SEMLEP Board 21st September 2016 Item 31.10e Paper Title Careers and Enterprise Programme Purpose of Paper To update the Board regarding the Careers and Enterprise Programme Meeting Date 21st September 2016 Author Lindsay Hondebrink The Board is asked to: 1. Note progress in regard to implementation and initial plans for the integration of the SEMLEP and Northamptonshire Programmes. 1 SEMLEP Board: 21st September 2016 Summary 1.1 This paper provides a summary of progress in regard to implementation and initial plans for the integration of the SEMLEP and Northamptonshire Programmes. SEMLEP Careers and Enterprise Programme 2.1 The SEMLEP programme is currently focused only on the non-overlap LEP areas of Bedford Borough, Central Bedfordshire, Milton Keynes and Luton1. 2.2 Since the Programme launched in January 2016, 35 schools and colleges have confirmed engagement and signed a Memorandum of Understanding. This figure represents approximately 77% of secondary schools (45) and 50% of all schools and colleges (69)2. 2.3 To date, 20 Enterprise Advisers have confirmed their involvement and 16 have been trained and allocated to a school, drawing from a diverse range of businesses, including Ikea, Europa Components, Knorr-Bremse Rail Services and Lloyds Bank. There is an immediate need for at least 15 more Enterprise Advisers to support the schools and colleges that have signed up. 2.4 The opportunity has been presented to a number of business groups and networks, including the Showcase Sector Groups and Envoys. A promotional leaflet has been prepared and is attached to this report to support recruitment (Appendix 1). 2.5 Appendix 2 provides a listing of participating schools and Enterprise Advisers to date by local authority area. Northamptonshire Enterprise Adviser Network 3.1 Northamptonshire was one of the Careers and Enterprise Company Pilot Areas in 2014. The approach taken to supporting the increase of employment engagement in schools has been highly regarded nationally. 3.2 There is currently a network of 29 schools engaged on the programme and 25 have been carefully matched to an Enterprise Adviser. 29 schools represent approximately 83% of Northamptonshire secondary schools (35) and 51% of all Northamptonshire schools and colleges (56 in total). 3.3 Schools have been supported by their individual Enterprise Advisers to each develop a work related strategy and demand for employer engagement activity on the ground has increased as a result. 3.4 In addition to the strategic role of the Enterprise Advisers, NEP have also created a database of employer volunteers, who are ‘Inspirers’ and able to deliver talks and other inspirational activities in schools. 3.5 Other key success factors include the ‘Love Bright Futures’ campaign and Pop Up Job Shop initiative, Apprenticeship Ambassadors and close alignment with the National Careers Service for young people ‘Careers Inspiration’. 1 To avoid any duplication, the area of Northamptonshire has been managed by NEP, Cherwell by Oxfordshire LEP and Aylesbury by Bucks Thames Valley LEP. 2 The total number of schools and colleges includes FE colleges but excludes primary, middle, independent and higher education providers. 2 3.6 Appendix 3 provides a listing of participating schools and Enterprise Advisers to date in the Northamptonshire area by local authority. Integration of SEMLEP and NEP Programmes 4.1 It is recognised that the SEMLEP and NEP Networks are at very different stages. The SEMLEP Programme, launched in January 2016, is still in a development phase. The NEP Programme is well established, having launched in 2014, although there is still a growth opportunity. 4.2 To minimise disruption where possible, it is recommended that both Networks for schools and Enterprise Advisers remain separate for the time being. However, there is clearly an opportunity for synergy and learning through the integration of both Project Board/Steering Groups. This option will be presented to each respective group at their next meeting during the Autumn. 4.3 SEMLEP remains firmly committed to maintaining support across both Networks and achieving growth during 2016/17 where possible. However, it is recognised that during the integration period and while we are recruiting for new staff, we will face a considerable challenge in the short run. 4.4 We are currently advertising for Enterprise Coordinators with a closing date of 30th September. During the recruitment period, the national Careers and Enterprise Company have offered to give ‘light touch’ support through their Regional Leads and the existing SEMLEP team will aim to maintain communication and support with the various groups and individuals where possible. 4.5 The number of appointments is yet to be confirmed as it is subject to receiving a final combined LEP Funding Offer for the academic year 2016/17 from the Careers and Enterprise Company and approval of LEP match funding from the Finance and Remuneration Committee. If resources permit, our aim will be to have up to 4 Enterprise Coordinators to support both networks. The Board is asked to: 1.
