Incident summary:

On April 25, 2012 Officers Marcus and Ramos observed the arrestee Wallace at 844 NW 10 Terrace. Wallace has previously been trespass warned from this location. As Officers attempted contact Wallace he attempted to enter the business at this location. Officer Marcus observed Wallace in possession of a suspect narcotic. Officer Marcus proceeded to recover the narcotics while Officer Ramos attempted to detain Wallace. Wallace fled on foot and Officer Ramos pursued him. Wallace was pursued and tackled to the ground by Officer Ramos. Officer Marcus began to violently resist preventing Officers from handcuffing him. Officer Marcus deployed his department issued CED, which had no effect. Officer Marcus delivered 5-6 strikes to Wallace's upper torso area. With the assistance of additional units he was placed into custody.

Due to Wallace's clothing the deployed prongs never penetrated Wallace's skin. Wallace was medically cleared at BGMC .

Incident summary:

Use of Force Review: Officers Ramos (CCN 1831) and Johnson (CCN 1638)- No apparent violations.

On March 16, 2013, Officers Ramos and Johnson responded to a suspicious person on the school grounds of Bayview Elementary School. A search of the grounds revealed Mr. Alcime on a second floor balcony near the elevator. Mr. Alcime had not legitimate reason to be on the property. Upon spotting Mr. Alcime both Officers drew their handguns. Mr. Alcime surrendered without issue. He was charged with Trespassing.

A review of the incident report and other documentation did not reveal any apparent violations of Department policy.

Use of Force Review: Officer E. Ramos (CCN 1831) - No apparent violations.

On April 13, 2013, Officer Ramos responded to the Econo Lodge regarding a person accessing a room through the AC. Officer Ramos confronted Mr. Garrish in the room where there were narcotic syringes in plain view. Officer Ramos pointed his side arm at Mr. Garrish and ordered him to the ground. Garrish was subsequently arrested for Trespass and possession of paraphernalia.

A review of the incident report and other documentation did not reveal any apparent violations of Department policy.

Involved Officers: Officer Eliezer Ramos (CCN 1831) Officer Jason holding (CCN 1843)

Officers were dispatched to the Broward County bus station in reference to a disturbance where an individual< Mr. Hickey, was refusing to exit the bus. Officers arrived and contacted Witness Williams who advised Mr. Hickey was causing undue delay in the bus scheduled route. According to the officers, Mr. Hickey was feigning a heart attack and was awaiting EMS arrival. Officers determined Mr. Hickey was in faking his medical condition.

Officers repeatedly advised Mr. Hickey to exit the bus. Upon refusal, Officers physically carried Mr. Hickey off the bus and arrested Mr. Hickey and charged him accordingly. No injuries were reported by Mr. HIckey or the officers.

EMS transported Mr. Hickey to be screened for possible heart condition.

Upon review of offense report and related documents, there are no apparent violation of Department policy and procedure.

On June 23, 2013, Officer Ramos responded to the McDonalds regarding a disturbance. On arrival the manager requested the arrestee Alfred be trespassed from the business. Officer Ramos issued Alfred a trespass warning an attempted to escort her out of the business. Alfred began creating a disturbance by banging on the tables and refusing to leave. Officer Ramos attempted to place Alfred into custody for trespassing and she began to physically resist. Alfred flailed her arms and was forcibly brought outside. Officer Ramos forced her to the ground and was able to cuff her. There were no injuries reported in conjunction with this event.

Incident summary:

On January 13, 2014, Officer Eliezer Ramos (CCN# 1831) backing out of a parking spot, while a vehicle driven by Mr. Breznyak and passenger Ms. St. laurent attempted to drive past in a westerly direction. While backing, Officer Ramos marked unit struck Mr. Breznyak vehicle on the driver door. The damage cost totaled $839.80 and there were no reported injuries to any party.

On February 26, 2014, the Accident Review Committee found the accident to be preventable on Officer Ramos' part for failure to use due care.

Incident summary:

Officer Ramos was responding code 3 to a call. He had a civilian riding along in the front passenger seat. As he was traveling north on Andrews Avenue, he stopped as he entered the intersection to turn west on Broward Boulevard. After ensuring traffic had yielded, Officer Ramos entered the intersection from the right through lane to maneuver around stopped traffic and make the left hand turn. Civilian driver Estrada, who according to both Officer Ramos and ride along civilian Mr. Howell had stopped, began traveling north on Andrews and struck Officer Ramos' vehicle in the left rear quarter panel as he made the turn.

This accident was deemed Not Preventable on Officer Ramos' part.

Involved Officers: Officer Eliezer Ramos (CCN 1831)

On June 13, 2014, the Office of Internal Affairs received a harassment complaint from Kristin Wood involving Officer Elizer Ramos. Mrs. Wood advised she and Officer Ramos engaged in an intimate relationship for approximately one (1) year. Mrs. Wood indicated on January 2014, she approached Officer Ramos and advised him she no longer wished to continue their relationship and further advised Officer Ramos to stop communicating with her. Mrs. Wood reported, Officer Ramos refused to cease his unwanted communication with her. Consequently, Mrs. Wood saved and provided various messages sent via email, birthday card and text call logs.

Mrs. Wood is married to Fort Lauderdale Police Detective Jason Wood. Mrs. Wood and Detective Wood expressed a vehement desire to have Internal Affairs or Officer Ramos' supervisor intervene and caution Officer Ramos, in reference to his unwanted behavior. She expressed a desire to have the matter properly documented, should there be any future undesired communication. Mrs. Wood also stated she does not wish to pursue the administrative matter any further and merely desires Officer Ramos to cease his unwelcomed communication.

