Introduction

This document is meant to help the coaching team prepare the reflective analysis on which to test hypotheses during the coaching visit. The purpose of the Needs Assessment is to produce insightful data on the needs of cities to be coached, allowing the coaching teams to calibrate the supporting tools and services they are producing to help cities.

The reflective analysis

On the basis of the documents and information provided by the coached city/region, the coaching team will draft a short paper outlining their interpretation of the key needs and priorities for coaching and outlines key hypotheses (based on the Needs Assessment) prior to the on-site coaching to focus the session around clear objectives. This paper will be shared with the coached city/region and will be open for comments/amendments, so that objectives are clear and shared by facilitators, peers and the coached city/region.

This exchange process will also serve the purpose of establishing a more accurate shared understanding of the needs assessment, and refine the agenda of the coaching visit.

The coaching visit

The coaching visit is more than a means to gather information and exchange ideas. A visit by an international team, funded by the European Commission, may help to change attitudes to the challenges you highlighted, both within your authority and among stakeholders. It may give those issues a higher profile. It may encourage actors inside and outside your city administration to form alliances to support the change you propose. Looking to the longer term, it could prompt them to get involved not just in action planning to design your action plan for change, but in helping to implement it. So the visit is an important opportunity to set the scene for change.

Context

Demographic context: What is the city’s population, and how has it changed over the past 10 years? What challenges is the population in your city facing?

According to the data of 2014, the population of Kaunas was 304 097 inhabitants. During tha last 10 years, about 50 000 cizitens left Kaunas (in 2006 the population here was 348 506), which is actually felt here, as compared to the general population level n Kaunas. Kaunas is still facing the population reduction problems, which affects the fewer number of pupils at schools, universities and other educational institutions, respectively the consumption of various services and goods is reducing, the economy slows down. One of the main tasks for Kaunas City Municipality is how to return the citizens back to Kaunas, how to attract people from other cities to come here to work, study, live.

Economic and social context: How does the economic situation look in your city? What are the prospects for the coming years?

The economic situation in Kaunas has been getting better recently. New office buildings are opened, international capital companies are launched, such as “Intermedix”, “Callcredit Information Group“, ,,Festo“, ,,Hi Steel“, ,,Jotron“, as well as many others. Kaunas has a huge potential for further economic growth because of the international air-port, one of the best electronic connection infrastructures in Europe, the Free Economic Zone. Kaunas also has a big potential of edcuation institutions that prepare the employees of high qualification, big possibilities of cooperation with integrated science, studies and business valleys, science and techynology parks. The further growth of economy is planned including the establishment of new international companies, creation of new job places, better infrastructure.

National or local legislation and policy: Has your city been affected by changes in the legislation in recent years regarding culture, creative industries or social inclusion? Which ones had most impact?

Optimization of the network of cultural institutions; Introduction of the new programme of partial financing – Initiatives for Kaunas

Culture on the local political agenda: What are the current and long term cultural priorities in your city/region? What priority is given to culture on your local political agenda? How are culture and the creative industries positioned within economic, social and education policies or within the general city/region development strategy?

The Strategic Activity Plan 2016-2018 of Kaunas City includes:

Kaunas City constantly improves the quality of services and increases their accessibility. In order to reach it, new project financing initiatives are used in order to solve the general cultural education of citizens, strengthening of city image, improvement of health, rendering of social services, development of youth issues, physical training and sport, Cooperation with communities, non-governmental organizations, other legal entities in Kaunas City and provide public services to Kaunas citizens. The Strategic Development Plan 2016-2022 of Kaunas City includes:

Administration: How is the city organised at municipal level? Please describe the administrative organisation of the city, and it affects culture. Do not hesitate to add organigrams or maps to illustrate.

Kaunas District Municipality:

Kaunas District Municipality surrounds the Kaunas City Municipality all around it. The District Municipality includes many smaller towns and villages, some of which are suburban areas of Kaunas City.

Kaunas District Municipality has 8 cultural centres, 5 museums and one library. The population of the District is around 10 000 people, and it is growing.

Kaunas City will invite many stakeholders from the District municipality to be part of the programme in the beginning of December.

ART SCENE

With a great variety of solid international scale contemporary art events Kaunas has the full right to call itself a city of contemporary culture. The city is home to Kaunas Biennial, the biggest scale contemporary visual art biennial in the Baltic region. Kaunas also hosts KAUNAS PHOTO, the longest-running annual photo art festival in the Baltics, a carefully curated international CREATurE Live Art festival, international architecture festival, festivals of visual art Kaunas in Art and Art Line as well as other significant events most of which are initiated by local NGOs.

Another important role of the contemporary art scene is carried out by local galleries which include galleries of artists’ unions like the Kaunas Photography Gallery of Lithuanian Photographers Association Kaunas department, Gallery „Meno Parkas“ of Lithuanian Artists’ Association Kaunas department as well as private ones.

