ABSTRACT This dissertation is based on two premises: first, the participation in the Security Council (UNSC) is important for a long-term strategy underlying the Brazilian foreign policy; second, economic sanctions are an important issue for the agenda of the aforementioned body. Therefore, this dissertation was written with the intention to answer this main research question: Which factors explain Brazil’s behavior toward the economic sanctions imposed by UNSC? The research focuses on the period from 1945 until 2000. Brazilian diplomatic documents disclosed were the main source to access the Brazilian behavior toward economic sanctions and the causal relations described. The most general outcome observed was that Brazil generally played a passive role on proposing, discussing, criticizing or shaping the economic sanctions regimes imposed by the UNSC during the second half of the 20th century. This observation is complemented by the analysis of the explanatory factors, which contributed to assess the meanders and contours of Brazil’s diplomatic behavior concerning the matter and to understand the most important motivations that lied behind Brazil’s actions. I investigated six explanatory factors that could help to understand the Brazilian behavior toward economic sanctions imposed by the UNSC until the late 1990s: concerns on unilateral tendencies, the strategic importance of the target to Brazil, the existence of economic interests menaced by the imposition of the sanctions, humanitarian concerns, importance of particular actors to Brazil’s foreign policy in an enlarged scenario, and values. This dissertation analyzed also the following sub-question: Does Brazil’s behavior confirm the usual foreign policy goals ascribed to middle powers when dealing with global issues? To address this question I investigated the Brazilian participation in the Security Council concerning economic sanctions regarding three other factors that represent the most usual permanent foreign policy goals pursued by middle powers when dealing with global issues, namely: multilateralism promotion, consensus building and prestige increase. RESUMO Esta pesquisa é baseada em duas premissas: primeira, que a participação no Conselho de Segurança (CSNU) é importante na estratégia de longo prazo da Política Externa Brasileira; segunda, que as sanções econômicas são um item importante da agenda do mencionado órgão. A partir disso, a presente tese foi escrita com a intenção de responder a seguinte questão principal: quais fatores explicam o comportamento brasileiro em relação às sanções econômicas impostas pelo CSNU? A pesquisa foca no período que vai de 1945 a 2000. Documentos diplomáticos desclassificados constituíram a principal fonte para a identificação do comportamento brasileiro e para o estabelecimento das relações causais descritas. O principal resultado observado foi que o Brasil geralmente desempenhou um papel passivo na proposição, discussão, crítica e definição dos regimes de sanções econômicas impostos pelo CSNU durante a segunda metade do século 20. Essa observação é complementada pela análise de fatores explicativos, que contribuem para acessar os meandros e contornos do comportamento diplomático brasileiro no tema e para entender as mais importantes motivações que residem por trás das ações brasileiras.     BUROCRACIA e POLÍTICAS PÚBLICAS no BRASIL interseções analíticas Organizadores Roberto Pires Gabriela Lotta Vanessa Elias de Oliveira A evolução dos estudos sobre burocracia e políticas públicas no Brasil tem sido marcada por aproximações e distanciamentos. Se, até os anos 1980, o tema da burocracia tinha centralidade na agenda de estudos que visava à compreensão dos processos decisórios do Estado brasileiro, no período pós- -Constituição de 1988, este tema cede espaço para outros como federalismo, participação social e relações Executivo-Legislativo. A partir de meados dos anos 2000, o tema da burocracia volta a ganhar proeminência nas agendas de pesquisa, agora privilegiando olhares para as interações de distintos atores burocráticos com atores sociais, políticos e econômicos, a partir dos enquadramentos conceituais da democracia, da governança, da regulação, do controle e das capacidades estatais. Com o objetivo de apresentar um panorama consolidado e atualizado dos debates sobre o tema, este livro está organizado em três partes. A primeira parte – Burocracia, Estado e sociedade – apresenta abordagens teórico-conceituais úteis para compreensão da atuação da burocracia em contextos democráticos, destacando os dilemas derivados das aproximações entre burocracia e política, e burocracia e movimentos sociais, explorando suas implicações para o estudo de políticas públicas na contemporaneidade. Victimized by her husband in 1983, who twice tried to murder her and left her a paraplegic, she was the first to successfully bring a case of domestic violence to the Inter‐American Commission on Human Rights. It took years to bring the case to public attention. In 2001, the case resulted in the international condemnation of Brazil for neglect and for the systematic delays in the Brazilian justice system in cases of violence against women. Brazil was obliged to comply with certain recommendations, including a change to Brazilian law that would ensure the prevention and protection of women in situations of domestic violence and the punishment of the offender. The federal government, under President Lula da Silva, and in partnership with five NGOs and a number of important jurists, proposed a bill that was unanimously passed by both the House and the Senate. In 2006, Federal Law 11340 was ratified, known as the “Maria da Penha Law on Domestic and Family Violence.” Maria da Penha’s contribution to this important achievement for Brazilian women led her to receive significant honors, including "The Woman of Courage Award” from the United States in 2010.1 She also received the Cross of the Order of Isabella the Catholic from the Spanish Embassy, and in 2013, the Human Rights Award, which is considered the highest award of the Brazilian Government in the field of human rights.

