David Goldman- Asked when the public is allowed to comment on an item on the agenda.

Dave Guerrieri- Requested training on the two main regulatory jurisdictions or regulatory bodies such as the California Department of Transportation (CALTRANS) and the Federal Aviation Administration (FAA).

Williams- Committed to putting together a perspective of Federal Aviation Regulations, California Department of Aeronautics regulations and we can have our current planning and advisory consultant hold a session. They would take everyone through the rules and regulations, grant assurances, requirements for the compliance manual, why advisory circulars are regulatory sometimes and not others, why airports make them mandatory as opposed to not. We will report back to you back to the WAAC before or after the next meeting.

4. CONSENT AGENDA

A. Motion Approving Minutes for January 27, 2021 Meeting- Orry Korb moved to approve minutes, Larry Lease Seconded. Minutes approved.

5. PRESENTATIONS & REPORTS A. Airport Director Presentation • Welcoming Orry Korb and Larry Lease • Master Plan and Runway 27 RVZ Update- Marjorie Bachman- Asked, when is the Airport Layout Plan due to be updated? Williams responded that the Airport Layout Plan will be updated as part of the Master Plan update. The PRC will be the first to take a look at the updates to the Airport Layout Plan as part of their review. Bachman added, does a solution need to be figured out by Spring of 2022? Williams replied that the Master Plan would depict possible solutions. It will show every possible solution. For instance, deconstructing and reconstructing 29 hangars and 3 end rooms on Kilo, Juliet, India and Hotel row; where would be put them? We would need to get rid of 80% of our permanent tie-downs; where would we put them? What about shortening the runway? If we do so, how would we do it? We could relocate the threshold to preserve as much as possible. At some point in time the FAA would ask to pull the trigger on one of the possible solutions. • Airport Operations Manager- Sam Rosas • 2021-2023 Budget Development • January 2021 Hangar Inspections- Satisfactory. Challenges from a few tenants were as follows; no key to hangar for inspection, habitually delinquent, inoperable aircraft. • Rate and Fees- First rate increase since 2019. We will be charging for end rooms and middle rooms a different way. • Status of Land Swap- No further movement (airport initiating and proceeding with Land swap process) until ALUCP incorporated into the Watsonville City 2005 General Plan (end of December). • Status of Storage Facility- CDD agreed that they would not do anything in the airport influence area without presenting it to the WAAC first. Per CDD, the application has not been submitted and it is not a formal project. • Preview of September 4th Open House- Summer Series; 4th of July Parade, Strawberry Festival and Airport Open House. • “Year in Review”- July 1, 2020 to July 1, 2021; Decade in Review- Last 10 years • United Flight Services Litigation Status-UFS filed lawsuit against City of Watsonville. The trial started on April 12, 2021; Closing arguments were on April 26, 2021. The judge noted that he would have a ruling by June 1.

B. Airport Compliance Documents Biennial Updates

Orry Korb- Suggested that the airport remove the pending update to the 2019 Regulations from the website and send out an email alert to notify those on the airport’s email alert list of its removal to prevent confusion.

Barry J. Porter- Read his comments regarding the Updates to the 2019 Airport Rules and Regulations as follows;

3.1D. No aircraft shall utilize AOA areas between taxiways and runways for taxi, takeoffs or landings. WMC Sec.7- 18.300 (a) and (j). Such operation is a violation of FAR 91.13(a) and subject to fine citation per Exhibit “K”

Comment on 3.1D - FAR 91.13(a) does not prohibit this activity. It prohibits reckless behavior. Take-off, landing, and taxi operations in the turf can, and have been, conducted safely in the past at WVI. This type of activity occurs at airports all around the US on a routine basis at both controlled and uncontrolled fields. No accidents or incidents have been cited as the reason for imposing this rule at WVI. STOL pilots used the area between the beginning of Runway 27 and the taxiway only when other aircraft or ground operations were not present. It was not a safety issue. It is an issue for bush wheel tire wear and tear. Operating on pavement significantly shortens the life and consequently the safety of these tires.

4.2C. Vehicular traffic in No person shall drive a motor vehicle, traversing though the Terminal Transient Parking area is restricted to Transient aircraft parking, loading and unloading. in lieu of designated taxi lanes or Aviation Way. Violation of this section results in fine citation.