MUSEUMS

With a number of 63 museums (82 including different departments of the museums) Kaunas has the largest museum network among all Lithuanian cities. The number includes the M. K. Čiurlionis National Museum of Art, municipal Kaunas City Museum, as well as 6 state museums, 30 school museums and 25 other types of museums. On top of that Kaunas has the only state Zoo which was established in 1938 and other thematically unique museums like the Devils’ Museum, Vytautas the Great War Museum, Tadas Ivanauskas Zoological Museum.

HERITAGE AND ARCHITECTURE

Kaunas city can be proud of its heritage buildings, density of which is the highest in the country. There are 1556 objects of cultural heritage in the city and the variety of the objects is chronologically and culturally multi layered.

THEATRE

There is a variety of professional and amateur theatres and other theatrical organisations in the city most of which are located in the city centre: National Kaunas Drama Theatre, State Musical Theatre, State Puppet Theatre, Chamber Theatre, Aura Dance Theatre, Kaunas Small Theatre. Theatre activities are also carried out by some other organisations like Vytautas Magnus University Theatre, NGO Mens Publica, NGO Laimingi Žmonės (Happy People), NGO „Bravo teatras“ (Bravo Theatre), NGO „Teatro klubas“ (Theatre Club). The city has a number of amateur theatres like Kazys Binkis Theatre, Neoclassical Dance Theatre Releve (both are associations).

In 2022 Kaunas and Lithuania is going to celebrate an important anniversary - the 100 year from the establishment of the University of Lithuania in Kaunas. Ever since the foundation of the University Kaunas has been an academic city - with around 30 000 university students in recent years whose presence is strongly felt in the city. Today there are 12 of universities and colleges in Kaunas: Vytautas Magnus University, Kaunas University of Technology, University Kaunas Faculty of Humanities, Vilnius Art Academy Kaunas Faculty of Arts, Lithuanian University of Health Sciences, Lithuanian Sports University, Aleksandras Stulginskis University (Kaunas district) and many other private and state-owned education institutions.

There is 91 study programme related to culture and creative industries, of which 57 are university study programmes, most of them are art and media studies. Each year these universities prepare around 1200 creative industries specialists which create great opportunities for development of innovative culture services in the city. Many of the universities, like VMU, KUT, VAA KF are operating art and design project spaces and offer other cultural services.

PUBLIC SPACES

The centre of Kaunas city is located on the Laisvės alėja (Liberty Avenue) - stretching for 1.6 kilometres it is the longest pedestrian street in Easter Europe and probably the most important mark in Kaunas collective memory. By 2022 the newly reconstructed Laisvės alėja shall become the place of public events such as contemporary circus performances, food fairs and street performance festivals, the place for the residents to re-explore the notion of public space, liberty, community involvement and coming together.

The urban model of Kaunas ir characteristic of quite a delicate relation with its natural environment, blending in the landscape and preserving authentic green zones around the city. Therefore the city has plenty of public parks which shall be used in the ECC programme as spaces for public events and creative leisure: Confluence Park, Nemunas Island, Panemunės Park, Valley of Songs, Oak Grove, Pažaislis park and many more.

SPORTS

One could say that Kaunas is Lithuania’s sportiest city. And not just because of the legendary Žalgiris - a world famous local basketball club which has been represented by such basketball talents like Arvydas Sabonis, Valdemaras Chomičius, Saulius Štombergas, Rimas Kurtinaitis. There is a number of sport venues like the Žalgiris arena, football stadium, winter sport school and ice arena Baltų ainiai, the famous modernist Kaunas Sports Hall, in which Kaunas hosted the third Europe Men’s Basketball Championship in 1939 and the green city parks are all equipped with free fitness training machines. Every year the city hosts annual Kaunas marathon, regattas in Kaunas Sea, Bike show, Socikas International Boxing Tournament.

MUSIC

There is a number of wide range of music festivals which take place in Kaunas yearly and all of them are well attended: Kaunas Jazz, Pažaislis Classical Music Festival outside the splendid baroque Pažaislis monastery, folk Song Festival, Street Music Festival, festival of bards Akacijų alėja and many more. In Kaunas there are 3 concert agencies that present professional music to public: Kaunas State Philharmonic, Kaunas Symphonic Orchestra and concert agency Kauno Santaka. The first two were established by the municipality and Kaunas State Philarmonic was established and is maintained by the Ministry of Culture. Comparing with other Lithuanian cities only Vilnius has a wider network of concert agencies. There are 5 music schools in the city, 1 conservatory providing secondary education, Vytautas Magnus University Music Academy which prepares professional performers of instrumental music and singers, professional and amateur choirs for different age groups. More than 3000 secondary and high school students are involved in musical activities.

