Call To Order / Introductions – Chair Kevin McNamara called the meeting to order at 10:08 a.m. and asked all in attendance to introduce themselves. Approve Last Minutes – Chair McNamara asked for a motion to accept the minutes as presented. Vice-chair Lloyd moved for approval of the minutes; it was seconded by Mr. Mikko Huttunen and passed by acclamation. 3. Airport Updates / Roundtable Executive Airport – Chair McNamara stated that commercial property revenue is down due to the closure of multiple restaurants on airport property. Aviation revenue is the main source of income now although there is interest picking up for new businesses along the old row of restaurants. The old facilities are being demolished to allow new developable parcels for new tenants. The FAA Runway Safety Action Team (RSAT) has helped with a reduction in runway incursion incidents at KORL. Chair McNamara reported that the new Executive Director at GOAA is Mr. Phil Brown, AAE. Mr. Ron Lewis is now the Deputy Director in charge of the GOAA Continuing Florida Aviation System Planning Process page 1 East Central Florida Metropolitan Area September 29, 2010 Operations Department. He added that they are waiting on the FAA to finish the installation of the ILS on Runway 25 and they are working with the FAA to relocate a remote transmitter to open up parcels for additional aviation development. Daytona Beach International Airport – Mr. Carl Schweizer stated that a number of projects are underway including the rehabilitation of Runway 07L/25R which will be completed in two phases. He stated that Portland cement will comprise the keel section of the runway and construction is expected to begin in November. He added that they are starting the ILS installation project on Runway 25R. They are installing new security cameras and the perimeter fence is being raised to seven (7) feet. They will soon have an ADS-B antenna installed at the airport and a new GA ramp is also planned. Kissimmee Gateway Airport – Vice Chair Lloyd reported that the County is realigning and widening Hoagland Boulevard and this will improve access to the west side tenants. This project will also allow for the extension of Runway 06/24. He added that they are preparing parcels for non aviation development on the northeast side of the field. They are working with the FAA on a taxiway fix that will improve access to the Runway 24 threshold area. He stated that they are beginning work on the new ATC tower with a site study that will likely relocate the facility to the other side of the airport. The new tower may end being co-located with the new electrical vault. Flagler County Airport – Mr. Roy Sieger reported that a runway re-marking and signage upgrade project is about to begin. The Runway 06/24 safety area is being improved and Runway 11/29 will be relocated resulting in significant safety area improvements. He added that a security fencing project is underway and the south entrance road project is also scheduled to begin shortly. The installation of a cell tower has been approved after it was determined that it will not interfere with airport operations or planned development. The tower will be disguised as a pine tree with a light on top. Mr. Sieger also mentioned that they have completed upgrades to the security camera system at the airport. Valkaria Airport- Mr. Steve Borowski reported that the airport suffered electrical damage from the storms the other day. He added that the airport projects are on schedule and moving well. He mentioned that fuel sales are up and hangars are currently filled to capacity. Orlando International Airport – Mr. Mikko Huttunen reported that there has been some gate switching including Continental moving to Airside 3 to be closer to merger partner United Airlines. He added that Air France will begin service to Paris-CDG next June and Southwest will be acquiring Airtran Airways. He added that passenger numbers are beginning to pick up again. The updated Airport Layout Plan (ALP) set for the Orlando International Airport has been submitted to the FDOT and FAA for review. Chair McNamara added that the Clear passenger screening program is coming back to Orlando International Airport this fall. 4. Regional Issues / Concerns – None. FDOT Aviation Aviation Office o Airport Compatible Land Use Study Phase 3 – Mr. Treudt stated that webinars, and local workshops have been held to educate stakeholders about this project and responses have been positive so far. He added that brochures and primer booklets for this project are available for download via a link from the FDOT Aviation Office website at http://www.dot.state.fl.us/aviation/flpub.shtm. Mr. Treudt mentioned that he brought a limited amount of these materials with him for distribution today and they are available on the handout table. He invited those participants with questions on this project to contact Mr. Sergey Kireyev at the FDOT Aviation Office o Airport Emergency Response Guidebook – Mr. Treudt reviewed this new project underway at the FDOT Aviation Office. This project will provide guidance on the proper handling of off airport aviation emergencies to staff and first responders at smaller airports around the State. He mentioned that the project manager for FDOT is Mr. David Roberts, Aviation Operations Administrator. Participants with questions on this project are invited to contact Mr. Roberts at the FDOT Aviation Office in Tallahassee at (850) 414-4507. o CFASPP Website Upgrade – Mr. Treudt stated that the FDOT Aviation Office is undertaking a project to upgrade the CFASPP website. He noted that Section 508 of the ADA Compliance Manual requires sponsors to make certain allowances for the disabled when upgrading web facilities and this project will address these requirements. Participants with comments on how to improve the website should direct them to Mr. Treudt at the FDOT Aviation Office. o Statewide Pavement Painting Contract – Mr. Treudt stated that an issue with the scoring process has resulted in the project being re-bid. Bids will now be received by the FDOT Procurement Office on September 30, 2010. Pending a successful bid at that time the contract is scheduled to be let on October 6, 2010. Once a firm has been selected Mr. Treudt will notify everyone that the contract is available for use. o Statewide Aviation Pavement Management Program – Mr. Treudt stated that a training class was recently completed at Tallahassee Regional Airport and twenty-four (24) airports were represented. He stated that physical inspections at airports around the State are scheduled to begin this fall. Mr. Treudt asked that airports that might have projects to complete prior to a scheduled pavement inspection should contact Mr. Vu Trinh at the FDOT Aviation Office so appropriate schedule modifications can be made. o Airport Stormwater Pond Modeling Study (Presentation) - Mr. Treudt reviewed a slide presentation with the group highlighting changes to this study which was originally completed in 2005. At the conclusion of his presentation Mr. Treudt reminded the group that a training session on the study findings is planned for March 2011. He added that participants with questions regarding this project may contact Mr. Abdul Hatim at the FDOT Aviation Office for more information. FDOT District Announcements – Mr. Jim Wikstrom stated that he has received the first draft of the West Orange Airport feasibility study. It will be sent to the FDOT Aviation Office for review and comment. He believes the study was funded by the City of Apopka. Mr. Wikstrom added that new statutory requirements necessitate the Continuing Florida Aviation System Planning Process page 3 East Central Florida Metropolitan Area September 29, 2010 inclusion of a Scope of Services in all grants and may cause some delays while the procedure is refined. If an airport has a time sensitive project coming up please make contact with the FDOT District 5 Aviation Office as early as possible. 6. FAA Announcements – Ms. Jennifer Ganley stated that due to higher than expected attendance the FAA Workshop has been moved to the Orlando Sanford International Airport. She added that those airports that work with PFC’s should be sure to use the new forms after October 1, 2010 paying particular attention to the FAA use only portion of the document. 7. MPO Comments – None. 8. FATA Comments – None. 9. Old Business Regional By-Laws Review – Chair McNamara and the group elected to defer final approval of the By-Laws until the next meeting pending review of the status of Kennedy Space Center (KSC) in CFASPP and minor changes to some language on term limits and mailing procedures.
