My name is Annah Bachman and I have the honor of serving as your Crisis Director. I am a third year Political Science and Philosophy double major here at UNC-Chapel Hill and have been involved with MUNCH since my freshman year. I’ve previously served as a staffer for the Democratic National Committee and as the Crisis Director for the Security Council for past MUNCH conferences. This past fall semester I studied at the National University of Singapore where my idea of the Malaysian Parliament in 1965 was formed. Through my experience of living in Singapore for a semester and studying its foreign policy, it has been fascinating to see how the “traumatic” separation of Singapore has influenced its current policies and relations with its surrounding countries. Our committee is going back in time to just before Singapore’s separation from the Malaysian peninsula to see how ethnic and racial tensions, trade policies, and good old fashioned diplomacy will unfold. Delegates should keep in mind that there is a difference between Southeast Asian diplomacy and traditional Western diplomacy (hint: think “ASEAN way”). -

SARJANA Volume 30, No. 2, December 2015, pp. 71-79 THE PATH TO MALAYSIA’S NEUTRAL FOREIGN POLICY IN THE TUNKU ERA Ito Mitsuomi Abstract During the era of Malaya/Malaysia’s first Prime Minister, Tunku Abdul Rahman, or Tunku as he is commonly referred to, the country was inclined to adopt a neutral foreign policy in the early years of post-independence. Along with other senior ministers, the Tunku’s stance on communism was soft even before Malaya won independence from the British in 1957. However, domestic and international situations at the time did not allow the government to fully implement a neutral foreign policy until the mid-sixties. With the establishment of diplomatic relations with communist countries that included Yugoslavia, the Soviet Union, Romania and Bulgaria, the government shifted from a pro-Western policy to a neutral foreign policy nearing the end of the Tunku’s premiership. It was the Tunku, and not his successor Tun Abdul Razak, who was the pioneer in steering the country towards a neutral course. Keywords: Malaya, Tunku Abdul Rahman, Neutralization, Foreign policy, Communism Introduction Neutralism emerged in Europe, especially among the smaller nations, at the beginning of the nineteenth century as an option to protect national sovereignty against incursion by the major powers. By the mid-twentieth century, the concept had pervaded well into Asia. As Peter Lyon puts it, neutralism was almost ubiquitous in Southeast Asia in one form or another (Lyon 1969: 161), with its official adoption by Cambodia, Laos and Myanmar in the 1960s. The new government of Malaya was in a position to choose a neutral policy when the country achieved independence from the British in 1957, but found it inexpedient to do so. -

The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates. -

THE NEW GEOPOLITICS OCTOBER 2019 ASIA DON’T MAKE US CHOOSE Southeast Asia in the throes of US-China rivalry JONATHAN STROMSETH DON’T MAKE US CHOOSE Southeast Asia in the throes of US-China rivalry JONATHAN STROMSETH EXECUTIVE SUMMARY U.S.-China rivalry has intensified significantly in Southeast Asia over the past year. This report chronicles the unfolding drama as it stretched across the major Asian summits in late 2018, the Second Belt and Road Forum in April 2019, the Shangri-La Dialogue in May-June, and the 34th summit of the Association of Southeast Asian Nations (ASEAN) in August. Focusing especially on geoeconomic aspects of U.S.-China competition, the report investigates the contending strategic visions of Washington and Beijing and closely examines the region’s response. In particular, it examines regional reactions to the Trump administration’s Free and Open Indo-Pacific (FOIP) strategy. FOIP singles out China for pursuing regional hegemony, says Beijing is leveraging “predatory economics” to coerce other nations, and poses a clear choice between “free” and “repressive” visions of world order in the Indo-Pacific region. China also presents a binary choice to Southeast Asia and almost certainly aims to create a sphere of influence through economic statecraft and military modernization. Many Southeast Asians are deeply worried about this possibility. Yet, what they are currently talking about isn’t China’s rising influence in the region, which they see as an inexorable trend that needs to be managed carefully, but the hard-edged rhetoric of the Trump administration that is casting the perception of a choice, even if that may not be the intent. -

