified to use the remaining $284,477 from Mapleton Canal Trail Phase 1 project to the Mapleton Canal Trail Phase 2 project. Mayor Steve Leifson seconded the motion and the motion carried unanimously.

Bulldog Blvd, Provo The Bulldog Blvd project has received $1m FY-2016 Federal Safety funds, from UDOT for preliminary work to improve the safety on Bulldog Blvd. Provo plans a center planted median and buffered bike lanes. Two traffic lanes will be removed. An additional $2m is still needed and Provo is continuing to search for the additional funds. This corridor has the highest vehicle/bike volume in the county and an accident rate 3 times state average.

Mayor Bert Wilson moved to approve modifying the Transportation Improvement Program to add the $1m FY-2016 Federal Safety Funds to Bulldog Blvd, Provo. Mayor Jim Miller seconded the motion and the motion carried unanimously.

Utah County Highline Canal Bridges Two deficient bridges along the Highline Canal at Goosenest Drive east of Payson and UC 5600 West north of Santaquin were awarded $628,000 of transportation sales tax funds in 2014. The project replaces the two deficient bridges and allow for a future trail under crossings once the canal is piped. Utah County is requesting an additional $103,000 of transportation sales tax. The original scope of work has changed to include a wider bridge design and the additional requirements required by the canal company.

Mayor J.H. Hadfield moved to approve the Transportation Improvement Program be modified to add $103,000 transportation sales tax funds to fully fund the UC Highline Canal Brides projects for our great friends in South County. Mayor Bert Wilson seconded the motion and motion passed unanimously.

Transportation Improvement Program (TIP) Selection Process - Bob Allen The 2016 TIP selection process started with a Kick Off Meeting on January 4th. There is approximately $30-$40 million available in 2019-2020 with the local match of 6.77%. The selection process is the same as 2014 with 3 new additions:  MAG and UDOT staff available to meet with project sponsors prior to them submitting Project Ideas  Project Ideas and Concept Reports must be signed by either the mayor, city manager, council member, etc.  Regional Planning will receive the TAC recommended project list with funding in May and will approve the list in June