Comment on 4.2C - This rule is unclear. Can examples of safety incidents be cited, or is this mainly a backup plan to prohibit United Flight Services' use of their now barricaded east entrance in case the lawsuit goes against the airport?

3.5C. No aircraft owner shall fuel their aircraft with automotive gas (MoGas) without obtaining a permit allowing them to fuel their own aircraft. The method of transporting, dispensing and the design of the fueling system are specified in the self-fueling permit (Exhibit H). Violation of this section results in fine citation.

Comment on 3.5C - This one seems inconsistent. Section 3.5A allows owners to "transport or deliver aviation fuels on the airport or dispense fuels" for their own aircraft. What is special about MoGas?

2.5T. No more than ten (10) gallons of any fuel type, stored within approved containers, are permitted in storage units. No fuel is permitted in End Rooms or Middle Rooms. Portable fuel containers or storage tanks must be stored in accordance with Section 7-18.207 (d) (1) of City Municipal Code.

Comment on 2.5T - this rule assumes that storing fuel in an approved, sealed container is less safe than storing it in a vented aircraft tank. Based on this assumption, a Beech Baron owner can have 152gal (142gal + 10gal) in their hangar; a Cub owner only 35gal (25 + 10). I understand the need to keep fuel amounts to a minimum, but is this assumption justified or equitable? Is an approved container more likely to be a fire source than an aircraft? Is 50 gal in an approved container more likely to sustain a fire than 50 gal in a thin, aluminum aircraft wing?

David Goldman- Read his comments regarding the Updates to the 2019 Airport Rules and Regulations as follows;

The airport should not have the authority to issue citations. That should be reserved to the Watsonville Police Department. Rayvon should not be granted the authority that a law enforcement officer has. He is a manager/ director, not a policeman!

Jesse Kempa- Read his comments regarding the Updates to the 2019 Airport Rules and Regulations as follows;

I am writing as an airport tenant concerned with proposed changes to the airport rules and regulations. Numerous changes in the proposed rule changes are related to enforcement via “Administrative citation” or “citation”. These appear to incur progressively expensive monetary fines.

The concern I have is that the airport rules and regulations, as written, contain numerous areas in which a tenant or airport visitor acting in good faith and safe operation practices will violate the rules and regulations. This would subject them to citation.

Consider the regulations surrounding parking of aircraft and vehicles as an example: Page 4: “Park” or “Parking” means “standing of an aircraft, vehicle, trailer (or like wheeled conveyance) whether occupies or not. Attended parking means the Owner/ Operation can relocate aircraft, vehicle or trailer immediately.”

3.1 A: “No aircraft shall be left unattended unless properly secured at a tie-down or within a hangar.”

4.2 B: “No person shall drive a vehicle within the Field Area in such manner as to cause damage, distraction, create an obstruction to aircraft, pedestrian traffic or authorized vehicles or park in front of, or upon “No Parking” signage. (WMC Sec 7-18.401)”

Combining these two regulations together, is impossible to drive a vehicle into the airport operations area next to a tie-down or hangar, complete preflight duties, visit the restroom, and then position the aircraft for operation without parking a vehicle in a “no parking” area (i.e. in front of hangars, in front of restrooms). The reason is that a vehicle cannot be parked inside the hangar or tie-down until the aircraft is removed and parked in the taxi lane for operation.

I am not suggesting that the intent of the proposed regulations is to issue citations/fines for the above scenario. But it allows the airport the authority to do so which I believe is wrong.

Parking is but one example, there are many more that the careful reader will note.

Before proceeding to incur any regulatory change that threatens fines, civil penalties, etc., a comprehensive review of the rules & regulations should be performed to remove this and other areas that would subject the airport tenant or visitor, acting safely and in good faith, from risking citations or fines.

David French – Shared that he has a list of items that he found questionable in the rule changes but instad of going through each one he wanted to ask a question. French proceeded with saying that the Airport Director makes these rules and provides us this opportunity to talk about them but in the end is it the airport director who does the final approval on these changes? If that is the process, can that be looked at to change so it takes a larger group to make these rule changes? Guerrieri responds with the following; “I want to point out that maybe we didn’t advertise the WAAC very well in the past and maybe we should direct people to see the WAAC ByLaws, which are actually being updated. The WAAC is responsible for being an appeals board for airport management decisions. As noted earlier, WAAC is also responsible for helping the city and the airport staff comply with regulations. Maybe the WAAC’s jurisdiction was misunderstood by some of the airport tenants. Maybe they weren’t aware that we had this capability for them to come to us with complaints about airport rule making. People may also not be aware that the WAAC does review the rules and regulations, I believe on an annual basis but it’s in the ByLaws.” Bachman added that the WAAC is in the process of transforming into a much more effective organization. People weren’t aware, even some of the WAAC members weren’t aware of that these were the rules. The WAAC plans to be more assertive in complying with the ByLaws a little closer.

