Conflict Quarterly Of "Alien Influences": Accounting and Discounting for the International Contacts of the Provisional Irish Republican Army by Michael McKinley NATURE OF INTERNATIONAL CONTACTS In a world where nation states are unanimous in their disavowal of terrorism — even if they are incapable of unanimously agreeing on a defini tion of what it is they are disavowing — and in a Western Europe which regards separatist and irredentist claims as anathema, mere is a natural ten dency for those who are so excluded to make common cause where they might Disparate as these groups are, they really have only themselves to meet as equals; though they might wish to be nation states or represent nation states in the fullness of time, they exist until then as interlopers in the relations between states: seldom invited and then almost always disappointed by their reception. It is a world with which the Provisional Irish Republican Army and its more political expression, Sinn Fein, are entirely familiar and also one in which, given their history, political complexion, strategy and objectives, it would be extraordinarily strange for them not to have a wide range of inter national contacts. But potent as the reflex of commonality by exclusion is, it does not completely determine these linkages because to argue this is to argue on the basis of default rather than purpose. For the Provisionals there is a utility not only of making such contacts but also in formalizing them where possible within the movements' organizational structure. From Sunningdale to Good Friday: The Challenge of the Relationship Between Politics and Paramilitaries for Achieving Peace in Northern Ireland During The Troubles Cynthia Rudd McKaughan Faculty Advisor: Dr. Susan Thorne History March 27, 2018 This project was submitted in partial fulfillment of the requirements for the degree of Master of Arts in the Graduate Liberal Studies Program in the Graduate School of Duke University. Copyright by Cynthia Rudd McKaughan 2018 Abstract The British government made three official attempts to end the conflict in Northern Ireland, known as The Troubles: the Sunningdale Agreement of 1973, the Anglo-Irish Agreement of 1985, and the Good Friday Agreement of 1998. Drawing on media coverage and the actual text of each agreement, as well as the considerable body of scholarly research on each individual process, this project identifies the issues confronting the British government in all three instances: which organizations in Northern Ireland to include at the negotiating table, what role the British government would play in Northern Ireland in the treaty’s aftermath, what security measures to take to stop the violence while ensuring human rights, how to address the political challenges posed by paramilitary organizations, and whether or not to include other nations in negotiating the peace, as well as in Northern Ireland’s affairs once the Troubles ended. The Good Friday Agreement succeeded where its predecessors failed primarily because of the decision to include representatives of paramilitary groups despite their history of complicity in violence. All sides finally agreed to participate in a political power-sharing arrangement that militants on both sides long viewed as a betrayal to the cause for which they willingly killed and died. -

After thirty years of armed struggle, pitting Irish republicans against their loyalist counterparts and the British State, the North of Ireland has a reconfigured political landscape with a consociational governing body where power is shared among several parties that hold divergent political objectives. The Irish Republican Movement, whose main components are the Provisional Irish Republican Army, a covert guerilla armed organization, and Sinn Fein, the political party of Irish republicans, initiated peace that led to all-inclusive talks in the 1990s and that culminated in the signing of the Good Friday Agreement in April 1998, setting out the parameters for a non-violent way forward. Given the traditional intransigence of the IRA to consider any route other than armed conflict, how did the leadership of the Irish Republican Movement secure the support of a majority of republicans for a peace initiative that has held now for more than fifteen years? This dissertation explores the dynamics of leadership in this group, and in particular, focuses on the prisoner resistance waged by its incarcerated activists and volunteers. -

Harknett, Ph.D. Abstract The British Government has been engaged for more than thirty years in a struggle with terrorism related to Northern Ireland. During what is euphemistically called the Troubles, the British government has implemented a series of special emergency laws to address the violence. Drawing upon the political context and debate surrounding the implementation and development of the emergency legislation this research examines the overall effect of British anti-terrorism legislation on both respect for civil liberties and the government’s ability to fight campaigns of violence. Drawing heavily upon primary sources, high profile cases of miscarriages of justice and accusation of an official ‘shoot to kill’ policy this project explores three distinct areas related to a government’s balancing of the exigencies of individual liberty and societal order.
