The centre has been running since 1982 and continues to grow and has become an integral part of the Hayle community. Over the years Lesley has welcomed more than a thousand new faces into the centre and has grown as fond of them as of family members. Tamsin Erikson has been working in tandem with Lesley since January and has already slotted in perfectly and is enjoying the experience of working with the wonderful clients and volunteers. Electoral Boundary Changes (see back page for map) Changes to the electoral boundaries for Cornwall Councillors will be in place from 2021. The Local Government Boundary Commission has been undertaking a review of the divisional boundaries for Cornwall Council and has decided that there should be 87 Cornwall Councillors from 2021. Nothing will change until then, but discussions by Cornwall Council and town and parish councils about how they would like to see the boundaries change have taken place over the last six months. Cornwall Council has decided to recommend that there should be two councillors to represent Hayle and Gwinear-Gwithian. Hayle Town Council has put forward a suggestion that there should be two divisions, one based on the existing Hayle South linked with Gwinear and the other the existing Hayle 5 North linked with Gwithian. This matches the two wards (now called divisions) of Hayle Town Council with the two wards of Gwinear- Gwithian Parish Council. Hayle Town Council has suggested that the demarcation should follow the railway line and the A30 to clearly define the divisions. Unfortunately, this was not accepted by Cornwall Council, who instead proposed that the division should be through Ventonleague, splitting Hayle in a most illogical and unsatisfactory way but not affecting any part of Gwinear- Gwithian. The Boundary Commission will now look at both proposals and come back for consultation on its preferred option which could be entirely different; it is expected that this will be in June 2018. The town council will have a few weeks to respond and may well seek public support for what it believes is the better option for everyone. Neighbourhood Plan The Inspector’s final report on the Neighbourhood Plan has just been received and no substantive changes have been made. There will be a referendum in the next month or two to decide whether or not the plan is adopted. The Steering Group is delighted that the Inspector required only a couple of minor amendments during the inspection process. The Final Plan is posted on our website: http:// np.hayle.net together with other documents. It is now up to Cornwall Council to set a date for the 8 referendum. Keep an eye on the local press and noticeboards or sign up to our email list at: http://np.hayle.net/ contact/. Once the referendum date has been announced, we will set dates for Open Days where you can come to learn more about the Neighbourhood Plan and its policies. Because of government regulations, neither the town council nor the Steering Group will be allowed to lobby you to vote in favour. We can, however, encourage you to vote – and a strong turnout will send a message to the Cornwall Council planners that Hayle is engaged in how their town develops. Here is a reminder of why Hayle Town Council wanted a Neighbourhood Plan: To promote good design and protect the distinct character of the area To ensure the right development happens in the right places To improve traffic facilities and reduce congestion To support local businesses and jobs To protect our unique heritage To protect green and open spaces To get funding for local projects from developer contributions.

    Ludgvan Neighbourhood Plan Local Evidence Report January 2018 Introduction Neighbourhood planning policy and proposals need to be based on a proper understanding of the place they relate to, if it they are to be relevant, realistic and to address local issues effectively. It is important that our Neighbourhood Plan is based on robust information and analysis of the local area; this is called the evidence base. Unless policy is based on firm evidence and proper community engagement, then it is more likely to reflect the assumptions and prejudices of those writing it than to reflect the needs of the wider area and community. This Local Evidence Report presents a topic by topic picture in facts, local opinions and aspirations of what the Parish of Ludgvan is all about in 2017/18, so as to provide the ‘evidence’ on which to base the development of the Ludgvan Neighbourhood Plan. INTRODUCTION Village (or Parish) Design Statements first appeared in the mid 1990s when the Countryside Commission (now Natural England) and others became increasingly concerned that local character and environments (both natural and built) were being lost through inappropriately designed developments and building alterations. They were intended as a method of involving local people in the design of their own environment. This document describes the Parish of Ludgvan as it is today, highlighting its qualities and unique features. It is intended to act as supplementary planning guidance ensuring that any future development or change takes into account the high quality of the local environment. This Design Statement has been produced in conjunction with the Ludgvan Neighbourhood Development Plan and both documents should be read together to fully implement future design and planning philosophy.     St Ives Area Neighbourhood Development Plan 2015 – 2030 St Ives Area Neighbourhood Development Plan 2015 – 2030 General Conformity Statement: St Ives Area Neighbourhood Development Plan Following the Adoption of the Cornwall Local Plan: Strategic Policies on 22nd November 2016, any Neighbourhood Development Plan ‘made’ prior to that date has been checked against the policies of the Cornwall Local Plan for general conformity. The St Ives Area NDP has been assessed to determine whether any of its policies would be in conflict with the policies of the Cornwall Local Plan Since the making of the St Ives Area NDP there have been changes to affordable housing policy guidance in England. These changes relate to the threshold applied to housing developments above which affordable housing, either in the form of off-site contributions or physical provision is required. The Cornwall Local Plan was modified at Examination to reflect this national change, which affected the conformity of the NDP with the emerging Local Plan. Policy H1 of the St Ives Area NDP requires affordable housing to be provided on developments with a net gain of 2 or more dwellings or on sites of over 0.2 hectares. Policy 8 of the Cornwall Local Plan (and national guidance) now sets a threshold of 5 dwelling or more for the provision of affordable housing contributions and more than 10 dwellings for provision of affordable housing on site. Policy H1 is not in general conformity with this strategic policy. Policy 8 of the Cornwall Local Plan will take precedence in this regard, since it is the more up to date policy.
