PRESENT: Councillors B Conway (Chairman), A Wright, A Cartwright, A Holder, M Cook, M Simpson, G Robinson, A Hampshire, R Trivett, C Harding, A Brittain, A Forsyth (Clerk). Members of the Public: Borough Councillor K Morrell, County Councillor I Ould.

A918: WELCOME AND APOLOGIES FOR ABSENCE: The meeting opened at 7.50 p.m. the Chairman welcomed the Councillors. A919: DECLARATIONS OF INTEREST: There were none. A920: PUBLIC QUESTION TIME: There were no members of public present to ask questions. A921: APPROVAL AND SIGNING OF MINUTES: April’s minutes were read through and agreed. The Chairman signed them as correct. Cllr Hampshire entered the meeting A922: CRIME REPORT: The Clerk had previously circulated the link to the crime report for Councillors to review. The information was declared out of date and unhelpful. Councillors will attend a meeting with the Police and Crime Commissioner, the Chief Constable of Police and the Deputy Chief executive for Community Direction. A923: COUNTY COUNCILLOR REPORT:  Every child at a state funded school in Leicestershire has shared an increase in funding for schools from 1.04.15 of £20.5M.  The Boundary Commission have called in the County Council Divisions to examine both the number of county councillors required, and how large their current Divisions are. The Market Bosworth Division is currently 16% above the average and will be downsized by the removal of one of the Parishes.  The County Council have continued to appoint Cllr Ould as their representative on the George Eliot Hospital Patients Advisory Forum. The hospital’s training facility is rated as 7th best in the country.  There have been four incidents of late responses by ambulances to persons in need which have received apologies by Ambulance Service. Cllr Harding asked Cllr Ould about the poor resurfacing which had occurred on Atterton Road and Atterton Lane, and the lack of restoration of the verges after the road was used as a rat run during the recent road works and traffic diversions. Cllr Ould said he would take the matter up with Leicestershire County Council. Clerk to email details. Clerk Cllr Robinson reported that unused road chippings had been dumped behind the Hunt farm Clerk buildings. A924: CLERK UPDATE: Re-painting of road markings at Atterton urged with LCC Highways Dept as it has been 12 months since first reported.  Broken stile behind Atterton Lane in hand with LCC’s Footpaths team.  Riverside area in Witherley almost complete – bin to be installed. Clerk  Environment Agency will advise on dredge permit in the next week. Clerk  Footpath on Mythe Lane Witherley – resurfacing in hand with Highways.  Footpath way marker at Chapel Lane Witherley to be replaced.

 Fenny Drayton telephone kiosk is now adopted.

 Fenny Drayton defibrillator delivered. Clerk  Audit papers reviewed by Internal Auditor and ready to send to External Auditor Clerk Grant Thornton.

Clerk A925: VILLAGE UPDATES: ATTERTON  Atterton Road restoration of the verges is required as discussed in A923.  Cllr Harding reported that if there were moves to alter the speed limit through Atterton village that the parishioners would not want it to be set at 40 mph as it was feared it would not reduce the speed of some drivers; but enable them to consider driving at that speed or higher (many drivers already reduced their speed guided by Cllr Ould the narrowing road and bends acting as a natural chicane). If 40 mph was a serious proposition, they would prefer the limit to remain as current. FENNY DRAYTON  The small old goal posts are in need of replacement. Clerk to price up a set of new ones and use the existing old ones as spare parts. Clerk  The bushes along the edge of the footpath from Drayton Close to Fox’s Covert are in need of pruning and some replacement – this is in hand for actioning this weekend. Clerk  The roof on the small house play equipment in the playing field is beginning to rot. Clerk to price up repair. Clerk  The grass verge in Drayton Close needs cutting right up to the gate and not stopped half way.  A tree in The Old Rectory, Church Lane was reported to arborists, Clerk to chase. RATCLIFFE CULEY Clerk  Lane Setting was very successful this year; benefitting from more bids than previously attained. Last year’s receipts amounted to £431.20 received from Shortland Parsley.  The grass cutting contractors should be reminded about the new work list, Clerk to Clerk contact Brian Mee.

 Fly tipping on Atterton Lane was quickly dealt with by Council Clerk recently. Our thanks to them.

A926: PLANNING APPLICATIONS:

15/00235 8 Home Farm Close, Witherley – No objections.

15/0441 Chapel Lane, Witherley. As previously agreed this Council will call a public consultation to garner parishioner’s feedback regarding this application on Friday 22nd May, at 7.30 pm in The Parish Room. Clerk There will be an extraordinary meeting of the Parish Council to discuss this Council’s response to the consultation; it will take place on Tuesday 26th May at 7.30 pm at The Parish Room.

A927: BOROUGH COUNCILLOR REPORT The recent election resulted in 1 Labour Councillor,

12 LibDem Councillors and 21 Conservative Councillors.

Cllr Morrell has been made the Deputy Leader of the Conservative Group, and is responsible for Rural Affairs as a Borough Councillor. He will aim to raise the issues important to the rural communities.

A928: VEHICLE ACTIVATED SIGNS

The Clerk issued maps for each village identifying the positions of street lighting posts which could possibly house the mounting bracket for the VAS machinery.

There may be some inspections required which have not been priced as yet. If the feedback advises there will have to be an inspection and the costs are less than £200 the Clerk will go Clerk ahead, if it is more the cost will come back to the next meeting for authorisation.

9.30 pm It was agreed to extend the meeting for a further 15 minutes.

This motion was supported by Councillors, Clerk to action. The costs are £4159.00 proposed by Cllr Cartwright, all agreed.
