QUESTIONS HRS/MINS

1400 – 1445

1. MR. C. GREEFF, MP. ( BONNINGTON SOUTH): To ask the Minister (550) of Environment, Natural Resources Conservation and Tourism:

(i) the total number of aircrafts that Department of Wildlife has;

(ii) current status of each aircraft, location of each and the years in which each aircraft was bought including the financial year they were budgeted for and the amount, the company that was used to purchase the aircrafts and the method of procurement used;

(iii) the number of pilots the Department currently has and their qualifications as well as age range; and

(iv) the number of hours each aircraft has flown on wildlife and anti- poaching exercises since it was bought.

2. MR. O. REGOENG, MP. ( NORTH): To ask the Minister of (551) Finance and Economic Development to apprise this Honourable House on:

(i) the number of companies that benefitted from COVID-19 Wage Subsidy Support administered through the Botswana Unified Revenue Services (BURS) and the value involved;

(ii) the number of companies and individuals who were found to have defrauded Government through the subsidy and for how much; and

(iii) if there are any such cases at (ii) above, has BURS recovered all the money and what has been the consequential action against offenders.

3. MR. G. KEKGONEGILE, MP. (MAUN EAST): To ask the Minister for (552) Presidential Affairs, Governance and Public Administration if he is aware that Public Service workers of Scales A & B (entry points) do not enjoy upward mobility as enjoyed by their colleagues with entry points at C & D scale; and if so, to clarify:

(i) the Ministry’s policy regarding the above and strategies to rectify the imbalance;

(ii) if the Ministry does not consider using a similar system to the Botswana Defence Force (BDF) of two (2) way approach of Cadets and Privates; and

(iii) on the Public Service posts availability strategy to support such mobility.

4. MR. P. MAJAGA, MP. (NATA-): To ask the Minister of Land (554) Management, Water and Sanitation Services to brief this Honourable House on the progress of the Sowa Water Master Plan Project, which is behind schedule, he should further state:

(i) what has delayed the project;

(ii) whether he is aware that Nata-Gweta constituents do not have water for their daily needs, in respective villages;

(iii) how much will be used to fund this project;

(iv) if he will consider constructing a Salty Water Purifying Plant as well since water in Dukwi Well Fields is salty and people have been complaining; and

(v) to confirm if he will connect Nata-Gweta to Ntimbale and Shashe Dams in future since Mosetse Dam is not in the Ministry’s plans.

5. MR. L. LESEDI, MP. ( SOUTH): To ask the Minister of Local (555) Government and Rural Development to update this Honourable House on the employment status of Senior Civil Servants at the Serowe Administration Authority (SAA); and to specifically state:

(i) how many senior officers have been acting and for how long and when their posts will be filled, If filled when were interviews held, posts advertised and how many people applied;

(ii) which departments have had the largest number of acting senior officers and which posts at SAA have not been filled and when will they be filled;

(iii) for how long has the Senior Assistant Council Secretary (SACS) position been vacant and how many individuals have occupied the position on an acting basis in the last five (5) years and for how long each was in that position;

(iv) why the appointing authority does not see the need to appoint senior officers and prefers acting positions at SAA; and

(v) how this has affected service delivery and decision making in the Serowe Administration Authority.

6. MR. F. T. LEUWE, MP. (TAKATOKWANE): To ask the Minister of Defence, (574) Justice and Security to state when they plan to deploy Special Constables at Tshwaane village to supplement and increase police presence in the village.

7. MR. B. MATHOOTHE, MP. (SEROWE NORTH): To ask the Minister of (575) Transport and Communications if his Ministry has any plans to renovate the Department of Road Safety and Transport offices in Serowe; and if so, when.

8. MR. A. LESASO MP. (): To ask the Minister of Local Government (576) and Rural Development:

(i) if he is aware that the villages of Ikongwe, Moralane and Tobela in the Shoshong Constituency have been without chiefs for sometime now;

(ii) when he is planning to fill the village chief vacancies in those villages;

(iii) whether the serious challenges of law and order cause criminals to take advantage of the lack of leadership in those villages; and

(iv) if he would consider temporary extension of contracts of the past chiefs until permanent and substantive leaders are identified.