Orry Korb- Shared the following comments on update to 2019 Airport Rules and Regulations

1.1 (Definitions)

Citations. Comments suggest this is heavy-handed and unnecessary. Why is it necessary? How has the airport survived without it? Are there other options?

AOA. Does it include parking ramps and hangar areas?

Aviation Storage Permit. If you’re a person sharing a hangar with a permittee, but not on the permit, are you restricted from access to the AOA?

Transient Parking Area. “… a parking area dedicated for aircraft not based at the airport for occasional transient tie down purposes” is vague and unenforceable. Proper markings and signage is necessary.

1.2 (general regulations)

I. This language prohibits transient pilots and passengers, their invitees, and persons sharing hangars who are not storage permit holders.

2.2 (Hangar Waitlist Administration)

B. Why aren’t name changes permitted? Why should the airport involve itself in an owner’s or owners’ decisions regarding the appropriate legal means of holding title in an aircraft, particularly given the ubiquity of entity ownership and the length of time associated with the waitlist? Thoughtful decisions that facilitate aircraft ownership should be encouraged, not made more difficult.

2.5 (General provisions aviation storage units) H. 90 days can be too short, particularly given the nature of the aircraft market. At the very least, the manager should have discretion to exceed that period.

2.8 Prohibited uses in storage units)

A-C. I agree with comments that “adversely impact aviation storage utility” is vague.

2.9 (Inspections)

There’s a comment about notifying tenants that doors will be opened wide and the contents photographed (and maybe more?). What’s done with the photos? If they are retained for more than 90 days in the normal course, aren’t they public records that anyone can request copies of? The security of hangar contents should not be compromised by the inspection process.

2.11 (delinquent accounts)

3b. Why eliminate the requirement of registered mail notices of delinquency? How else do you prove notice was sent?

3.1. (airport operations)

C. I agree that FAR 91.13(a) refers to reckless operations and does not specify that use of any particular landing surface is reckless. How can grass landings be considered reckless at Watsonville, but not at CA66 or Frazier Lake?

3.5 (fueling)

There is a comment about fueling with Mogas and the amount of fuel permitted in a hangar. When more discussion of this issue occurs, can we have a fire department representative available to address questions?

3.6 (washing)

There’s a comment about washing airport vehicles. I assume airport personnel do not wash personal vehicles.

4.2 (vehicle traffic)

D. This appears to be an attempt to construct a regulatory barrier to UFS. The right to eastern access is currently before the court. A public entity should not use its rule making authority to limit access that may be otherwise permitted by a court.

Also, the rule seems to prohibit access by local mechanics if they are needed to assist in starting an aircraft in the transient area, or make onsite inspections or repairs to a distressed aircraft in the transient area, or to tow an aircraft from the transient area to an FBO work area.

Finally, as previously stated, the transient area is not properly defined.

Marjorie Bachman- Requested that Korb sends his comments to Aguado that way she can distribute those to the WAAC.

