RECONCILIATION REPORT Islands Trust / 2019 to 2021 ACKNOWLEDGEMENT The Islands Trust acknowledges that the Islands Trust Areas is located within the treaty and territorial lands and waters of the BOḰEĆEN, Quw’utsun Tribes, Xeláltxw, Xwémalhkwu/ʔop qaymɩxʷ, K’ómoks, toq qaymɩxʷ, Ts'uubaa-asatx, Lək ̓ ʷəŋən (SXIMEȽEȽ, Songhees, T’Sou-ke), Lyackson, MÁLEXEȽ, Spune’luxutth, Qualicum, Scia’new, səlilw̓ ətaʔɬ, SEMYOME, shíshálh, Snaw-naw-as, Snuneymuxw, Sḵwx̱wú7mesh, SȾÁUTW̱ , Stz’uminus, ɬaʔəmen, scəẃaθən məsteyəxʷ, We Wai Kai, Wei Wai Kum, W̱ JOȽEȽP, W̱ SIḴEM, and xʷməθkʷəyə̓ m. A NEW WAY FORWARD Trust Council began fundamental work to advance reconciliation within the Islands Trust Area and within the Islands Trust organization beginning with the January 2019 special meeting of newly elected trustees. At the January 2019 special meeting, Trust Council began outlining the strategic plans of the organization and the goals for the four-year term. To mark a new way forward toward reconciliation, Hereditary Chief Bill Williams/találsamkin siýam (Sḵwxwú7mesh) and Hereditary Chief Ian Campbell/ Xálek/Sekyú siýam (xʷməθkʷəyə̓ m/Sḵwxwú7mesh) spoke to Trust Council at this special meeting encouraging them to approach their term as a journey of reflection and action toward reconciliation. They spoke of the relationship to the land and waters, paddling in the canoe together, and the responsibility that comes when working collaboratively and in mutually respectful ways. “Reconciliation requires that a new vision, based on a commitment to mutual respect, be developed.” — Senator Murray Sinclair, Chair of the Truth and Reconciliation Commission of Canada | 1 RECONCILIATION REPORT / Islands Trust 2019-2021 Foundation Documents: Reconciliation work undertaken by the Islands Trust is guided by the foundation documents tabled and adopted through commissions, testimony, and resolutions of the federal and provincial governments, Indigenous, Métis, and Inuit. -

Erasing Indigenous Indigeneity in Vancouver J EAN BARMAN1 anada has become increasingly urban. More and more people choose to live in cities and towns. Under a fifth did so in 1871, according to the first census to be held after Canada C 1867 1901 was formed in . The proportion surpassed a third by , was over half by 1951, and reached 80 percent by 2001.2 Urbanization has not benefited Canadians in equal measure. The most adversely affected have been indigenous peoples. Two reasons intersect: first, the reserves confining those deemed to be status Indians are scattered across the country, meaning lives are increasingly isolated from a fairly concentrated urban mainstream; and second, the handful of reserves in more densely populated areas early on became coveted by newcomers, who sought to wrest them away by licit or illicit means. The pressure became so great that in 1911 the federal government passed legislation making it possible to do so. This article focuses on the second of these two reasons. The city we know as Vancouver is a relatively late creation, originating in 1886 as the western terminus of the transcontinental rail line. Until then, Burrard Inlet, on whose south shore Vancouver sits, was home to a handful of newcomers alongside Squamish and Musqueam peoples who used the area’s resources for sustenance. A hundred and twenty years later, apart from the hidden-away Musqueam Reserve, that indigenous presence has disappeared. 1 This article originated as a paper presented to the Canadian Historical Association, May 2007. The Treaty of Neah Bay secured to the Makah Indian Tribe the “right of taking fish and of whaling or sealing at usual and accustomed grounds and stations.” The Treaty of Olympia secured to the Quileute Indian Tribe and Quinault Indian Nation, the southern neighbors of Makah along the Washington coast, the “right of taking fish at all usual and accustomed grounds and stations.” Unlike the Treaty of Neah Bay, the Treaty of Olympia expressed only a “right of taking fish”; it did not reference “whaling or sealing.” In this case, the Ninth Circuit held the “right of taking fish” in the Treaty of Olympia includes a right of whaling and sealing. Then, the Ninth Circuit held Quileute and Quinault’s “usual and accustomed” fishing grounds under the treaty extend beyond the areas in which the Tribes customarily fished to areas in which they hunted “‘marine mammals—including whales and fur seals.’” App. -

Paul Kane Is Acknowledged to Be One of Canada's Finest Early Artists
Paul Kane Paul Kane is acknowledged to be one of Canada’s finest early artists – and his first known works were created right here in Cobourg. He had done some painting earlier, when he lived in Toronto – his work had received a favourable review in the press in 1834. But he was just 24 at the time and none of those works remain. Paul was born in Ireland in 1810 but moved to Canada with his family before his teen years. After graduating from Upper Canada College he began a career as a sign and furniture Clench Table painter. In 1834 he moved to Cobourg to work at the first class furniture factory of Freeman Schermerhorn Clench, a prominent citizen of the town. It was then that he began to paint portraits of the Clench family, and it was there that he met young Harriet Clench, the boss’s daughter. Paul remained in Cobourg for only two years, but must surely have returned from time to time to visit Harriet. Some 19 years after they first met, they were married and moved into a fine new home in Toronto. By that time Paul had travelled to Europe, taken a major trip to the Canadian west coast and established his reputation as an artist. And by that time Harriet was an artist and art teacher in her own right. In 1836, having honed his skills in portraiture in Cobourg, Kane was ready to see the world and support himself with his art. For the next five years, he toured the American Midwest, working as an itinerant portrait painter. -

COAST SALISH SENSES OF PLACE: Dwelling, Meaning, Power, Property and Territory in the Coast Salish World by BRIAN DAVID THOM Department of Anthropology, McGill University, Montréal March, 2005 A thesis submitted to McGill University in partial fulfilment of the requirements of the degree of Doctor of Philosophy © Brian Thom, 2005 Abstract This study addresses the question of the nature of indigenous people's connection to the land, and the implications of this for articulating these connections in legal arenas where questions of Aboriginal title and land claims are at issue. The idea of 'place' is developed, based in a phenomenology of dwelling which takes profound attachments to home places as shaping and being shaped by ontological orientation and social organization. In this theory of the 'senses of place', the author emphasizes the relationships between meaning and power experienced and embodied in place, and the social systems of property and territory that forms indigenous land tenure systems. To explore this theoretical notion of senses of place, the study develops a detailed ethnography of a Coast Salish Aboriginal community on southeast Vancouver Island, British Columbia, Canada. Through this ethnography of dwelling, the ways in which places become richly imbued with meanings and how they shape social organization and generate social action are examined. Narratives with Coast Salish community members, set in a broad context of discussing land claims, provide context for understanding senses of place imbued with ancestors, myth, spirit, power, language, history, property, territory and boundaries. The author concludes in arguing that by attending to a theorized understanding of highly local senses of place, nuanced conceptions of indigenous relationships to land which appreciate indigenous relations to land in their own terms can be articulated. -