9. MR. K. NKAWANA, MP. (SELEBI PHIKWE EAST): To ask the Minister of (577) Health and Wellness if his Ministry has any plans in the immediate future to build a referral hospital within the greater Selebi Phikwe region.

10. MR. K. K. KAPINGA, MP (OKAVANGO): To ask the Minister of Transport (578) and Communications what the key specifications for the works to be carried out on the to Mohembo section of the Sehithwa- Mohembo road are; and he should further state:

(i) whether the amount budgeted is significant enough to bring the road to a standard of safe usage;

(ii) if the funds are also meant to cater for the access roads at Etsha 6 and Ikoga villages; and

(iii) what has occasioned the failure by the Department of Road Transport and Safety to debush the Sehithwa-Mohembo road.

11. MR. M. REATILE, MP. (-MABUTSANE): To ask the Minister of (581) Health and Wellness to brief this Honourable House on the status of port health services in Botswana; and he should further state:

(i) the total number of port health officers at each point of entry in the country;

(ii) when the last recruitment of port health officers was done;

(iii) the entry scale of port health officers;

(iv) if there is a long term plan to permanently increase the number of these officers at entry points of the country; and

(v) whether these officers are given accommodation at their duty stations; and if not, do they get accommodation allowance.

12. MR. T. LETSHOLO, MP. (KANYE NORTH): To ask the Minister of Land (582) Management, Water and Sanitation Services to provide an update on land allocation in the Kanye North constituency and to state:

(i) the number of applicants who have not been allocated residential plots in the last five (5) years;

(ii) the number of applicants for business plots not allocated in the last five (5) years;

(iii) the percentage of youth applicants in both cases at (i) and (ii) above; and

(iv) what measures are in place to clear the backlog.

COMMITTEE STAGE

1. Declaration of Assets and Liabilities An Act to amend the Declaration of (Amendment) (No. 2) Bill, 2020 (Bill Assets and Liabilities Act. No. 25 of 2020)

AMENDMENTS

1. The Bill is amended by substituting for Clause 6 appearing at page B.178, the following new clause –

Amendment of 6. Section 9 of the Act is amended by – section 9 of the Act (a) substituting for subsection (2) the following new subsection –

“(2) Where, subsequent to a declaration made under subsection (1) and section 8 (1), the value of interest, income, assets and liabilities is so altered as to be reduced or increased in value by a minimum of P200 000, the person to whom this Act applies shall submit additional information on the alteration within 30 days of the alteration of his or her interest, income, assets and liabilities.”; and

(b) deleting subsection (3).

2. Clause 6 (b) of the Bill appearing on page B. 178 is amended by substituting for paragraph (b) the following new paragraph –

(b) substituting for subsection (2) the following new subsection –

“(2) Where, subsequent to a declaration made under subsection (1) and sections 8(1), the value of interest, income, asserts and liabilities is so altered as to be reduced or increased in value by a minimum of P200 000 singular value or cumulative value, the person to whom this Act applies shall submit additional information on the alteration within 90 days of the alteration of his or her interest, income, asserts and liabilities.”

3. Clause 10 of the Bill appearing on page B.178 is amended by substituting for that clause, the following new clause –

“Amendment 10. Section 18 of the Act is amended in subsection (3) by of section 18 substituting for – of the Act (a) the word “P50 000” appearing therein, the word “P5 000”; and

(b) the words “three years” appearing therein, the words “1 year”.”.

AMENDMENTS

1. Clause 4 (2) (a) appearing on page B.21 is amended by substituting for sub- paragraph (iv) the following new sub-paragraph −

“(iv) has within a period of 5 years immediately preceding the date of his application for a licence, been convicted in Botswana, of a criminal offence relating to corruption, economic crime or illicit possession or dealing in precious minerals, or outside Botswana, of an offence which if committed in Botswana, would have been a similar criminal offence.”