On June 13, 2014, Sergeant Brull and I contacted Officer Ramos at 1300 W. Broward Boulevard and spoke with him regarding this matter. Officer Ramos was advised of the nature of the complaint presented to Internal Affairs, as well as, Mrs. Woods' desire for him to cease and desist, all forms of communication with Mrs. Wood. The informal meeting was not inquisitive in nature and merely conducted as a proactive measure to thwart any future workplace concerns. Officer Ramos seemed receptive and appeared to take heed to the advice.

On October 28, 2014, I spoke with Mrs. Wood and asked whether there had been any more communication by Officer Ramos.

Pursuit Review: Officer Wells

On June 28, 2014 Officer Eliezer Ramos observed a black ford fusion in the area of W Sunrise/31 Ave . The vehicle matched the description of a vehicle taken in a home invasion robbery a few days prior. Officer Ramos lost sight of the vehicle and BOLO'd the vehicle.

A short time later Officer Wells advised dispatch he saw the vehicle backed into a residence at Officer Ramos and Wells responded to the location and approached the vehicle on foot. The driver of the vehicle sped away South on NW 29 AVe then turned West on NW 31 Ave. Officer Wells and Officer Ramos pursued the vehicle, lights and sirens activated. Sergeant Dameron requested the assistance of Broward Sheriff's Office aviation Unit. Officer Wells was the primary unit. The officers' speed reached 65 Mph. Officer Ramos reported clear weather and clear traffic conditions. Both officer lost sight of the vehicle in the 600 blk of NW 34 Ave. The suspect or vehicle was not located. No suspects were taken into custody.

Incident summary:

On March 26, 2015, Mr. Jason Noel responded to the Office of Internal Affairs regarding his vehicles, which were towed by the Fort Lauderdale Police Department from a private residence. Mr. Noel contended the police department had no authority to tow his vehicles and as a result multiple items of significant value were missing from his vehicles, when they were returned to him. He also added he did not appreciate the manner in which he was spoken to by Captain Steven Scelfo.

Based on the witness descriptions and photographs of and Mr. Noel's vehicles, the belief they were abandoned does not appear to be an unreasonable assumption. Mr. Noel's vehicles were unattended from February 9, 2015 to February 22, 2015. Officer Burke made a salient point in the police report she authored for Mr. Noel regarding his missing property, including his license plate. Her report indicated the tag may have been removed between February 2, 2015 and February 22, 2015, therefore it stands to reason all of Mr. Noel's property may have been removed from the vehicles during that time frame. The tow truck drivers interviewed advised they neither heard the officers conspire to take Mr. Noel's property, nor physically take any of Mr. Noel's items. Mr. Wilson and Mr. Morris testified they did not see any of the large items Mr. Noel described, as the cars were either being moved or prepared to be towed. They advised Mr. Noel's vehicles were in poor condition and there were no issues with the tow, which would have resulted in damage to them.

Mr. Noel advised during his interview he would provide bills of sales for the items he purported were in his vehicles. However, he failed to provide any documentation to substantiate he was possession of any the items he claimed were in his vehicles, when they were towed. Furthermore, the tow drivers interviewed acknowledge it would require multiple people and heavy equipment to move Mr. Noel's vehicles and remove his property. This investigation failed to garner any evidence or testimony, which would implicate any of the officers were involved in the loss of Mr. Noel's property. Given Mr. Noel withdrew his complaint via correspondence from his legal counsel, the matter is considered closed.

Mr. Brown contended Officer Ramos could have used his OC spray or baton to subdue his dog. However, OC spray is not effective against animals, nor are officers trained in utilizing a baton to subdue dogs. Mr. Brown also asserted Officer Ramos could have exited through a gate, however later stated the lock was "tricky," and would have had to have prior knowledge to manipulate the lock. Mr. Brown claimed Officer Ramos could have jumped a gate to escape from his dog, but later stated Mr. Mercer could have been on the other side. He also contended the debris in his yard would have slowed his dog's approach of Officer Ramos affording him time to escape. Conversely, the debris could have slowed Officer Ramos' attempt to escape the unfamiliar yard. Mr. Brown contended there was a five to ten second time delay between Officer Ramos becoming trapped in the yard and the shots being fired, he believed would have allowed Officer Ramos to flee the yard. However, Officer Ramos noted in his report he was "caught between the dog and another tall, locked fence" and had no avenue of escape, indicating he surveyed his surroundings. Also, Officer Ramos noted "I had to discharge my firearm against the dog once he aggressively turned his attention towards me," indicating he took the time to access his surroundings and waited until the dog to become aggressive prior to firing his firearm.

Mr. Brown advised his therapy dog was a Dogo Argentino, which he described as big, scary, and fast during his interview. He additionally relayed the officers involved appeared scared after having encountered his dog, demonstrating the perceived threat the dog posed.

Based on the sworn testimony and reports on the matter, there appear to be no violations of Department Policy on the part of Officer Elizer Ramos.

Officer Ramos responded to a call for service reference a W/M holding a knife. Upon arrival Officer Ramos observed the described subject standing outside. Due to the call, reference the knife, Officer Ramos drew his duty weapon and ordered the subject to the ground. It was later discovered the subject had a knife in his belt line. advised he was unstable and Officer Ramos Baker Acted him due to his condition.

