The First Appellate Authority (U/RTI Act, 2005) / O/o The Revenue Divisional Officer, Khammam Division, Khammam-507001. O R D E R 1. Sri. B. Buchi Babu R/o Nagarkurnool District, has filed 2nd appeal dated 12-04-2017 which was received by this Commission on 15-04-2017 for not getting the information sought by him from the PIO / The Deputy Tahsildar, O/o Tahsildar, Khammam Urban Mandal, Khammam District, Pin:507003 and 1st Appellate Authority / O/o The Revenue Divisional Officer, Khammam Division, Khammam-507001. 2. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 28-11-2016 before the PIO requesting to furnish the information under Sec.6(1) of the RTI Act, 2005, on the following points mentioned in his application: 3. The Public Information Officer has furnished the reply to the appellant on 30-01-2018. 4. Since the appellant did not receive the information from the Public Information Officer, he filed 1st appeal dated -03-2017 before the 1st Appellate Authority requesting him to furnish the information sought by him u/s 19(1) of the RTI Act, 2005. 5. The 1st Appellate Authority has not furnished the information to the Appellant. 6. As the appellant did not get the information from the Public Information Officer / 1st Appellate Authority even after 30 days of filing his 1st appeal, he preferred this 2nd appeal before this Commission requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him u/s 19(3) of the RTI Act, 2005. The 2nd appeal was taken on file and notices were issued to both the parties for hearing on 19-12-2018. On 19-12-2018 the case is called. The appellant, Public Information Officer, O/o the Tahsildar, Khammam and First Appellate Authority, O/o the RDO, Khammam are absent. A perusal of the 6(1) application goes to show that the complainant filed 6(1) application dated 28.11.2016 seeking copies of the Samagra Kutumba Survey declaration forms, duly signed by the house owner, with regard to H.No.5-2-129 and 5-2-130 in Santhinagar Colony, Khammam Town/Municipality. The Commission observed that the Public Information Officer through memo dated 30.01.2017 informed the appellant that the information sought is not available in his office. It is also observed that on the 1st appeal filed by the appellant, the First Appellate Authority, RDO, Khammam conducted hearing on 31.01.2017 on which date the appellant was absent and the representative of the Public Information Officer was present. On the submission of the representative of the Public Information Office that the Govt., is going to issue Tahsildar login, user ID pass words to know the status records of each and every Samagra Kutumba Survey data and that sought information would be furnished in two weeks time, the First Appellate Authority through order No.C5/359/2017 dated 07.02.2017 directed the Public Information Officer to furnish the sought information directly to the appellant within 15 days. After going through the available record, the Commission is of the view that the appellant herein is seeking personal data of inmates of H.No.5-2-129 and H.No.5-2-130. The said information appears to be third party information which is exempted U/s 8(1) (j). The appellant has not produced any material to establish larger public interest in seeking personal information. The appellant has neither attended the hearing before the First Appellate Authority nor before this Commission to prove his case.     Assessment of fertilizer Applicator while spraying fertilizers in Warangal and Nagarkurnool District, India. Abstract: Indian population is 73% depended on agricultural activities for their livelihood. Increasing population has increased the intensity of agricultural production for feeding and doubling of food production has increased usage of fertilizers. Spraying of fertilizers has reported to be a drudgery process by farmers. In the present study the fertilizer applicator developed by a farmer in wyra, Khammam district was studied in comparison to traditional practices of fertilization broadcasting and pocketing. The applicator studied in the present study is farmer friendly technology. Low cost Rs 2500 equipment which can be used with one labor and cattle pair. The results of the study concluded that with usage of fertilizer applicator the drudgery is reduced to 3 on REBA Scale which is low risk. It is cost effective and time saving technology compared to traditional fertilization methods of broadcasting fertilizers and pocketing fertilizers. Key words: fertilizers, fertilization, broadcasting, pocketing, fertilizer applicator Introduction: India is an agricultural based country and 73% of population is directly or indirectly depends upon the farming.Increasing population has increased the intensity of agricultural production for feeding (Hasler et al, 2018 and Hazell et al, 2008). The doubling of agricultural food production worldwide up to the 1990s can be partly attributed to an increase usage of fertilizers (Tilman 2001 and Tilman 1999). The WHO (World Health Organization) estimates there are more than 1 million pesticide cases in every year. Farmers apply fertilizers to their cropland excessively and indiscriminately because of a lack of training in continuous innovations in developing countries (Tucker, 1979).