Marjorie Bachman- In regards to the compliance documents, Bachman wanted Williams to confirm that he stated that the whole process will start over after the judge’s ruling, sometime after June 1st. She added, “the letter will go out again?” Williams thanked everyone who commented. In addition, he responded, “we will, we are going to do the same thing we did in 2015 when we updated the municipal code.” “The same thing we did in 2016 when we brought the PLA to the field.” “The same thing we did in 2017 when we updated the regulations that you’re looking at now and the only changes to those regulations were vetted by the pilots, it’s the red script. So, our process has been one that when we make the changes to the Municipal Code, we ask for volunteers for a review committee. We had seven or 8 different people that were on that review committee. We took months to review that. All their input was put in place to update the Municipal Code that has last been written in 1978. That Municipal Code prohibited experimental aircraft on the field without airport managers approval. Looked at the document to determine what was real; we brought all of the pilots together and we updated the code. In 2016, there was a hue and cry to bring parachute landing on the field. We got an advisory committee, gathered all of the information, did town hall meetings, we implemented that with tenant input. In 2017, when we decided to update the rules and regulations that had las been updated in 1998, we got 7 or 8 people as a review committee and those individuals drafted what you are looking at now. In 2019, with all of the stuff we had going on on the field, we looked at what we were updating, we included into the regulations pieces that were already in the Municipal Code. You can certainly rest assured that once the ruling is done we will repeat that process. We will present to the WAAC what we want to do and make a call for volunteers to serve on a review committee, we will listen to all of the comments, the physical way that we did that was through a spreadsheet. The original verbiage was noted, the change was noted, the comment was noted, we responded to the comment and allowed individuals to respond to our comments, then we finalized with whether we would make a change. We look at the rules as rules that can serve us as a group, if they can be worded better, I’m all for it. If they can be clearer, I’m all for it. If it can promote safety, I’m all for it. Fundamentally, the airport is owner by the City and the City is the sponsor. The city makes the call. We want input. We are more than willing to work and compromise. We welcome the opportunity to go through the same process we went through in 2015, 2016 and 2017.” Korb- Added that he is satisfied with Rayvon’s response.

David Goldman- Question concerning the liability of issuing citations. For example, an employee intends to write a ticket and he/she gets assaulted. Who’s liable? Is it a civil case? A criminal case? Is the employee covered under some type of insurance, similar to police officers? Have you thought about that, Rayvon? Williams stated that he prefers to hold back on all of the questions regarding tonight, we will address it during the process. Guerrieri added that the process with the airport’s enforcement is that they usually issue a warning before issuing a citation. Williams

added, “when we instituted the regulations and when we updated the municipal code (the City law), there is a chapter for the airport. When we instituted that, we based the regulations in 2017 on that code in a way that we can leverage safety at the airport. Out of all of the hangar tenants, only a few weren’t following the rules. Airport employees were being ignored, taunted, insulted and it was fundamentally an attack on a human being; by tenants on the field. We had to find a way where these individuals would take these regulations seriously.” In addition, there is an appeal process that was updated since 1998. Korb replied that, “his concern is less for the fact of a citation process and more about the quality of the rule making that the citation authority relates to. If the rules are unclear and vague, the citations are issued unfairly. The rules upon which that citation process rests may be problematic. It’s important that the rules be addressed and narrowly drafted to address the problems.” Bachman asked how the airport would get volunteers for the review committee and Williams responded “same way as we have done in the past; via the alert list, reach out to the 99s, WPA, EAA”.

E. UL94 Unleaded Aviation Fuel Update

Bachman- Are you asking everyone to participate whether they use UL94 or not? Williams responded that 75% of those who took the first survey would be able to use UL94 and those are the individuals we are focused on. We are trying to cast a wide net, further than Watsonville, Marina, Reid Hill View (as far south of Oceano and as far north Napa) because “if they are willing to come out to buy fuel we want to sell it to them”. Guerrieri suggested sustainable aviation fuel but maybe we can look into it after we have solved the UL94 problem. It would be helpful if we consider getting pre-mixed prist for Jet A fuel for the self-serve island. Williams responded that we would hold a separate discussion around that. Porter commented that he understands the questions and the study going into this but this seems like it’s incredibly in the interest of Watsonville the City’s and Watsonville the Airport to make this happen. He added, “it seems like an experiment is worth 1,000 words of study.” Suggested that the airport do what the President of Swift Fuels, Inc. recommended which is to bring a truck/ tanker to the airport and see if it gets used. “I understand that here is a financial risk but we are talking about getting rid of lead at the airport which is a major concern.” Guerrieri shared that he spoke with an AV fuel representative and asked “how much volume would I have to have to have my own truck to service my own airplanes”. California regulations are very strict and I would need to have a fuel farm. Williams added that we are committed to checking all of the boxes before we can give it a go.

6. UNFINISHED BUSINESS A. Review WAAC Proposed ByLaws All changes/ updates were agreed upon by the WAAC.

The following sections were discussed further;

IV. Membership, Section D- Randolph shared that he believes that if a member of an organization is not present at a meeting, they should be able to designate another member to attend in their place. Korb explained some of the committee members served at the pleasure of the City Manager and some were selected by their membership.

