Marjan Malešič PODNEBNE SPREMEMBE IN NACIONALNA VARNOST Diplomsko delo Ljubljana 2007 Podnebne spremembe in nacionalna varnost Podnebne spremembe predstavljajo vse bolj resno grožnjo svetu. S tem, kako bo v prihodnosti, se ukvarjajo mnoge študije, vendar pa so dejanske napovedi nemogoče. Podnebne spremembe so vse bolj pogosto povezane z nacionalno varnostjo držav. Diplomsko delo v prvem delu obravnava podnebne spremembe skozi zgodovino in okoljske probleme v svetu in Sloveniji. V nadaljevanju so predstavljeni možni scenariji podnebnih sprememb ter kako bodo podnebne spremembe vplivale na posamezna področja (energetika, kmetijstvo in prehrana, zdravstvo, vodne vire in vodooskrbo) v Sloveniji. Področje mednarodne in domače okoljske zakonodaje je predstavljeno v naslednjem poglavju. Na mednarodnem področju sta posebej izpostavljena Kjotski protokol in konferenca OZN v Riu de Janeiru, na področju domače okoljske zakonodaje pa ukrepi, ki jih mora izvajati Slovenija kot članica Evropske unije, in glavni dokumenti, ki urejajo področje nacionalne varnosti in okolja. V zadnjem delu je predstavljena povezava med nacionalno varnostjo in okoljem. Povezava temelji tako na teoretičnih izhodiščih kot tudi na analizi trenda v Republiki Sloveniji. Analiza trenda tako obsega sušo, ki je prizadela Slovenijo leta 2003, neurja s točo in poplave. They are usually divided into the East- ern and Western Julian Alps. The East- ern Julian Alps, which make up approx- imately three-quarters of the range and cover an area of 1,542 km2, lie entirely on the Slovenian side of the border and are the largest and highest Alpine range in Slovenia. The highest peak is Triglav (2,864 metres), but there are more than 150 other peaks over 2,000 metres high. The emerald river Soča rises on one side of the Julian Alps, in the Primorska re- gion; the two headwaters of the river Sava – the Sava Dolinka and the Sava Bohinjka – rise on the other side, in the Gorenjska region. Pričujoči članek na osnovi podatkov v starih zemljiških evidencah obravnava območje od Bele Peči do Jesenic, ki ga je v preteklosti močno zaznamovalo rudarjenje in do danes pustilo trajni pečat. Zemlja je za osnovno kmetijsko dejavnost slabo rodovitna in najbolj primerna za živinorejo, mikroklimatske razmere pa se od ene do druge katastrske občine nekoliko razlikujejo. Klima je povsod bolj ali manj visokogorska in kmetijski pridelavi dokaj neprijazna. V preteklosti pa je tistim, ki so živeli v visokogorskih predelih območja, življenje oteževala tudi geografska odmaknjenost. All these areas are readily accessible by organized motor co'ach tours which start from Bled, Bohinj and Kran;ska gora. This territory, once part of the multi-national Austrian empire, now is the western part of the republic of Slovenia, one of the six constituent republics of Yugoslavia. The highest mountain in Yugoslavia, Triglav (2863m), lies in Slovenia. Dr Julius Kugy once asked France Avein, the Slovenian moun­ taineer, climber and professor of electrical engineering, what part of the Julian Alps he liked the best. Avein decided on the western Julian Alps, but Kugy demurred; 'That's all right, my dear Avein, it's beautiful! But the eastern part has the Triglav. The Triglav is not a mountain, the Triglav is a realm.'l Forests, mountains, mountain flora, meadows, rivers and lakes are all naturally constituent parts of the globe-but so many prominent Britons have wri~ten so much in praise of Slovenia and its people that even the best educated European could hardly fail to take heed and to be flattered. We described three new associations: Rhododendro hirsuti-Alnetum viridis (a green alder community on calcareous bedrock in the Eastern and Southeastern Alps), Huperzio selagi-Alnetum viridis (a green alder community in the silicate rocks under Mt. Komen in the eastern Savinja Alps) and Alno viridis- Sorbetum aucupariae (a successional stage of mountain ash and green alder on potential beech sites in the foot- hills of the southern Julian Alps; similar stages are known also elsewhere in the Alps), and presented additional three associations (Polysticho lonchitis-Fagetum, Rhodothamno-Laricetum and Rhododendro hirsuti-Pinetum mugo) whose stands comprise green alder. Izvleček V članku s fitocenološkimi tabelami opisujemo grmiščne in gozdne združbe, v katerih v slovenskih Alpah uspeva vrsta Alnus viridis. Opisali smo tri nove asociacije: Rhododendro hirsuti-Alnetum viridis (združba zelene je- lše na karbonatni podlagi v vzhodnih in jugovzhodnih Alpah), Huperzio selagi-Alnetum viridis (združba zelene jelše v silikatnem skalovju pod goro Komen v vzhodnih Savinjskih Alpah) ter Alno viridis-Sorbetum aucupariae (sukcesijski stadij jerebike in zelene jelše na potencialno bukovih rastiščih v prigorju južnih Julijskih Alp, po- dobne stadije poznajo tudi drugod v Alpah) ter predstavili še tri druge asociacije (Polysticho lonchitis-Fagetum, Rhodothamno-Laricetum in Rhododendro hirsuti-Pinetum mugo), v čigar sestojih uspeva zelena jelša.