On April 27, 2015, Ofc. Lau and Giga responded to the 2000 blk of West Broward Blvd regarding a female cutting her wrists. Officers Lau and Giga made contact with who was holding a knife and cutting her wrist. Officer Giga grabbed her right wrist and knocked the knife out of her hand, while Ofc. Lau took hold of her other hand, enabling Officer Ramos to secure her hands in handcuffs. Ms. Freeland was transported and TOT to BHMC for a Baker Act. Her self inflicted wounds were treated at BHMC and determined to be minor.

Officer Ramos responded to a backup call regarding an officer running after Mr. Gatanio. Upon arriving in the area, Officer Ramos engaged in a foot chase after Mr. Gatanio. As Officer Ramos closed in on Mr. Gatanio, he pushed Mr. Gatanio to the ground where he was detained. Mr. Gatanio was taken into custody and arrested for resisting an officer without violence. There were no injuries reported.

Incident summary:

On 05/26/15, Officers E. Ramos and M. Brown responded to the listed location in reference to the report of the caller's ex-boyfriend banging on her door while in possession of a knife. Furthermore, the reportee, , had a restraining order against the male. Upon arrival, Officers Ramos and Brown made contact with Watson at the rear of the house. Due to the nature of the call, Officer Ramos drew his firearm and pointed it at Watson. According to Officer Ramos' report, Watson was saying odd things and pulled his pants down. Officer Ramos noted he believed Watson was under the influence of narcotics.

Watson disregarded Officer Ramos' verbal commands to turn around and place his arms behind his back. Instead, Watson began walking toward the house. Officer Ramos then approached Watson and grabbed hold of him in an effort to place him into handcuffs. Watson then grabbed of hold of both of Officer Ramos' hands refusing to let go. Officer Ramos was able to free one of his hands at which time he struck Watson in the face with a distractionary punch. Officers Ramos and Brown struggled to place Watson in custody as he continued to pull away and tense his muscles. Officer Ramos requested an emergency response from other officers to assist in placing Watson into custody. Officers Ramos and Brown were subsequently able to place Watson into handcuffs.

EMS was summoned and they transported Watson to Broward General Hospital for what appeared to be minor injuries to his face. Watson later refused medical treatment and was transported to BSO's main jail for booking. Watson was served with the restraining order packet as it was learned the restraining had not formally been served.

Officer responded to the listed location regarding a disturbance. Upon arrival he made contact with Mr. Mack who attempted to swallow a bag of suspected drugs. Officer Ramos attempted to prevent Mr. Mack from swallowing the drugs by grabbing Mr. Mack's jaw. Mr. Mack was swallowed the drugs and arrested for tampering with evidence. No injuries reported.

Incident summary:

On June 29, 2015, at approximately 1847hrs, Officers Ramos, Brown and Beltrani responded to the 500 block of W. Sunrise Blvd in reference to occupants in a vehicle who were unresponsive. While Brown was speaking to the occupants in the vehicle, one of the rear passengers ) exited the vehicle and attempted to obstruct Brown's investigation.

On 07/01/15, at approximately 1510 hours, a robbery occurred at 3000 NW 62nd Street. The culprits robbed the victim of her purse and fled the scene in a white Ford Crown Victoria. A BOLO of the suspect vehicle was dispatched to all officers. Officer Berndt located the vehicle and a felony stop involving the listed officers was conducted. During the felony stop, the listed officers drew their firearms and directed them towards the felony vehicle. The officers actions were appropriately documented. It should be noted both occupants were positively identified as the culprits during a show up and charged with robbery.

Incident summary:

On 08/25/15, Officer Weston was on patrol when he received a hit on his License Plate Reader that the vehicle travelling in front of his had been reported. Officer Weston requested additional units as the vehicle was confirmed to be stolen. A felony traffic stop was conducted with the listed officers at which time they drew their firearms in the direction of the vehicle as the stop was being conducted. The driver, Mr. Keller was charged with the theft of the vehicle. There were no injuries reported.

Officers Ramos and Aversano responded to stated location in regard to a disturbance at a motel. was acting very irate and had been told to leave the motel. Officers made contact with her and found to be acting very irrationally, screaming in front of the business. She armed herself with a liquor bottle which had to be forcefully removed from her grasp prior to handcuffing to allow transport to conduct a Baker Act.

On November 20, 2015, Officer Eliezer Ramos responded to in reference to a possible theft in progress. Upon arrival he made entry inside of the residence where he observed a black female later identified as Tamarya GRAY inside one of the rooms. Officer Ramos then ordered GRAY to the ground at gun point, where she was detained pending further investigation.

After further investigation it was determined that Gray was not involved in a crime and released on scene.

Incident summary:

On November 10, 2015, Officers Quintana and Merrill were patrolling in an unmarked police vehicle , when they observed Mr. Robinson smoking what they believed to be a marijuana filled cigar. As they made a u-turn Mr. Robinson exited his vehicle. Contact was made with Mr. Robinson who provided the a marijuana cigar from his car. Officers Quintana and Merrill requested a narcotics detection K-9 respond to the scene. Mr. Robinson was made multiple requests to get a drink from his car and was instructed to sit on a cinder block. When K-9 Officer Weston arrived, Officer Quintana briefed Ofc. Weston on the matter, while Ofc. Merrill stayed with Mr. Robinson. Officer Ramos assisted in luring away a loose dog so Ofc. Weston could conduct a K-9 search. As Officers Weston and Quintana spoke Mr. Robinson got up and rushed towards his car. Ofc. Merrill gave loud verbal commands and pursued Mr. Robinson as entered the driver seat of his car and placed the key in the ignition. Ofc. Merrill attempted to pull Mr. Robinson out to no avail. Ofc. Ramos announced he would be deploying his ECD and Ofc. Merrill disengaged. The initial deployment immobilized Mr. Robinson, however he continued to attempt to flee. Ofc. Ramos again utilized his ECD, however Mr. Robinson defeated the prong connection and drove away.