IV. Membership, Section B- Guerrieri suggested a change to the following verbiage; for the business community member. Randolph suggested that they make the word member plural to read members. Korb concurred. Williams & Bachman requested that the verbiage be changed to the following; one member representing SASOs.

V. Officers, Section E- Committee decided to go with the second version.

Vl. Procedures, Section C- Bachman reminded the committee to notify their constituents about future WAAC meetings.

Vl. Procedures, Section E- Randolph asked why proxy votes are not allowed. Bachman replied that it has

been like that since the beginning. Randolph shared a story where he was able to attend a meeting but was unable to vote. Bachman commented that maybe because a member may not be keeping up with the rules or what’s going on with the committee. Korb added that “we should not change it for the time bein” and added that the ByLaws be approved as currently revised and look further into it. If it makes sense to eliminate it then we can have a subsequent revision. This rule has been in a lot of context.

VI. Procedures, Section G- Korb suggested that a comma, period and the word view be removed. If a vote is taken and it results in a tie, no action is taken on the motion. If a motion is voted on and results in a second tie, that item cannot be placed on the agenda until after the first meeting after 12 months have elapsed from the last vote. Guerrieri shared that he believes that an individual who voted on the prevailing side of a motion or item should be able to bring them back for reconsideration. Per Bachman, Korb is to send Alex verbiage for Section H that applies to reconsideration of a motion.

Vll. Jurisdiction, Section F- Randolph question the verbiage on Section F. Williams believes that the WAAC can serve as a spokesperson with someone who has a problem with a decision made by the Airport Director. Guerrieri added that the WAAC couldn’t override a decision made by the City Manager or Airport director because we are only an advisory committee. Bachmann suggested that they change the verbiage. WAAC suggested the following verbiage be added to the end of the sentence; by making an appropriate recommendation.

SUBJECT: Update on Proposed Self-Storage Unit Facility at 70 Nielson

DISCUSSION:

The City has received an application and plans for the development of a self-storage facility on a 4.39-acre property located at 70 Nielson Street (APN 015-111-49). The site is designated Industrial on the General Plan Land Use Map and is in an Industrial Park (IP) Zoning District. The site is also within three airport safety zones—the Inner Approach/Departure Zone (“Zone 2”), Sideline Zone (“Zone 5”), and Traffic Pattern Zone (“Zone 6”).

The project involves new construction of a self-storage facility consisting of four 1-story storage buildings and a 2-story manager's building with office on the ground floor and apartment above. The project would provide 1,072 storage units on 149,796± square feet of building area. The proposed development includes new onsite circulation consisting of drive aisles ranging in width from 25'-0" to 33'-0" wide and 48 parking stalls (located mainly along the drive aisles). The applicant has elected to apply for a Planned Development (PD) District to allow for parking and drive aisle width modifications. The applications are for Planned Development, Special Use Permit/Specific Development Plan with Design Review, and Environmental Review.

AIRPORT ADVISORY COMMITTEE CITY OF WATSONVILLE BY-LAWS

I AUTHORITY:

The following BY-LAWS of the Airport Advisory Committee of the City of Watsonville, hereinafter referred to as "COMMITTEE", are duly adopted. The committee is an advisory body and will make recommendations to the City Manager and Airport Management on issues that fall into of responsibilities identified under "Jurisdiction" in this document.

II OFFICE:

The principal office of the Committee shall be at the Watsonville Municipal Airport, 100 Aviation Way, Watsonville, California.

III MEETINGS:

A. Regular quarterly meetings of the committee shall be held on the last Wednesday of the month at City Council Chambers, 275 Main Street, Fourth Floor, Watsonville, California, starting at 7:00 PM. With the approval of the majority of members of the committee at the meeting prior, a different time and location may, with good reason, be selected for the meeting.

B. Special meetings of the Committee may be called by the Chairperson or the Airport Director, stating the purpose, time and place of the meeting, at least 24 hours before the time set forth. The Secretary shall thereupon therefore1 give to each member and the media written notice of said meeting by personal service, first class mail, e-mail or FAX at least 24 hours before the time of the meeting.

C. Meetings may be adjourned to another time and place by the Chairperson. The Chairperson shall give public notice of the time and place during the meeting so adjourned.

1 IV. MEMBERSHIP:

A. Committee Membership is voluntary and advisory in nature with the goal to provide non legally binding advice and guidance in an effort to ensure transparency relative to compliance with FAA and Caltrans regulations, advisories and guidelines.

