II Remarks Remarks This new edition of the Convention Manual includes the provisions of the Universal Postal Convention as revised by the 2016 Istanbul Congress, those of the Regula tions as revised by the POC at both of its sessions in 2017, and the commentary made by the International Bureau. The Manual is designed so as to give the reader immediate access to all the infor mation about one and the same matter, viz: – the provisions of the Universal Postal Convention, indicated by Article 1-40 – the provisions of the Regulations, indicated by Article 01001 to 34206 – the provisions of the Final Protocol, given after the article concerned and indicated by Prot Article ... or Prot Article R ... – the commentary by the International Bureau following the provisions to which it refers. The numbering of the Regulations articles begins with the twodigit number of the Convention article to which it refers, followed by a dash, followed by a threedigit number. The first number after the dash indicates whether the article corresponds to the postal services in general (0), to letter post (1), or to parcel post (2). For example, article 01001 refers to article 1 of the Convention; 001 indicates postal services in general. As a practical matter, Regulations articles may only be presented under one Convention article; nevertheless, they are to be read as applicable to all articles, regardless of where they fall in the contents of the Manual. The text applies to all services within the meaning of the provisions as approved by the Congress and the Postal Operations Council. For example, provisions concerning customs (Convention article 20) apply to basic as well as supplementary services (Conven tion articles 17 and 18).