Given its size and tremendous natural resources, Brazil has long had the Peter J. Meyer potential to become a world power and periodically has been the focal point of U.S. policy in Specialist in Latin Latin America. Brazil’s rise to prominence has been hindered, however, by uneven economic American Affairs performance and political instability. After a period of strong economic growth and increased international influence during the first decade of the 21st century, Brazil has struggled with a series of domestic crises in recent years. Since 2014, the country has experienced a deep recession, record-high homicide rate, and massive corruption scandal. Those combined crises contributed to the controversial impeachment and removal from office of President Dilma Rousseff (2011-2016). They also discredited much of Brazil’s political class, paving the way for right-wing populist Jair Bolsonaro to win the presidency in October 2018. Since taking office in January 2019, President Jair Bolsonaro has begun to implement economic and regulatory reforms favored by international investors and Brazilian businesses and has proposed hard-line security policies intended to reduce crime and violence. Rather than building a broad-based coalition to advance his agenda, however, Bolsonaro has sought to keep the electorate polarized and his political base mobilized by taking socially conservative stands on cultural issues and verbally attacking perceived enemies, such as the press, nongovernmental organizations, and other branches of government.

Most of these were minor incidents, resulting only in property damage. War-related attacks brought the total number of international terrorist incidents in 1991 to 557, up from 456 in 1990. Fully half of the incidents in 1991 occurred during January and February, while Operation Desert Storm was under way. After the war, however, the number of terrorist incidents dropped sharply and actually fell below 1990 levels. Several events in 1991 revealed the threat and extent of state-sponsored terrorism, particularly as practiced by Iraq, Libya, and Iran. In the months following Iraq's invasion of Kuwait, Iraq issued repeated exhortations to terrorists to strike at coalition targets worldwide. Terrorists of many stripes embraced Saddam Hussein and publicly vowed to launch attacks in the event of war. During Operation Desert Storm, we recorded 275 terrorist incidents. Most of these attacks, however, were sporadic, uncoordinated, and low-level incidents. Only a small percentage resulted in deaths, significant injuries, or property damage.

    US court orders Libya to pay $6bn A US court has ordered Libya and six Libyan officials to pay more than $6bn (£3bn) in damages over the bombing of a French aircraft over Niger in 1989. The award is payable to relatives of the seven US victims aboard UTA Flight 772, and the aircraft's American owner. Libya has already agreed to pay $1m compensation to the relatives of each of the 170 people on board the flight - but has denied any link to the bombing. It paid compensation over a similar attack over Lockerbie in Scotland. This award proves that the rule of law will always prevail over state- sponsored terrorism Stewart Newberger, victims' lawyer Lawyers for the US victims of UTA 772 say Libya has until 25 February to decide whether to appeal against the order. The huge award is made against Libya and six named officials. It represents: • the value of the aircraft • compensation for the pain and suffering of the victims • compensation for the pain and suffering of the victims' families • money the victims would have earned if they had lived • interest backdated to the day of the bombing. Under American law, awards against individuals, though not the Libyan state, are tripled because it is a terrorism case. "This award proves that the rule of law will always prevail over state-sponsored terrorism," said Stuart Newberger, a lawyer for the victims' families. The seven US victims included Bonnie Pugh, whose husband Robert was then the US ambassador to Chad. Sanctions lifted The Lockerbie compensation deal was part of a package negotiated in secret for months.
