Questions for the Record Submitted to Ambassador – Designate Matthew J. Bryza by Senator Barbara Boxer (#1) Senate Foreign Relations Committee July 22, 2010 Question: On June 18, a violent clash took place near Nagorno-Karabakh that left four ethnic Armenian troops and one Azerbaijani soldier dead. During your confirmation hearing, you suggested that Azerbaijani soldiers moved across the “Line of Contact.” If this is the case, why hasn’t the U.S. government been more forceful in its condemnation of Azerbaijan? Is the Government of Azerbaijan actively trying to escalate the conflict with Armenia? Answer: As Secretary Clinton made clear during her recent trip to the Caucasus, the United States condemns the use of force and regrets the loss of life that resulted from the incident during the night of June 18-19, 2010. The full details of what occurred on June 18 are not known. Regardless, the U.S. government believes strongly in the inadmissibility of the use of force or the threat of force and reiterates the need to remain engaged in the Minsk Group Process in pursuit of a peaceful settlement of the conflict. With active mediation by the United States and its French and Russian counterparts in the OSCE’s Minsk Group, President Aliyev and Sargsian have established an ongoing dialogue in an effort to achieve a peaceful resolution of the Nagorno-Karabagh conflict and the parties have come far towards reaching a mutually acceptable agreement. In June, 2010 the Presidents of the Minsk Group Co-Chair countries (France, Russia, and the United States) issued a joint statement calling on the Presidents of Armenia and Azerbaijan to “take the next step and complete the work on the Basic Principles to enable the drafting of a peace agreement to begin.” If confirmed as Ambassador, I will urge President Aliyev to maintain his commitment to the Minsk Group process and do everything possible to support the U.S. -

Journal of Conflict Management 2018 Volume 6, Number 1 CROSSING A RAGING RIVER ON A SHAKY BRANCH: CHECHEN WOMEN REFUGEES IN THE UNITED STATES Olya Kenney Nova Southeastern University Alexia Georgakopoulos Nova Southeastern University Abstract The Chechen War was a brutal conflict that has created, by some estimates, more than half a million refugees worldwide. An important goal in this research was to understand the life story and the lived experience of eight Chechen women refugees who survived the war in Chechnya. A descriptive phenomenological process coupled with a critical feminist approach were used in this interpretive study. The experiences of Chechen refugees, and especially Chechen women, have often been neglected in research on the war. When their experiences have been considered, Chechen women have been conceived of primarily as either helpless victims with little or no agency or as fanatical suicide bombers inspired by radical Islam, or both. Through rich descriptions, these participants unveiled the extent to which they were generative (concerned for the future and future generations). Generativity has been positively associated with well-being as well as social and political engagement. Interviewees revealed experiences of loss and anxiety during the war, and of struggling to survive. Once they arrived in the United States, participant experiences included economic hardship and cultural dislocation. Alongside these experiences, the women also experienced resistance, resilience, and generativity. The following nine major themes emerged from participants’ phenomenological life stories: Losses, War Trauma, Resistance, and Resilience, Struggling to Create a New Life, Faith, Gender, Ethnicity, and Generativity. Analysis of the narratives revealed similarities between Generativity and the themes of Faith and Ethnicity. -

Explaining the Success and Failure of Nation-building in Europe, 1400–2000 Yu Sasaki Chair of the Supervisory Committee: Professor Anthony Gill Political Science Why do some ethnic groups consolidate their cultural practices earlier than others? Extant schol- arship in ethnicity, nations, and state-building hypothesizes that the state is the most important determinant. In my dissertation, I argue that it is not the only channel and there are other fac- tors that matter. In three standalone essays, I investigate the role of (1) geography, (2) technology, and (3) public goods provision at the ethnic-group level. I provide a simple conceptual frame- work of how each of these determinants affects cultural consolidation for ethnic groups. I argue that geographical conditions and technology adoption can have a positive impact on ethnic groups’ ability to develop unique cultural attributes without an independent state. Although they may be politically incorporated by stronger groups in the modern period, they still demand self-rule or standardize their vernacular. I also argue that, in contrast with the expectation from the political economy research on ethnicity, cultural consolidation does not always yield public goods provision at the ethnic-group level. -

