Sebagai partai politik baru dibutuhkan penyusunan strategi dilakukan oleh partai Garuda DPD Aceh untuk dapat menghadapi verifikasi partai peserta Pemilu 2019 dan menjadi pemenang pada pemilu 2019 di Aceh. Tujuan penulis dalam penelitian ini ingin menjelaskan bagaimana proses verifikasi partai Garuda sebagai partai politik peserta pemilu tahun 2019, menjelaskan strategi partai Garuda menghadapi verifikasi dan menjelaskan bagaimana marketing politik partai Garuda sebagai partai politik baru peserta Pemilu tahun 2019 serta menjelaskan apa yang menjadi hambatan dan tantangan dalam proses verifikasi partai Garuda. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan yaitu melalui studi pendekatan yaitu observasi, menggunakan teknik wawancara mendalam untuk memahami masalah yang diteliti. Data primer yang diperoleh melalui (wawancara), kemudian data sekunder melalui buku-buku, jurnal, media massa. Kemudian dianalisis menggunakan teori partai politik, Pemilu dan strategi marketing politik. Hasil dari penelitian ini menunjukan bahwa partai Garuda menjalani dua kali proses verifikasi yaitu Verifikasi Administrasi dan Verifikasi Faktual sebagaimana diatur dalam UU No. 7 Tahun 2017 pasal 173 tentang Pemilu, dalam hal strategi partai Garuda menggunakan upaya pendekatan melalui program kerja yang solutif dalam bidang ekonomi, dalam hal marketing politik partai Garuda menggunakan media sosial sebagai sarana mempromosikan partai dan menggunakan metode gerilya sunyi. Keuangan/pendanaan partai dan tingkat kesadaran kader partai menjadi hambatan dan tantangan yang dihadapi oleh partai Garuda DPD Aceh. The Indonesian Movement Change Party (Garuda) is a national political party that will take part in the election process in 2019. As a new political party, a strategy is drawn up by the Garuda DPD Aceh party to be able to face party verification in the 2019 Election and win the 2019 election in Aceh. Ideally the aim of the author in this study would be to explain how the Garuda party verification process as a political party participating in the elections in 2019 explained the Garuda party's strategy in facing verification of political parties participating in the 2019 Election and explaining how Garuda's political marketing as a new political party in facing the 2019 election and explained what are the obstacles and challenges in the Garuda party verification process as political parties participating in the elections in 2019. The method used in this research is qualitative research with a descriptive approach. The data collection technique used is through a study approach, namely observation, using in-depth interviewing techniques to understand the problem under study. Primary data obtained through (interviews), then secondary data through books, journals, mass media. Then analyzed using the theory of political parties, elections, and political marketing strategies. The results of this study indicate that the Garuda party underwent two verification processes, namely Administrative Verification and Factual Verification as the conditions stipulated in Law No. 7 of Article 173 concerning Elections, in terms of the Garuda party's strategy to use an approach through a work program that is a solution, in the case of Garuda's political marketing using social media as a means of promoting parties and using silent guerrilla methods. Party finance/funding and awareness of party cadres are obstacles and challenges faced by the Garuda DPD Aceh party. It is recommended that the Garuda party respond to the problems that occur within the party so that it can coordinate with the Central DPD in resolving the problems of party funding and establishing a party-owned business entity for party financial sustainability. The Garuda party must provide political education to each of its cadres. Keywords : Party Verification, Marketing Strategy, Garuda Party, Election. Hadirnya banyak partai politik (Parpol) yang merupakan alat kendaraan politik menciptakan banyak kesempatan bagi setiap warga negara Indonesia yang memiliki kemampuan untuk menjadi pemimpin, sehingga melahirkan banyak pilihan kepada masyarakat untuk dapat memilih pemimpin yang sesuai keinginan hati nuraninya. Salah satu indikator sebuah negara demokrasi adalah dilaksanakan pemilihan umum yang bersifat regular (Affan Gaffar, 2002:7). Pasca reformasi tahun 1998, iklim demokrasi di Indonesia berubah pesat dengan adanya kebebasan individu mendirikan partai politik baru setiap kali muncul dalam setiap pemilu. Menjelang Pemilu 7 Juni 1999, Undang-Undang (UU) No.2/1999 tentang partai politik memuat regulasi pembentukan partai politik yang begitu sederhana. Sekurang-kurangnya 50 orang warga negara yang telah berusia 21 tahun dapat membentuk partai politik dengan syarat: (a) Mencantumkan Pancasila sebagai dasar negara dalam anggaran dasar partai; (b) Asas, aspirasi, dan program partai tidak bertentangan dengan Pancasila, (c) Keangotaan partai bersifat terbuka, (d) Tidak menggunakan nama atau lambang yang sama dengan lambang atau bendera negara asing, bendera merah putih, gambar perorangan dan nama, serta lambang partai lain yang telah ada. Ramlan Surbakti (1992:16) menyatakan bahwa “partai politik merupakan sekelompok orang yang terorganisir secara rapi, yang dipersatukan oleh persamaan ideology yang bertujuan untuk mencari dan mempertahankan kekuasaan dalam pemilihan umum guna melaksanakan alternatife kebijakan yang telah mereka susun”. Alternatife kebijakan umum yang disusun ini merupakan hasil pemanduan berbagai kepentingan yang hidup dalam masyarakat, sedangkan cara mencari dan mempertahankan kekuasaan guna melaksanakan kebijakan umum dapat melalui pemilihan umum dan cara-cara lain yang sah. Partai politik dibentuk untuk mendapatkan kekuasaan dan mempertahankan kekuasaannya melalui Pemilu yang diikutinya. Verifikasi adalah penelitian/pemeriksaan terhadap kelengkapan, keabsahan dan kebenaran dokumen persyaratan Partai Politik calon Peserta Pemilu sebagaimana dimaksud dalam Undang-Undang (PKPU No. 6 Pasal 1 ayat 27 Tahun 2018). Untuk dapat mengikuti proses Pemilu ada dua tahap verifikasi yang harus dilalui oleh sebuah partai politik, yaitu ; (a) verifikasi oleh Kemenkumham untuk mendapatkan legalitas sebagai partai politik yang berbadan hukum tetap dan (b) verivikasi factual yang dilakukan oleh KPU untuk menentukan partai politik peserta pemilu. Di tahun 2019 Indonesia kembali akan mengadakan pemilu yang dilaksanakan secara serentak antara Pileg dan Pilpres. Dari 73 partai politik yang terdaftar di Kementerian Hukum dan HAM (Kemenkumhan) secara keseluruhan ada 31 parpol yang diberikan username dan password untuk meng-input data dalam Sistem Informasi Partai Politik (Sipol). Namun, hanya 27 parpol yang mendaftar ke KPU untuk pemilu yang akan datang, Empat lainnya absen atau tidak mendaftar (Nasional.Kompas.Com- Diakses: 13 Oktober 2018) Setelah dilakukan proses penyeleksian di KPU terdapat 20 parpol yang berhak menjadi peserta pemilu 2019, diantaranya 4 partai lokal. Dari 20 Parpol yang terdaftar untuk pemilu 2019 terdapat 4 partai politik baru. Dari keempat partai politik baru tersebut partai Garuda merupakan partai yang kurang popular dikalangan masyarakat dan dianggap kurang mapan. Bahkan dalam survei bertajuk 'Pemetaan Peluang Capres dan Cawapres Menjelang Pemilihan Presiden 2019', yang dilakukan