LIBRARIES

There are two libraries in Kaunas: Public Library and Kaunas city Vincas Kudirkas Public Library with its 29 territorial subdivisions, as well as many libraries of different secondary, high schools and universities, Lithuanian Library for the Blind Kaunas division. The public services of libraries were evaluated best by Kaunas residents in a survey on quality of the public services. The network of libraries in Kaunas spreads around many of city’s neighbourhoods and is planned to be used as an integral part of ECC programme as part of the outreach programme.

FESTIVALS

Major festivals in Kaunas celebrate and boost local communities, encouraging social interaction and shared enjoyment. Most of them are run by municipality organisation culture centre Tautos namai and include the medieval festival Hanseatic Days celebrated on the birthday of the city, St. Casimir Market, the Independence Day, Statehood Day and others. Widely appreciated Kaunas Christmas programme is organised by a textile gallery Balta and turns Kaunas into a real Lithuanian winter capital attracting lots of international attention.

Steering work on culture: How does your city organise its work on culture and cultural policies? Have you a department or unit specifically to promote cultural activities? Is the culture department collaborating with other departments or units on specific topic or issues? What part do elected city leaders play in it? How are local partners e.g. third sector /NGOs/private companies, involved in the city’s culture work?

1. Culture division of Kaunas City cooperates with all divisions of the Municipality, creative

unions and organizations of the city. Kaunas City Municipal Council, making political decisions, supports the creation of new projects and programmes, their implementation or participation on partnership basis foreseeing the financing means in the budget of the current year. Having received the approval of the Council, we take part in International projects (such as CreArt), common events are organized.

2. Kaunas City municipal Council, confirming the municipal budget, annual and perspective plans of companies, directly participates in the management of enterprises whose founder it is.

3. Other sectors are included through the programme „Initiatives for Kaunas“ that gives a possibility for the private sector, public organizations, NGO, communities and other get the partial financial support for their projects and their implementation.

City’s strategic approach: Has the city an overall strategy or plan for culture and cultural policies? Are there any other existing strategy papers that you would find relevant to mention? Do you already have an evaluation plan for these strategy papers? If so, how are you monitoring the results?

The strategy is under preparation at the moment.

Your analysis of needs

Please briefly describe your coaching need/s: in which area of work do you think you need the most help? How are these needs related to previous work or to specific current or future challenges?

Kaunas has two main coaching needs.

• One of the needs is a communication coach.

The problem is the lack of communication between two different administrative unites – Kaunas City and Kaunas District. Kaunas district is the territory surrounding Kaunas City. The population in the district is increasing, as people from the city move to private houses and then commute to the city for work, school or other services. Both municipalities are strongly related in their economy. The District has a free economic zone and, an international air- port, a railway hub, etc. Many businesses in the District employ people from the City and vice versa. The communication between the municipalities has been rather low, but the partnership is getting closer: united bicycle routes are developed; institutions from both municipalities take care of certain objects of mutual importance (the historic Fortification system spread in the area, etc.). Kaunas City and Kaunas District have joined their forces to apply to the EU for the European Capital of Culture 2022. But as it is realized by programme authors – cultural institutions of both municipalities are not in such contacts which could provide sufficient partnership. We think that coaching on an efficient communication model among cultural among cultural institutions from both areas could be very helpful for cultural and economic development of the region. The communication coaches should direct us how to accumulate all the information in one channel and distribute it to all stakeholders. They should inform about the tools that help successful communication between the institutions that will finally reach the communities. The main aim is effective communication management, the good practice from international communication, new platforms.

• The other coaching need is a coach for cultural heritage empowerment.

Kaunas has the largest density of cultural objects in Lithuania. In 2014, Kaunas was awarded the European Heritage Label for Modernist architecture of 1919 – 1940, and based on the same legacy, Kaunas was accepted into the UNESCO Creative Cities Network as a City of Design in 20151. However, most of the buildings of 1919 – 1940 period are neglected. They are used or still belong to state-owned institutions (universities, libraries, post offices, etc.). However, because of age, most of them need thorough renovation, they are expensive and hard to maintain, rather inconvenient for business (they lack infrastructure, parking lots, inconvenient plan structure). Some of these Modernist architecture buildings are private. The private owners of these buildings can get financial support from the special financial programme of the city that allows the owners to receive partial compensation of façade renovation costs. The budget of

this mechanism has been gradually rising in the past few years. However, the instrument is mostly suited for private owners of residential heritage buildings and cannot serve as a tool for renovation of the major public heritage sites. Moreover, Kaunas aims to receive the UNESCO Heritage Sign for Modernist Architecture. The coach of cultural heritage empowerment should direct us towards strategic decision making, how to involve public initiatives and engagement of all stakeholders. Heritage preservation topic is also strongly integrated in the bid of Kaunas for the title of European Capital of Culture 2022.

