Proposed Listing Determinations for 82 Reef-Building Coral Species
Billing Code 3510-22-P DEPARTMENT OF COMMERCE National Oceanic and Atmospheric Administration 50 CFR Parts 223 and 224 [Docket No. 0911231415-2625-02] 0648-XT12 Endangered and Threatened Wildlife and Plants: Proposed Listing Determinations for 82 Reef- building Coral Species; Proposed Reclassification of Acropora palmata and Acropora cervicornis from Threatened to Endangered. AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Commerce. ACTION: Proposed rule; request for comments. SUMMARY: We, NMFS, have completed comprehensive status reviews under the Endangered Species Act (ESA) of 82 reef-building coral species in response to a petition submitted by the Center for Biological Diversity (CBD) to list the species as either threatened or endangered. We have determined, based on the best scientific and commercial data available and efforts being made to protect the species, that 12 of the petitioned coral species warrant listing as endangered (five Caribbean and seven Indo-Pacific), 54 coral species warrant listing as threatened (two Caribbean and 52 Indo-Pacific), and 16 coral species (all Indo-Pacific) do not warrant listing as threatened or endangered under the ESA. Additionally, we have determined, based on the best scientific and commercial information available and efforts undertaken to protect the species, two Caribbean coral species currently listed warrant reclassification from threatened to 1 endangered. We are announcing that 18 public hearings will be held during the public comment period to provide additional opportunities and formats to receive public input. Guam Coral Bleaching Response Plan April 2017 Guam Coral Bleaching Response Plan 1 Overview The Guam Coral Bleaching Response Plan was developed through the collaboration of multiple local and federal agencies, including the Bureau of Statistics and Plans (BSP) and the Guam Coastal Management Program (GCMP), the Guam Department of Agriculture’s (GDOAG) Division of Aquatic and Wildlife Resources (DAWR), the Guam Environmental Protection Agency (GEPA), the University of Guam Marine Laboratory (UOGML), the National Oceanic and Atmospheric Association (NOAA), the National Park Service (NPS), Joint Region Marianas (JRM), and the U.S. Fish & Wildlife Service (USFWS). The Guam Coral Bleaching Response Plan exists to maximize the effectiveness of activities conducted by the Guam Coral Reef Response Team and ensure efficient use of resources and human capital by providing a standardized framework for responding to coral bleaching events. Coral bleaching is largely driven by ocean warming that cannot be directly influenced at a meaningful scale by local intervention, therefore the management response to coral bleaching is especially complex and challenging. This plan was first drafted in 2011 and finalized in 2017, although this document is intended to be a working draft that will be periodically updated and improved. This plan includes an in-depth description of Guam’s early warning system for coral bleaching events, standard operating procedures for response implementation including detailed assessment protocols, and recommendations for post-bleaching management, reef recovery, and restoration approaches. This document is intended for use by coral reef managers and scientists on Guam, but may also be useful to individuals and groups in other locations impacted by coral bleaching, especially those who are interested in developing similar coral bleaching response plans. -

Zhirmunsky Institute of Marine Biology, Far East Branch, Russian Academy of Sciences, Vladivostok, 690041 Russia *Corresponding author e-mail: [email protected] Abstract A study of coastal reefs in the little investigated shallow waters of Khanh Hoa province was conducted to determine the structural peculiarities and zonality of the reefs, species composition of corals, and some of the dominant species that form densely populated zones. There are more than 250 species of reef building corals. The geomorphological position, degree of breakers, and nature of the link between shore and open part of the sea of the coastal reefs of Khanh Hoa province may be divided into three groups: reefs of inland bays (sheltered from strong waves), reefs of bays between the mainland and large islands (partly subject to strong waves), and reefs of open capes and islands (frequent strong waves).While possessing a small vertical and horizontal range, the reefs of Khanh Hoa province preserve the features and patterns of the classically known reefs, all of which makes it possible to use them as a model in elucidating the overall patterns of development of reef ecosystems in the Indo-Pacific area.