Central Asian Survey Vol. 28, No. 2, June 2009, 235–246 The view from Abkhazia of South Ossetia ablaze Paula Garbà Department of Anthropology, University of California, Irvine, USA The Abkhazian and South Ossetian perspectives on the fighting between Georgians and South Ossetians in August 2008 could not be heard above the noise generated around the geopolitical implications of the larger Russian–Georgian clash. The population of Abkhazia experienced the violence in South Ossetia as though it was occurring on their own territory. This confirmed their complete lack of trust in the Georgian government’s commitment to peaceful resolution of the conflicts. In addition, they were disappointed with what they regarded as the international community’s absence of criticism of Georgia’s actions and lack of concern for the safety and well-being of the South Ossetians. Russia’s recognition of South Ossetia’s and Abkhazia’s independence has taken the question of Georgia’s territorial integrity off the negotiation table indefinitely. It also has set back the formal peace process with both South Ossetia and Abkhazia. An essential way forward, toward establishing trust as a necessary foundation for progress in the political negotiations, would be for the US and other interested countries to engage with the people of Abkhazia and South Ossetia at all levels, demonstrating credible and consistent concern for the safety and well being of all the people affected by the conflict. A Balkanist in Daghestan: Annotated Notes from the Field Victor a. Friedman University of Chicago Introduction and Disclaimer The Republic of Daghestan has received very little attention in the West. Chenciner (1997) is the only full-length account in English based on first-hand visits mostly in the late 1980's and early 1990's. Wixman's (1980) excellent study had to be based entirely on secondary sources, and Bennigsen and Wimbush (1986:146-81 et passim), while quite useful, is basically encyclopedic and somewhat dated. Since Daghestan is still difficult to get to, potentially unstable, and only infrequently visited by Western scholars (mostly linguists), I am offering this account of my recent visit there (16-20 June 1998), modestly supplemented by some published materials. My intent is basically informative and impressionistic, and I do not attempt to give complete coverage to many topics worthy of further research. This account does, however, update some items covered in the aforementioned works and makes some observations on Daghestan with respect to language, identity, the political situation, and a comparison with the another unstable, multi-ethnic, identity construction site, i.e., Balkans, particularly Macedonia. Background Daghestan is the third most populous Republic in the Russian Federation (after Bashkortostan and Tatarstan; Osmanov 1986:24). UNPO Democracy and Minority Rights in Azerbaijan in light of the 2013 presidential elections Report on Fact-Finding Mission to Dagestan and Azerbaijan September 2013 1 Summary After the collapse of the Soviet Union, and in the wake of the Chechen war, the border between Azerbaijan and Russia was closed. The Lezghin people, an ethnic group indigenous to the Caucasus, found itself split between two states. The fact-finding mission to Dagestan and Azerbaijan aimed at examining the situation of the Lezghin, and other ethnic and religious groups, in light of the Azeri Presidential elections of 9 October 2013. Political Representation, Socio-Economic Conditions and Culture and Language were the three key thematics on which the mission gathered data and testimonies. Due to the political make-up and geographical location of the Republic of Dagestan, the distribution of wealth and resources doesn’t target the Lezghin as major beneficiaries. Even though 14 nationalities are officially represented and protected, the lack of official quota for public offices, and unwritten rules about ethnic representation, constitute a threat to the political representation of the Lezghin. Protection and support to native languages is provided by local administrations, and attempts are made to reinvigorate the use of local languages. The dominance of Russian in administration does pose a threat to the indigenous languages. 2 Artistic expression typical for ethnic traditions are encouraged and aim at connecting different ethnic and 3 religious groups. The fate of evicted villagers of former Russian exclaves in Azerbaijan, such as the village of Hrah-Uba, remains worrying. Examining the same thematics and the same ethnic group right across the border in Azerbaijan raised major concerns. -

The Russian empire's eventual displacement of the thirteenth-century Mongol ulus in Eurasia seems self-evident. The overthrow of the foreign yoke, defeat of various khanates, and conquest of Siberia constitute core aspects of the narratives on the formation of Russia's identity and political institutions. To those who disavow the Mongol influence, the Byzantine tradition serves as a counterweight. But the geopolitical turnabout is not a matter of dispute. Where Chingis Khan and his many descendants once held sway, the Riurikids (succeeded by the Romanovs) moved in. *1 Rather than the shortlived but ramified Mongol hegemony, which was mostly limited to the middle and southern parts of Eurasia, longterm overviews of the lands that became known as Siberia, or of its various subregions, typically begin with a chapter on "pre-history," which extends from the paleolithic to the moment of Russian arrival in the late sixteenth, early seventeenth centuries. *2 The goal is usually to enable the reader to understand what "human material" the Russians found and what "progress" was then achieved. Inherent in the narratives -- however sympathetic they may or may not be to the native peoples -- are assumptions about the historical advance deriving from the Russian arrival and socio-economic transformation. In short, the narratives are involved in legitimating Russia's conquest without any notion of alternatives. Of course, history can also be used to show that what seems natural did not exist forever but came into being; to reveal that there were other modes of existence, which were either pushed aside or folded into what then came to seem irreversible.