City’s current practice: Please describe briefly the city’s approach to work on this need. What has been done so far regarding your identified needs and challenges? How was this practice adopted? Was it chosen as a preferred model, or did it just develop over time? Is the authority satisfied with it – and if not, what are its key weaknesses or problems? Do you know whether it reaches all the people who should be involved? If not, why not?

Kaunas City and Kaunas District have already taken the first steps in order to improve their communication. For example, they have made an agreement to work together on the application “Kaunas – European Capital of Culture 2022” for the EU, identifying that being a European Capital of Culture will be of enormous benefit both for city and district. Moreover, Kaunas District is increasing, many people from the city move their (usually families with small children). This is happening naturally, therefore many citizens from Kaunas district commute to the city, so all the infrastructure for their homes, travelling, schools, etc. has to be coordinated together. For example, building of roads/streets that lead from the city to a suburban area or a small town in the district where may people travel to/from the city to the district. This has already been done in such cases as bicycle routes’ building and similar projects.

This means that politicians of both councils of the City and the District have to talk to each other, they have to know about their plans, coordinate budgetary things, plan together and make forecasts. The problem is that many institutions (in this case, what is of importance – cultural institutions) provide services to the same people, and they have to coordinate their actions on all the levels (political, administrative).

City structures: What are the arrangements for leading work on this specific area of thematic work? How does this thematic work link up with the city’s other services?

The Council makes the decisions on the political level. City Administration implements the decisions. This activity is also reciprocal, as the administration also initiates certain projects of decisions, prepare them, evaluate the needs for such decisions. City Administration has divisions that coordinate the work in their filed – in this case, it is Culture Division, Foreign Relations Division, Cultural heritage Division, etc. Besides that, there are Public Enterprises established in order to carry out specific projects or specific activity or budgetary institutions under the city administration - in this case it is the project “Kaunas – European Capital of 11 Culture for Cities and Regions - coaching

Culture”.

Local political climate: what is the impact of local public debate on this thematic work? Is there political pressure on city leaders? Are you supported by local politicians on this topic? Are you supported by other city services?

Politicians of Kaunas Council strongly support the application of the city for the European Capital of Culture and well as the aim to get the Heritage Sign of UNESCO for the Modernistic architecture. These are the priorities that get the full support of both parties in the position and the opposition. Moreover, other institutions, such as universities, institutes, etc. Also give their full support for these aims.

Financial resources: How far is the work on your needs affected by budget limits, or by uncertainty about funding? Do you happen to have other resource issues e.g. finding qualified staff?

The finances are allotted in the budget of the city according to the aims and tasks of that year. Additional financing is attracted through Lithuanian Cultural Support Fund.

Stakeholder engagement: Have you tried to strengthen your work by getting outside actors (such as civil society organisations/NGOs, private companies/employers, trade unions, faith groups, youth groups, volunteers, etc.) involved? Have you noticed any problems in getting their engagement? Which groups are hardest to involve?

Kaunas has started this year the financial programme for partial financing of cultural projects for NGOs and other organizations. It is called “Initiatives for Kaunas”. However, the problem is that the description of the order of financial support is changed very often, and not always the people who are authorized and obliged to carry on this financial support programme, have certain skills and experience. The idea is to simplify the regulations for the organizations and citizens to get the partial financial support for their pubic initiatives, to make them feel more free in providing their ideas and trying to implement them, to help them.

Possible action plan

Expectations: What do you expect from coaching? In what way do you see this coaching supporting your needs for change (in terms of methodology, policy, governance, specific groups, geographical areas etc.)?

Aim: What are the key goals you aim for in the framework of this coaching? Which practical steps or actions do you think will help your city/region to reach these goals?

The main expectations from the coaching are: • Establishment of strong communication links between the two municipalities – Kaunas City and Kaunas District that are closely interlinked in many spheres (economy, culture, education, business, etc.). • Empowerment of cultural heritage buildings – making them attractive for business, motivating business to establish their companies in these buildings, use them for their daily activities, etc. • Finding about possibilities how to unite private and public partnership in heritage buildings. Are there such examples in other countries (the building is both private and public). • The urban vision – how the Old Town and the New Town should develop (where there is the biggest concentration of Modernistic architecture buildings). What is the role of the municipality in helping the citizens to take care of their heritage houses? How to motivate private owners to maintain their heritage interiors of their homes? How the desolate buildings are treated in other countries? • The ultimate goal would be join the two coaching needs – communication and cultural heritage empowerment, in order to increase the public awareness (citizens of Kaunas) about the city’s advantages, history, positioning. The local people, not only tourists, should get to know the city’s history, heritage and what the city is proud of better. Knowing better the city, they will be aware and more concerned about the preservation of its heritage, they will identify themselves with the city, love it and participate in decision making, communication and collaboration in reaching the city’s aims.