This special treatment was actually a privilege for this province in order to persuade the GAM to give up their rebellion and come back as the integral part of Indonesian’s Government. Given this background, this thesis tried to examine the development and prospect of this local political party during and after the 2009 election. The main findings of this research were: first of all, there were six local political party which followed as a contestant of the 2009 election: Prosperous and Safety Party (PAAS), The Aceh Sovereignty Party (PDA), The Independent Voice of Acehnese Party (SIRA), Acehnese Party (PRA), Aceh Party (PA) and Aceh United Party (PBA). Second, there were three parties which had strong influence among the six which are PA, PDA and PRA. PA gained its strong influence since it was established by GAM’s exponent, whereas PDA improved its influence to the Islam’s followers in Aceh while PRA was followed by NGO’s activists and academics community.

This study aims to evaluate the extent to which the compliance of legislative candidates as participants of the 2019 Indonesian general election is related to the rules for reporting campaign funds. To achieve this objective, this study uses election rules indicators that relate to the rules of campaign finance reporting with reference to 21 indicators according to Law No. 7 of 2017 concerning General Elections in the Republic of Indonesia along with all derivative rules. Based on the rules that apply in Indonesia, general election participants who do not comply with the rules for reporting campaign funds can be canceled from the process of election as legislative members. In other words, the results of the compliance audit which concludes that a legislative candidate does not comply with the rules for the reporting of campaign funds could be canceled as a legislative member. This study uses the "X" Political Party legislative members from South Kalimantan Province, including legislative candidates for the DPR-RI, Provincial DPRD, and district/city DPRD. The total number of legislative candidates from Party X is 11 for the DPR-RI from 2 electoral areas, 55 for the Provincial DPRD from 7 electoral areas, and 296 for district/city DPRDs from an average of 5 electoral areas for each district/city.

    46215 Aceh Conflict Monitoring Update 1st July – 31st August 2008 World Bank th Public Disclosure Authorized As the campaign for the 2009 elections started on July 12 , the number of violent incidents increased sharply, with 43 cases in August, by far the highest level since the tsunami.1 This leap was partly attributable to cases of vandalism of political party banners. While these cases have been relatively harmless so far, they are symptomatic of more widespread intimidation. This is contributing to a climate of tension that could lead to more serious clashes, as illustrated by a recent series of attacks against GAM/KPA2-backed Partai Aceh figures and offices in September. Preparation for the elections was marked by legal squabbles between the provincial parliament and national institutions, rooted in wider disagreements between Aceh and Jakarta over the interpretation of the LoGA and the extent of Aceh’s self- government. A shooting in Beutong, Nagan Raya, in July sparked fears that peace might be threatened on another front, with the alleged presence in Aceh of networks of rogue ex- combatants willing to resume the armed struggle for independence. The level of support such groups command among the wider population, and ex-combatants in particular, remains extremely weak. This can be seen, for example, in the activities of the women joined in the Inong Balee troop, the women’s wing of the Free Aceh Movement (Gerakan Aceh Merdeka, GAM) formed in the late 1990s. Their participation as women combatants is inseparable from the strong ethno-nationalistic identity and ethno-political struggle that sought Aceh’s independence. Today, more than twelve years after peace was reached in Aceh, the Acehnese ethno-political identity has experienced a transformation. Although it has not entirely disappeared, their activities have been framed as part of Indonesian nationalism. This finding emphasizes that nation is not fixed, but transformable and negotiable. The once ethno-political identity has become a social national identity. This paper attempts to understand how former woman members of GAM through a qualitative narrative. This paper attempts to answer why this has happened and how former combatants have negotiated their identities. Is there still a sense of Acehnese nationalism, as they fought for, and how has this intersected with their Indonesian nationalism since they became ordinary citizens?