B. The Committee shall consist of seven volunteer members. The make-up of the Committee shall be a representative from: the Watsonville Pilots Association, the Experimental Aircraft Association, the Ninety Nines, an airport area resident residing in the city, an airport influence area (AIA) resident residing in the County, one member representing SASOs1A airport fixed base operator, and one member representing the business community. The City Manager or designate shall be the appointing authority for the City, AIA and County resident members, and for the business community members.1B The City Manager or designate shall appoint representatives designated by the Watsonville Pilots Association, the Experimental Aircraft Association, Chapter 119 and the Monterey Bay Chapter of the 2 Ninety-Nines, Inc.

C. Candidates for membership must submit an application and resume of relevant experience3 , a3letter requesting an application (Exhibit “A”) and resume 4to the Airport Director for review. The Airport Director shall forward the application/resume to the City Manager. Whenever possible, four members shall be appointed by the City Manager on an odd year and three members shall be appointed the following even year.

D. The City Manager or designate may fill vacancies with persons who fulfill the requirements of that representative in the manner set forth in paragraph B above.5 The designated replacement will complete the term of the vacant position.

E. Term of office will be for two years. Members representing residents of the City, the AIA, the County and the business community6serve at the pleasure of the City Manager or designate. There is no limit on serving additional terms. Members desiring to serve an additional term of office may request the same by submitting a letter to the City Manager or 7 Airport Director for consideration.

V. OFFICERS:

A. The officers of the Committee shall consist of a Chairperson, a Vice Chairperson and a Secretary. Officers are nominated by and from the membership and are elected by a simple majority (50% + 1) of the total membership.

2 B. The Chairperson and the Vice Chairperson shall be elected for a one year term from and by the voting members of the Committee at the last regular meeting of the calendar year, and may be reelected for a maximum of three consecutive terms.

C. The Chairperson shall act as presiding officer at all meetings of the Committee and sign 8 all correspondence approved or directed by a majority of the members.

D. In the absence of the Chairperson, the Vice Chairperson shall preside and exercise all of the duties of the Chairperson. In the absence of both the Chairperson and Vice Chairperson, a temporary chairperson shall be elected to act as chairperson until of the Chairperson or Vice Chairperson.

E. The Airport Director, a non-voting member, shall serve as the Secretary of the Committee and shall perform administrative duties as instructed by the Chairperson.

3 C. Those Committee Members representing a organization shall notify their constituents via email or written notification of the date, time, location, and agenda of all meetings of the Committee. The constituents of the remaining Committee Members shall receive meeting notification via the Watsonville Municipal Airport website.

D. The WAAC Committee Members representing the pilot organizations shall inform their respective organizations of discussions and actions taken at the WAAC meetings.

E. Each member shall have one vote and all voting shall be in person (or as provided for by law)14 and in a public manner. Proxy votes are not allowed.

F. A quorum shall be required for the Committee to conduct business; two-thirds of the members shall constitute a quorum (5 members).

G. Committee action shall be approved by not less than a simple majority of the members voting. A tie vote shall result in no action taken on a motion, in which event the item shall be placed on the agenda of the next meeting of the committee.,. 14A In event a second tie vote occurs, the item may not be placed on an agenda for consideration by the committee until the first meeting after 12 months has elapsed from the last vote.15 not be passing. VII. JURISDICTION:

A. Conduct annual review of the Airport Master Plan and its implementation including, but not limited to, capital improvement planning, alternative financing sources for Airport facilities and operations, and coordination with other government agencies having jurisdiction over the Airport.

4 E. Review policies to ensure good neighbor relations within the Airport Influence Area. The Committee will review all citizen complaints deemed appropriate by Airport Management and make sure that Airport noise abatement procedures are adequately meeting the needs of the community and Airport users.

F. Serve as an appeals board for any decision of the Airport Director by making an appropriate recommendation. 21

G. Review state, federal, and regional agency regulations concerning Airport operations to make recommendations concerning compliance.

VIII: AMENDMENT OF THESE BY-LAWS:

A. These BY-LAWS will be reviewed at least once every two years by this Committee which may recommend amendments.

B. Amendments must be proposed in writing to the Chairperson at least two months in advance of the next regularly scheduled meeting. The Chairperson will promptly communicate the proposed amendment to the membership.
