It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state.

However, the health financing system in Afghanistan remains fragile due to high out-of-pocket spending and reliance on donor funding. To address the country’s health financing challenges, the Ministry of Public Health investigated health insurance as a mechanism to mobilize resources for health. This paper presents stakeholders’ opinions on seven preconditions of implementing this approach, as their understanding and buy-in to such an approach will determine its success. Methods: Key informant interviews and focus group discussions were conducted with stakeholders. The interviews focused on perceptions of the seven preconditions of introducing health insurance, and adapting a framework developed by the International Labor Organization. Content analysis was conducted after interviews and discussions were transcribed and coded. Results: Almost all of the stakeholders from government agencies, the private sector, and development partners are interested in introducing health insurance in Afghanistan, and they were aware of the challenges of the country’s health financing system. Stakeholders acknowledged that health insurance could be an instrument to address these challenges. However, stakeholders differed in their beliefs about how and when to initiate a health insurance scheme. In addition to increasing insecurity in the country, they saw a lack of clear legal guidance, low quality of healthcare services, poor awareness among the population, limited technical capacity, and challenges to willingness to pay as the major barriers to establishing a successful nationwide health insurance scheme.

They demonstrate the agency of individuals and groups of Afghan and Syrian background to engage for peace and the potential impact they could have if acknowledged more widely. However, the same individuals and initiatives are usually excluded from official negotiations.

    NON-SIGNATORIES AFGHANISTAN Key developments since May 2001: Afghanistan has experienced dramatic political, military, and humanitarian changes. The cabinet approved Afghanistan’s accession to the Mine Ban Treaty on 29 July 2002 and the following day the Minister of Foreign Affairs signed the instrument of accession on behalf of the Transitional Islamic State of Afghanistan. Mine action operations were virtually brought to a halt following 11 September 2001. The mine action infrastructure suffered greatly during the subsequent military conflict, as some warring factions looted offices, seized vehicles and equipment, and assaulted local staff. Four deminers and two mine detection dogs were killed in errant U.S. air strikes. Military operations created additional threats to the population, especially unexploded U.S. cluster bomblets and ammunition scattered from storage depots hit by air strikes, as well as newly laid mines and booby-traps by Northern Alliance, Taliban, and Al-Qaeda fighters. A funding shortfall for the mine action program in Afghanistan prior to 11 September 2001 had threatened to again curtail mine action operations. But since October 2001, about $64 million has been pledged to mine action in Afghanistan. By March 2002, mine clearance, mine survey, and mine risk education operations had returned to earlier levels, and have since expanded beyond 2001 levels. In 2001, mine action NGOs surveyed approximately 14.7 million square meters of mined areas and 80.8 million square meters of former battlefield area, and cleared nearly 15.6 million square meters of mined area and 81.2 million square meters of former battlefields. Nearly 730,000 civilians received mine risk education.

    1400 (2021) Fiscal Strategy Paper Medium Term Fiscal Framework Macroeconomics and Fiscal Policy General Directorate MINISTRY OF FINANCE, AFGHANISTAN Preface The Fiscal Strategy Paper (FSP), which is published once a year, outlines the country’s fiscal policy and medium-term macro-fiscal framework in the context of prevailing macroeconomic policies and outlook of the Afghan economy. It covers recent economic developments and outlook of macroeconomic performance, the recent fiscal policy performance, the medium-term fiscal framework, the forward estimates, the risks to the framework, and the strategies for directing government spending to achieve goals of enhanced fiscal and macroeconomic performance. The Fiscal Strategy Paper is intended for all the professionals engaged with Afghanistan’s economy in the capacity of policy makers and economic analysts.