Officers followed the vehicle until it came to a stop at , at which point Mr. Robinson exited the car and laid on the ground. Ofc. Quintana then placed Mr. Robinson in handcuffs. Officers suspected Mr. Robinson may have fled in order to tamper or destroy evidence, therefore they back tracked his escape route and recovered felony weight of marijuana.

Based on a review of the matter, the offense report and related documents were forwarded to the Training Division for their review and consideration on a training issue.

Incident summary:

On 02/06/16, at approximately 1653, Officer Weston was traveling eastbound on the 1000 block of West Sunrise Blvd. when he received notification form his license plate reader (LPR) that a stolen vehicle was nearby. Officer Weston located the vehicle with Florida Tag U148VV at which time he confirmed the vehicle was stolen with dispatch. Additional units responded to assist with a felony traffic stop. During the traffic stop, the listed officers pointed their firearms in the direction of the suspect vehicle. The driver, Mr. Fasano was detained. Upon further investigation, it was determined the tag number was entered incorrectly by Lantana PD. Lantana PD was advised of their error and Mr. Fasano was apologized to and released on scene.

Incident summary:

On April 18, 2016 at approximately 1907 hours, Officers Jose Vasquez (1883) and Christine Beltrani (1847) conducted a felony stop on a black Rolls Royce Ghost at 925 W. Broward Boulevard. The vehicle closely matched the description of a Bentley or a Rolls Royce, both of which had been reported stolen that month, and were broadcast over the police radio from Dispatch.

Upon stopping the vehicle, the aforementioned Officers, along with Officers Johnathan Jones and Elizier Ramos drew their service pistols and covered the vehicle. Once the vehicle was deemed secure and the driver and passengers detained, a check of the vehicle's registration was verified. The vehicle was determined to not be either of the stolen vehicles broadcast earlier in the month.

The driver and passengers were released at the scene, along with the vehicle, which was registered to Euro Motorsports.

The Officers believed that the vehicle may have been either of the aforementioned stolen vehicles. Due to the dark paint, as well as, the "blacked" out logos and vehicle identifiers, the Officers could not determine the make or model of the vehicle.

On May 11, 2016 at approximately 2030 hours, Sergeant Michael Siekierski #1343, Sergeant Heather Lee #1811, and Officers Eliezer Ramos #1831, Tzu Lau #1765, and Yamisel Pence #1888 met with a Federal Bureau of Investigation (FBI) Special Agent (SA) who had requested the assistance of the Fort Lauderdale Police Department (FLPD) in order to apprehend a fugitive.

SA Brendan Collins provided the fugitive's description, as well as, his pending charges to the FLPD Sergeants and Officers. The SA informed them that the subject may be sitting inside of a white van with faded lettering outside of the Advance Auto Parts store located at 1515 W. Sunrise Boulevard. The fugitive name was Harry Lee Hunter Jr and was 26 years of age.

The Units approached the van and ordered the subject out of van. Officer Ramos ordered the subject to sit on the ground until positive identification was established. The subject was hesitant to do so and crouched down slowly. The subject then stood upright and fled on foot away from the Units.

Officer Ramos and Sergeant Siekierski ran after the subject and eventually caught up to him at . Officer Ramos repeatedly ordered the subject to stop. The subject continued to flee on foot. Officer Ramos tackled the subject and forced him to the ground. The subject continued to struggle with Officer Ramos as he attempted to gain control of the subject. While Officer Ramos was still actively wrestling with the subject, Sergeant Siekierski ran up and struck the resisting subject with his right foot on the right side of his face. The subject immediately stopped resisting as he stated, "I give up." Officer Ramos and Sergeant Siekierski were then able to handcuff the subject. The subject was identified as fugitive Harry Lee Hunter Jr.

Hunter was not injured and refused any medical assistance. Hunter was turned over to FLPD jail for booking.

On May 16, 2016 at approximately 1819 hours, Officers Johnathan Jones (1701) and Tzu Lau (1765) were summoned to a large fight at the ACTS Group home for females. The original call reported that one of the involved was in possession of a machete. Upon arrival, Officers Jones and Lau attempted to enter the group home through the front door. Several of the women continued to interfere with the Officers' entry into the facility. Subjects Sabrina Russell and Tabitha Russell, along with Brittany Haynes, Shaniya , and Stephanie Polydor continued to ignore warnings to back away and not interfere with the Officers' investigation. The women refused and became aggressive and hostile towards Officers Jones and Norrito.

The Officers were forced to place aggressors Sabrina and Tabitha Russell in custody. The other women attempted to assist the two women and interfere with the arrest. Officer Jones called for emergency back-up as the situation quickly escalated. Officers Giuseppe Norrito, John Shefferman, Elizier Ramos, Jordan Santamarina, and Travis Weston arrived to assist. The officers assisted in placing Brittany Haynes, Shaniya Amos, and Stephanie Polydor into custody. Calm was eventually restored and the original fight involving the machete was resolved. No one was injured in the original fight or subsequent arrests.

All of the involved women were residents of the ACTS Group Home and were juveniles. The women were transported to the Juvenile Assessment Center for booking. The women were charged with "Disorderly Conduct" and "Resisting Arrest Without Violence."

