Practical Information for Participants 1st Meeting of the Expert Group on ICT Household Indicators (EGH) São Paulo, Brazil 4-6 June 2013 1. Introduction The 1st Meeting of the Expert Group on ICT Household Indicators (EGH) will take place in São Paulo, Brazil, on 4-6 June 2013. The meeting is organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and will be hosted by the Brazilian Network Information Center (NIC.br). The objective of the meeting is to examine the contributions received from members of the EGH online discussion forum 1 over the past year, with a view to finalizing the revision of the core list of indicators on ICT household access and individual ICT use, as well as the related revision of the ITU Manual for Measuring ICT Access and Use by Households and Individuals . The final outcome of the discussions will be presented to participants attending the 11th World Telecommunication/ICT Indicators Symposium (WTIS) , which will take place during the last quarter of 2013, in Mexico. The main topics that will be discussed during the EGH meeting include (1) revision of the existing core indicators, (2) new proposed core indicators, (3) cross-cutting issues, and (4) revisions of the ITU Manual. 2. Participation The meeting is targeted to those responsible for ICT household statistics in national statistical offices and relevant Ministries or other official agencies conducting such statistics. In particular it is addressed to members of the EGH online discussion forum. Experts interested in the subject of information society measurements are also welcome to register to the EGH and attend the meeting. -

It is a joy to have such a diverse, talented and dedicated group of students together from Harvard and throughout Brazil for the first edition of the Mentoring and Language Acquisition in Brazil (MLAB) program. Parabéns to all of you on your acceptances. The 15 Harvard College mentors in MLAB were selected from over 60 applicants. The 15 Brazilian mentees from Belo Horizonte, MG; Fortaleza, CE; Porto Alegre, RS; Rio de Janeiro, RJ; São José dos Campos, SP and São Paulo, SP join the program after successfully navigating extremely competitive scholarship selection processes in their sponsoring organizations and having interviews in English via Skype from afar. MLAB was inspired by our positive experiences running collaborative Harvard-Brazil programs over the past five years and by the exciting opportunity to help eliminate barriers to internationalization in Brazil and at Harvard. President Dilma Rousseff recently announced the goal of offering 100 thousand scholarships to Brazilians seeking to study in foreign universities. There is a talented pool of young students in Brazil with incredible life stories, overwhelming potential and an admirable eagerness to take advantage of the chance to study abroad. A large percentage of the most talented candidates, however, lack sufficient English-language abilities and direct contact with inspiring role models. Meanwhile, interest in Brazil at Harvard has skyrocketed in recent years. -

1 Institutions and commercial frauds in water industry: a view of the metropolitan region of São Paulo ALBA VALÉRIA MORAES AMARAL ROCHA University of São Paulo, Brazil REINALDO GUERREIRO University of São Paulo, Brazil Abstract: In water industry, frauds committed by customers to access water without paying affect firm´s revenue, contribute to increase physical losses and interfere in the economic order causing harm to society. Ex post transaction costs involve inspection in loco if fraud is suspected and legal enforcement in case a fraud is confirmed. However, individuals may react differently to the costs and benefits of complying with contractual and legal standards. We analyzed the 115,695 frauds registered in management system of the concessionaire between january 2010 and june/2016 in the Metropolitan Region of São Paulo. The results indicated that the inspections did not have an important influence on frauds quantity. Frauds were much more numerous in residential category of use in poorest areas with low level of formal education. It is concluded that typical fraudster in this category is at the border of crime. Therefore, he needs an ‘incentive’ to choose not commit fraud. In this case we propose two interrelated paths: to impose a more educational than punitive character on the inspections and to institute a type of multilateral exchange (Coase, 1960). On the other hand, in commercial category of use frauds were much more numerous in areas with high and very high socioeconomic level. This result is supported by Becker (1968; 1974), whose argument incorporates the ilegal rational behavior and brings to the scene Hirschmann´s argument (1977), that it is up to society and firms to make effective repressive political structures in adherence to civilized self-interest (Hirschmann (1977). -

Anderson Kazuo Nakano exus b etw ee n pop ulation n redistrib ution and r eal estat e resid ential prod uction in districts of th e m unicipality of são pa ulo 012 Abstract This article discusses the relationship between changes in the population spatial distribution and the production of high-rise pós- residential buildings in the districts of São Paulo. To develop this discussion, census data from 1991, 2000, and 2010 was combined with data on the production and release of apartment buildings in the period between 1998 and 2008. These databases were the basis of a methodology used to formulate the Rate of Population Absorption by Apartment Buildings (RPAAB). The RPAAB attempts to estimate how much of the Population Growth (PG) of São Paulo districts between 2000 and 2010 was absorbed by the apartments released between 1998 and 2008 by the real estate market. To that end, the Potential Population Increments Promoted by Vertical Residential Real Estate Developments (PPIPVRRED) was estimated based on the number of residents per apartment extracted from the 2010 Census. It was concluded that, in fact, the segment of the real estate market aimed towards the production of apartment buildings heavily conditioned the population spatial distribution in the central districts of São Paulo that underwent the phenomenon of demographic inversion, going from population loss to population gain, during the years of transition from the 1990s to 2000s.Similar phenomenon was not observed in peripheral districts.