From the US’ perspective, the emergency in Malaya was a problem that resulted from the communist movement. The core objective of this paper is to explore the United States’ reaction and the reasons for this reaction. Apart from that, this paper will also focus on the United States’ actions following the reaction they had taken, which can be observed through documents such as the Foreign Relations of the United States (FRUS), the Department of State Bulletin, the Pentagon Papers, reports from the Central Intelligence Agency (CIA), British documents and memoirs from local and overseas archives. Based on these documents, the reaction towards the Malayan emergency by the United States can be directly and indirectly concluded. The methods used in this paper involved source researching in archives, document analysis, translating files and interpreting resources. The United States’ reaction towards the Malayan emergency is closely related to regional communist threats and conflicts in the Far East. This paper will argue that ideological competition and strategic considerations were seen as reasons or factors that affected the United States’ reaction towards the emergency. -

Telecommunications Managing the Content of Malaysian Television Drama: Producers, Gatekeepers and the Barisan Nasional Government (303 pp.) Director of Dissertation: Drew McDaniel Abstract: The purpose of this dissertation is to describe and analyze how drama television content is managed in Malaysia. By looking at the production process of local drama television programming, this study examines the interactions among the three major players – the Barisan Nasional regime, the major television networks and independent producers – who are responsible for shaping its content. Three research methods are used for this study: in-depth interviewing, the informal conversational interview and documentary research. Between June 2001 and November 2002, 32 interviewees participated in this research. The research finds that the Malaysian drama television producer’s ability to generate program content is constrained by the Barisan Nasional regime. Three observations are made to outline the power relationship between the government and the television industry. First, the government often encourages television producers to make drama programs with the theme of friendship and goodwill (muhibah) among different ethnic communities in order to nurture racial harmony. -

The largest and most populated country in Southeast Asia is Indonesia, and has been regarded as the de facto leader in ASEAN for its influence to spur progress within the organization. However, this does not undermine the role of the other four founding members of ASEAN, specifically Singapore, Thailand, Philippines and Malaysia. Singapore has been considered the leader of ASEAN in the economic realm, championing and pushing forward economic agendas of the organization and its member-states. Moreover, the Philippines have been a strong advocate in promoting and enhancing the socio-cultural development within the organization. Conversely, the role of Malaysia in ASEAN has been scholarly neglected. This study seeks to fill the gaps by analysing the role of Malaysia in ASEAN since 1967, and propose that Malaysia has had a significant degree of influence within the organisation. By incorporating document analysis, this study presents the findings on Malaysia’s pivotal role in ASEAN. The results conclude that Malaysia was and is still a key leader in the organization and the country should continue to exercise its prerogative for the benefit of its national interest, in addition to maintaining peace, stability and prosperity in the region. -

Jebat: Malaysian Journal of History, Politics, & Strategic Studies, Vol. 37 (2010): 31 - 54 @ School of History, Politics & Strategic Studies, UKM; ISSN 2180-0251 (electronic), 0126-5644 (paper) KUIK Cheng-Chwee Universiti Kebangsaan Malaysia ANALYZING MALAYSIA’S CHANGING ALIGNMENT CHOICES, 1971-89 This article analyzes Malaysia’s changing policies toward China and other big powers during the period 1971-1989, as a case to illustrate how and why smaller states adjust their alignment choices in the wake of reduced strategic commitment of their big power patrons the way they do. It argues that it was due to the changing distribution of regional power in the face of the British East of Suez policy and the American retreat from mainland Southeast Asia in the late 1960s – in conjunction with domestic political considerations in the post-1969 period – that had compelled Malaysia’s ruling elite to replace the country’s long-standing pro-West policy with a new posture of “non- alignment” and “regional neutralization”. In the view of the elite, in order to get the big powers to recognize and guarantee the region as an area of neutrality, the Southeast Asian states should acknowledge and accommodate each of the major powers’ “legitimate interests”, while observing a policy of “equidistance” with all the powers. This new alignment posture necessitated the Tun Razak government to adjust its China policy, paving way for the Malaysia-China rapprochement of the early 1970s.