Incident summary:

On July 18, 2016, the Broward Sheriff's Office (BSO) issued a BOLO for six (6) stolen vehicles taken in a business burglary from their jurisdiction in Lauderdale Lakes. At 1830, Detectives from BSO came across Fort Lauderdale Dispatch District 2 and requested assistance in reference to the BOLO.

The BSO Detectives advised the vehicles were seen in the area of the 1000 block of NW 11 Place. Detective Steven Johnson and Detective Christopher Troiano, members of the Rapid Offenders Control (ROC) Unit, arrived in the area in an unmarked FLPD vehicle. Detective Johnson was the driver of the FLPD vehicle, with Detective Troiano as his passenger. The ROC Detectives circulated the area for the BOLO vehicles. A Deputy in the area advised Detective Johnson the vehicles may be in the area of the park located at 1340 Chateau Park Drive. Upon arrival at the park, Detective Johnson observed three (3) of the vehicles in the area. Detective Johnson took up a point of surveillance.

One of the vehicles soon became occupied as the Detectives conducted surveillance. Detective Johnson requested marked units, K9, and the BSO helicopter. Detective Johnson pulled a distance behind the vehicle in order to avoid detection and still keep it in sight. Sergeant Siekierski was updated. The vehicle began to flee and SGT Siekierski granted permission to pursue until resources arrived in the area.

The vehicle fled through Lauderdale Manors westbound, south on NW 15 Terrace to NW 13 Street, NW 19 Avenue to NW 13 Court, then north on NW 19 Street. In the 2100 block of NW 19 Street, Detective Johnson's vehicle struck a curb causing it to go out of service.

Officer Elizier Ramos, who arrived in the area in a marked FLPD vehicle, got behind the vehicle in the area of NW 19 Street and NW 23 Avenue. The vehicle continued to flee until it lost control at the intersection of NW 27 Avenue and NW 15 Court and slid into the curb. The driver, Courtney Ogile, fled on foot from the vehicle, as did his passenger. Officer Ramos began a foot pursuit and took the driver into custody at 2706 NW 15 Court.

The pursuit, initiated by Detective Johnson and ended by Officer Ramos, lasted approximately four (4) minutes and covered approximately 2 miles with maximum speeds of 80 MPH. There were no injuries and no traffic crashes. The suspect was turned over to BSO for their pending charges. BSO Case # 04-1607-001222.

The District Commanders reviewed the incident, examined the Fleeing Vehicle Report and found the incident within guidelines. Upon review of the offense report and related documents, there are no apparent violations of Department Policy.

On September 8, 2016, Officer Ramos conducted a traffic stop where he summoned K-9 Officer Marcus to conduct a K-P sniff of the vehicle. During the sniff, Uriuas , who was seated on the ground took flight. Officer Ramos was able to catch up to Joseph shortly after and tackle him to the ground. While on the ground, Joseph continued to ignore commands to stop resisting by failing to put his arms behind his back. Officer Ramos struck Joseph with a closed fist and kneed him n the face several times in order to distract him and get him to comply. Joseph was subsequently subdued and placed into custody by Officers Massey and Ramos. No injuries were noted. Joseph was found to be in possession of numerous narcotics: 3 baggies of marijuana individually packaged at 3.5g weight; 1 large bag of crack cocaine at 8.1g weight; 7 baggies of powder cocaine individually packaged for sale at 4.7g weight; 8 small baggies of Alpha-PVP individually packaged for sales at 0.6g weight; 1.5 pieces of Xanax bars.

Officer Weston located the vehicle and confirmed the tag was stolen. He notified officers of his findings and requested additional officers to assist with a felony traffic stop. Officers Weston, Aversano, Vasquez and Ramos conducted a felony traffic stop while pointing their firearms in the direction of the suspect vehicle. The driver, Joseph Amick, was detained. A record check revealed Amick was a habitual driver. He was arrested and charged accordingly.

After gathering the preliminary investigation, Officer Perez advised Mr. Kinard that he was under arrest for obstruction/ aggravated battery. To Avoid arrest, Mr. Kinard attempted to flee on foot where he was taken to the ground by Officer Perez. Mr. Kinard continued to violently resist the listed Officers by pulling, and tensing. Officer Ramos attempted to make contact with Mr. Brown who was loitering behind a business. Upon site of the uniformed Ramos, Mr. Brown fled. Mr. Brown fled despite several verbal warnings from Officer Ramos where Officer Ramos Identified himself as a Police Officer and to Stop. Officer Ramos deployed his department issued CEW (Taser), striking Mr. Brown in the mid back. The Taser probes failed to make sufficient contact and did not have any effect on Mr. Brown. Officer Ramos attempted to cycle the Taser to the Second cartridge but ultimately continued to activate the probes from the initial deployment, which had no effect on Mr. Brown. Ultimately Officer Ramos was able to tackle Mr. Brown and take him into custody. Out of an abundance of caution Mr. Brown was transported to BGH for medical clearance. A search of Brown revealed suspect narcotics located in the clothing Brown was wearing. Mr. Brown was charged accordingly.

While responded to a call for service involving two people fighting. Officer L. Collins encountered one of the subjects. As Officer Collins attempted to place the subject into custody, the subject pushed and braced his arms against her efforts. The subject then grabbed Officer Ramos from behind and attempted to take him to the ground. The subject broke free and fleed from the officers.

Officer Collins deployed her department issued CEW against the subject; however, due to the sweatshirt the subject wore, the CEW had no effect. Officer Collins second and third CEW attempted failed as well. Eventually, with the assistance of Officer Giuseppe, who leg swept the subject to the ground, Officer Collins struck the subject in the back of the neck and upper shoulder with a closed fist approximately 3 times.

