ORDER Smt. K. Sangeetha has filed 2nd appeal dated 12-03-2018 which was received by this Commission on 12-03-2018 for not getting the information sought by him from the Public Information Officer/ The Head Master, Zilla Parishad High School, Latupally Village, Bijinepally Mandal, Nagarkurnool District and 1st Appellate Authority / the District Educational Officer, Nagarkurnool, Nagarkurnool District. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 31-10-2017 before the PIO requesting to furnish the information under Sec.6(1) of the RTI Act, 2005, on the following points mentioned in his application: Since the appellant did not receive the information from the Public Information Officer, he filed 1st appeal dated 06-12-2017 before the 1st Appellate Authority requesting him to furnish the information sought by him u/s 19(1) of the RTI Act, 2005. Stating that he did not received any information, he filed 2nd appeal before this Commission requesting to take action against the Public Information Officer and First Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him. Basing on the material papers available on record, the appeal is taken on file and notices were sent to the parties concerned directing them to appear before this Commission for hearing on 10-10-2018 at Hyderabad. The case is called on 10-10-2018. The appellant is present and stated that the request for furnishing the details of the service book related to Sri K. Muralidhar, S/o. K. Manyam (late) has not been furnished. (P.T.O) -2- The Public Information Officer/ Sri D. Venkat Reddy, G.H.M., ZPHS., Latupally (V), Bijinepally Mandal is present and stated that information sought by the appellant was rejected through Lr.No. 289/2017 dated 29-11-2017 under section 8(1)(j) of the RTI Act. The appellant stated that her husband filed diverse case in XVIth Court of malkajgiri and it is necessary to file the service book of her husband. The appellant filed appeal dated 6-12-2017 before the First Appellate Authority/ District Educational Officer, Nagarkurnool. The District Educational Officer ought to have examined the request of the appellant in detail and would have given a speaking order. But, he did not given any orders on the appeal. The appellants request is to furnish the details of Sri K. Muralidhar, who is working ZPHS., as a School Assistant, latupally village, Bijinepally mandal. The H.M., rejected the request of the appellant. The Public Information Officer ought to have furnished the copy of the appointment orders and the first page and fifth page of Service Register of the School Assistant to the appellant, since those documents are not to be treated as personal information. Hence, in view of the above position, the Public Information Officer is directed to furnish copy of the appointment order of Sri K. Muralidhar and 1st and 5th page of the Service Register to the appellant within (7) days of receipt of this order. In case, Sri K. Muralidhar is transferred to other area/school the Public Information Officer is directed to transfer the application to the Public Information Officer of the other concerned public authority within (7) days of receipt of this order and submit compliance report to this Commission. Spraying of fertilizers has reported to be a drudgery process by farmers. In the present study the fertilizer applicator developed by a farmer in wyra, Khammam district was studied in comparison to traditional practices of fertilization broadcasting and pocketing. The applicator studied in the present study is farmer friendly technology. Low cost Rs 2500 equipment which can be used with one labor and cattle pair. The results of the study concluded that with usage of fertilizer applicator the drudgery is reduced to 3 on REBA Scale which is low risk. It is cost effective and time saving technology compared to traditional fertilization methods of broadcasting fertilizers and pocketing fertilizers. The doubling of agricultural food production worldwide up to the 1990s can be partly attributed to an increase usage of fertilizers (Tilman 2001 and Tilman 1999). The WHO (World Health Organization) estimates there are more than 1 million pesticide cases in every year. Farmers apply fertilizers to their cropland excessively and indiscriminately because of a lack of training in continuous innovations in developing countries (Tucker, 1979).