Officer T. Giles also responded on scene, delivered several knee strikes to the subjects abdomen area in an effort to cease his combative behavior. eventually the subject was handcuffed and transported to the hospital for a small laceration to the front abdomen.

Civilian driver, Kevin Blackwood, was also stopped at the light int he lane to Detective Ramos' right. Civilian driver, Christian Jiminez, approached in the same lane as Mr. Blackwood. Mr. Jiminez failed to stop for the same red light and rear ended Mr. Blackwood's vehicle. On December 15, 2017, Detective Ramos was conducting surveillance in the area of Coral Ridge due to a spike in burglaries. Detective Ramos along with other members of the ROC Unit located Mr. Jozwiak riding his bicycle through the neighborhood. As surveillance of Jozwiak continued, he was observed going through several yards and pulling on the door handles of several vehicles attempting to commit a burglary. This information was provided to Detective Ramos and he took up a point of observation on Bayview Drive in the 1500 block. Detective Ramos observed Jozwiak on NE 15 street riding his bicycle and pulling a second bicycle. Jozwiak continued to ride through the neighborhood, but discarded one of the bicycles. Detective Ramos located Jozwiak on Bayview Drive. Detective Ramos believing Jozwiak had attempted to break into several vehicles and stolen a bicycle from a residence attempted to detain him. Detective Ramos (in an unmarked vehicle) activated his lights and exited his vehicle. Detective Ramos ordered Jozwiak to the ground at gun point. Jozwiak complied by getting off his bicycle and was placed in custody by Detective Allen Cabrera. Jozwiak suffered no injury as a result of this arrest. It should be noted that Jozwiak was in possession of burglary tools. Also, the bicycle Jozwiak was riding was found to be stolen from an apartment building located at 2751 NE 15 street.

On July 27, 2018, Officers Jan Caldera and S Nguon Mr. Thaden in front of the Nada Market. The officers knew Mr. Thaden to be a wanted person ( multiple capias') and possibly armed with a handgun. The officers enlisted the help of plain clothes detectives Sergeant. Jackson along with Detectives Ramos and Walters. The detectives followed Mr. Thaden and approached him in the 800 block of NW 13 Terr. Sergeant Jackson activated his police lights and exited his unmarked police vehicle. With his Police badge exposed Sergeant Jackson ordered Mr. Thaden to the ground, but he refused. Sergeant Jackson administered a leg strike to Mr. Thaden's left thigh. He crouched to the ground and Detectives Walters and Ramos attempted to place him in hand cuffs. Mr. Thaden braced and tensed his body and the detectives had to force his hands behind his back. Search incident to arrest of Mr. Thaden, a loaded firearm was located in his waistband along with a knife. Mr. Thaden was charged accordingly.

On August 8, 2018 at approximately 0330 hrs, Officer Rolando Rivera and Officer Gregory Fautas responded to in reference to a disturbance. Upon arriving at the location, the officers encountered Mr. Jeanneau who was visibly agitated and behaving erratically. When the officers attempted to detain Mr. Jenneau, he immediately became combative. Officer Rivera delpoyed his department issued subject control spray which had no effect on Mr. Jenneau. Officer Rivera then deployed his department issued CEW twice. The second deployment made contact with Mr. Jenneau's torso but it too had no effect with Mr. Jenneau fighting through the Neuromuscular incapacitation and removing the probes from his person. The two officers then began physically fighting with Mr. Jenneau.

Officer Rivera then use his CEW to drive-stun Mr. Jenneau as other officers arrived on scene. Officer Nabhan was able to take Mr. Jenneau to the ground and delivered several closed fist strikes to his upper back area to force the subject to remove his arm from underneath his body. Detective Ramos used his flashlight to deliver strikes to Mr. Jenneau's hands to prevent him from arming himself with bricks and then pulled Mr. Jeanneau's legs from under him to flatten him out to allow him to be better controlled and handcuffed. Officer McGinnis forcefully pushed Mr. Jenneau to the ground as he was trying to get back to his feet and then assisted Officer Miller in applying a hobble restraint. Officer Good used his flashlight to to strike Mr. Jenneau's hand to gain pain compliance and kicked the subject in the chest area and shoulder to force him onto his stomach.

Officer Morris deployed subject control spray and used a shoulder pin to force Mr. Jennau to remain on the ground. He also kicked Mr. Jenneau in the facial area and used his foot on Mr. Jenneau's shoulder to keep him on the ground. Officer Ramirez used her body weight to sit on Mr. Jenneau's back and grabbed his ankle and applied pressure to gain compliance.

Mr. Jenneau was transported to Broward Health Medical Center where he continued to require restraints and a spit mask. Ultimatley Officer McGinnis had to use a sheet from Fire Rescue to cover Mr. Jenneau's head as he was being transported to prevent him from spitting on officers and Fire Rescue personnel.

Mr. Jenneau was charged with:

Battery LEO Battery (Domestic) Resisting Arrest with Violence Depriving an officer of communication Obstruction through Intimidation

Sergeant Pinto-Gonzalez responded to the scene.

No officers were injured during this incident.

On 12/28/2018, Officer Ramos located a stolen vehicle used in several home Burglaries earlier in the day. Officer Ramos conducted surveillance on the vehicle awaiting for marked units. Shortly after, K-9 Officer Sheehan got behind vehicle at which time it fled. Officer Sheehan engaged in a vehicle pursuit which was approved by Lt. Coffin. Officer Sheehan gave all pertinent information over the radio. The vehicle pursuit ended upon subject crashing car into fence. There were no injuries reported to officers or suspect. It should be noted LT. Coffin attempted to obtain audio of listed pursuit several times with negative results. Emails and memo are attached to incident explaining in full as to no audio being obtained. On 2/5/2019, Lt. Coffin conducted a fleeing vehicle review on incident and concluded that Officer Sheehan acted in accordance with Fort Lauderdale Police Departments Polices and Procedures. There are no amounts for property damage to fence and vehicle at this time. I attempted to contact risk management for monetary loss. On 2/14/2019, the Fleeing vehicle review board concurred with Lt. Coffin's conclusion that the incident was conducted within the guidelines set forth in the Fort Lauderdale Police Department's Policy.

Officers responded to a report of a female who had been stabbed. Upon arrival they were informed by 2 males, Bullard and Jamerson Shelton, that a male, Nicholas Rehak, was inside of the residence. Officers McGrath and Ramos believed that Mr. Rehak was possible armed due to the nature of the call. Officers therefore ordered him out of the house at gun point. It was later determined that there was no female stabbed but Mr. Rehak who was heavily intoxicated stated that he observed an altercation outside of the home with unknown individuals who left in an unknown direction. No one was injured or charged during this incident.

The driver, later identified as Crist was removed from the vehicle along with the front seat passenger Mr. Randolph were detained at gunpoint by Detective Ramos. Mr. Crist was charged with unrelated crimes to the vehicle and Mr. Randolph was released at scene without charge.

On 04/17/2019, Officer Walters was attempting to stop the suspect who was riding a bicycle away from a suspicious incident. On 03/27/2019, Officer Ramos and Officer Walters received an alert on a stolen vehicle that was taken during a residential burglary in the City of Coconut Creek. Officer Ramos and Officer Walters attempted a felony stop when the vehicle failed to stop and began to flee. The vehicle pursuit lasted for approximately 3 minutes, covered less than 1 mile, and reached a maximum speed of 60 mph when the suspect stopped and bailed out on foot. The suspect failed to place the stopped vehicle in park and therefore the vehicle rolled forward and came into contact with another parked car. The suspect was taken into custody without incident or injuries.

A Fleeing Vehicle review was conducted by Sergeant Jackson on 04/18/2019 and he concluded that the pursuit was within Departmental Policy. The Vehicle Pursuit Board reviewed the pursuit review conducted by Sergeant Jackson and concurred with his findings on 05/10/2019.

On April 18, 2019, Detectives E. Ramos and S. Walters located a grey BMW used in multiple occupied residential burglaries on the border of Fort Lauderdale and Lauderdale by the Sea. The detectives got behind the vehicle and a pursuit ensued. The detectives pursued the vehicle for just over one minute and the vehicle stopped and the passengers bailed out. During the short pursuit, Detective Ramos updated dispatch with the speed, direction of travel and road conditions at the time of this pursuit. A perimeter was established and one of the passengers Vanniquea Williams was detained without incident. After an exhaustive search by K9 officers, the driver was not located.

A fleeing vehicle review was conducted by Sergeant Mark Renner on April 18, 2019, and he concluded this pursuit was within department policy. On June 11 2019, the pursuit review board concurred with Sergeant Renner's findings.

On July 23, 2019 at approximately 2254 hours, Detective Eliezer Ramos - operating in his capacity as a ROC detective observed a subject whom he knew to have a warrant, operating a vehicle in the 1300 Block of NW 24th Avenue.

Upon observing the vehicle, Detective Ramos requested additional resources; however, the vehicle came to a stop at 2701 West Sunrise Boulevard at which time Detective Ramos activated his emergency lights in his unmarked vehicle and identified himself as a police officer while ordering the occupant- Mr. Stephens- out of the vehicle.

Mr. Stephens exited the vehicle and fled on foot with Detective Ramos pursuing on foot. Mr. Stephens eventually stopped running at which time Detective Ramos ordered him to the ground. As Mr. Stephens hesitantly got onto the ground, Detective Ramos pushed him down to gain compliance and struck him in the upper back with his right forearm to distract him from continuing his attempt to flee. Detective Ramos then mounted Mr. Stephens back to place him into handcuffs.

Mr. Stephens was taken into custody for several felony no bond warrants and charged with Violation of Probation and Resisting Arrest without Violence.

He was transported to the FLPD jail for booking and transport to the Broward Main Jail.

There were no injuries suffered during this incident.

Incident summary:

On May 31, 2020, a large demonstration was planned to occur in the City of Lauderhill, Florida. The Fort Lauderdale Police Real Time Crime Center (RTCC) became aware the previously planned event in Lauderhill had been abruptly moved to Huizenga Plaza (32 East Las Olas Blvd) in the City of Fort Lauderdale. As a result, FLPD personnel began to plan accordingly. Within minutes of receiving the aforementioned information, several protestors started arriving at Huizenga Plaza. The event was projected to be attended by over 2,000 participants.

Fort Lauderdale Police Department (FLPD) personnel provided security and traffic control for the protestors as they marched from Huizenga Plaza to various parts of the City of Fort Lauderdale and back to Huizenga Plaza. At approximately 6:40 P.M., leaders of the protest gave their final words and concluded the event. As the peaceful protest concluded at Huizenga Plaza, protestors began to leave the area while a few officers stood by. On separate occasions, groups of protestors surrounded FLPD officers' vehicles, preventing the officers from safely departing the area and vandalized their vehicles. FLPD officers responded to assist the trapped officers. The officers were safely extracted from the area, but a group of violent protestors remained.

A field force line of FLPD officers was established, but did not initially engage the violent protestors. However, as time went on, a growing number of protestors became disruptive and engaged in violent behavior towards police by throwing projectiles (rocks, pieces of brick and concrete, bottles filled with unknown liquids, and fireworks) which struck numerous field force officers. FLPD Special Weapons and Tactics (SWAT) members attempted to disperse the crowd of violent protestors by deploying various crowd control deterrents, which several of the protestors picked up and threw back at the field force officers and SWAT members.

Select SWAT members assigned to the field force line were equipped with Department issued and approved less-lethal devices. The intended purposes of these devices is to deploy foam less-lethal munitions and chemical munitions targeting violent protestors engaged in felonious activity. At one point during the event, SWAT member Detective Eliezer Ramos observed a violent offender pick up a recently deployed SWAT chemical munition canister off the floor and throw it back at the field force officers. Detective Ramos attempted to address the aforementioned subject, however Ms. LaToya Ratlieff was struck in the face by the less-lethal direct impact round, causing her to be injured and fall to the ground.

Several FLPD personnel and Ms. Ratlieff were interviewed in reference to this incident.

After a thorough investigation, it was determined, Ms. Ratlieff was not Detective Ramos' intended target.

An outside independent Use of Force expert reviewed, analyzed, and came to a conclusion in reference to the deployment of Detective Ramos' less-lethal direct impact round which struck Ms. Ratlieff in the face. The Use of Force expert opined Detective Ramos' deployment of his 40mm less-lethal weapon was justified based on applicable law, industry standards, and Departmental policy.

On 5/31/2020, Officer E. Ramos who is assigned to the SWAT team, was assigned a 40mm less lethal launcher. An unruly subject in the crowd began throwing a chemical munitions at field force officers. In order to gain control of the crowd, Officer Ramos deployed less lethal rounds to the subjects to prevent their efforts of causing harm to officers on scene. The intended subject moved behind an unknown female, who was not the intended target and the less lethal round struck the female, causing her to fall to the ground.

The female was injured however, she was removed away from officers by a group of people.

On 06/18/2020, Sergeant J. Pinto-Gonzalez located a felony vehicle used to commit a burglary in the city of Davie. Sergeant J. Pinto-Gonzalez initiated a vehicle pursuit and the chase ended in West Palm Beach with the vehicle crashing. In order to effect the apprehension of the subject, a felony traffic stop was conducted and Officers: J. Curtis, B. Tobias, E. Ramos, J. Bohm, A. Gottstein for their protection all pointed their department issued firearm at the subject. The subject placed his hands out the window however, refused to exit the vehicle which had tinted windows. In an attempt to gain a clearer view of interior as well as gain compliance from the subject, Officer D. Miller deployed his department issued 40MM foam baton to the rear of the driver window. The subject exited the vehicle and was taken into custody. The subject did not suffer any injuries during this encounter.

On June 25, 2020, Officer Carey Richardson (#1927) observed a vehicle committing several traffic infractions in the area of Frontage Road and SW 21st Terrace. Officer Richardson attempted to conduct a traffic stop, but the vehicle fled from Officer Richardson. Officer Richardson was able to locate the vehicle disabled in the area of the 200 block of SW 21st Terrace. As Officer Richardson approached the vehicle, the driver exited the vehicle and fled the scene on foot. A perimeter was established by patrol officers. ROC Detectives Sean Walters (#1836), Eric Bojanowski (#1871), and Eliezer Ramos (#1831) responded to the last area Officer Richardson saw the subject. Detectives Walters, Bojanowski, and Ramos located the subject in the SW corner of , inside of the backyard. As they were taking the subject into custody, Detectives Walter and Bojanowski pointed their handguns at the subject in the backyard and Detective Ramos pointed his department-issued rifle at the subject.

It should be noted Officer Richardson sustained minor scratches to his right arm and right hand ring finger when he fell on some rocks, chasing the subject on foot. Once the subject was in custody, he was transported to JAC, then to BHMC for medical clearance, then to Fort Lauderdale Hospital to be Baker Act.

On 05/26/20, a call for service came in at the locations with regards to being aggressive with the family. Officers arrived and observed armed with a knife. began holding the knife to his throat and wrists throughout the encounter and was making nonsensical comments. Crisis Negotiators and SWAT officers responded to the scene. Several officers pointed their rifles at the armed suspect for self defense. After hours of attemtping dialogue, SWAT personnel utlized CS gas which had a limited effect as continued to stay armed and refused to exit the residence. SWAT officers utilized the 40mm less lethal launcher which caused to drop the knife and comply, which allowed officers to place s into protective custody and come to a safe resolution.

On October 27th, 2020 Officer Ramos responded to the area of the 1100 block of Bayview Drive in the City of Fort Lauderdale in order to assist Rapid Offender Control (ROC) units with surveillance. While on surveillance, detectives observed several subjects going in and out of private driveways and eventually observed the subjects near a vehicle that was later determined to have been broken into. As detectives went to apprehend the subjects, they took off running from detectives. Detective Ramos was able to chase down one of the subjects after giving loud verbal commands. The subject took a kneel but did not follow Detective Ramos orders to prone out. This caused Detective Ramos to tackle the subject into a prone position where the subject was subsequently placed in handcuffs without incident. Subject admitted to committing several burglaries and subsequently charged and TOT BSO Main Jail. There was no report of injuries to the subject or officers on scene. It should be noted Detective Ramos BWC, did not capture the use of force during this incident.

The occupants did not sustain any injuries as a result of the use of force and were released.
