In parallel, capacity building activities: training local builders are being conducted. Local authorities are actively involved in the project at different levels. In Bulgaria and Romania, however, the cancellation of the expected co- funding for the project resulted in important delays, as WECF and partner resources were used for fundraising. Thanks to the success of the fundraising activities, project start up could finally be organised in both countries from March 2008 onwards. A very strong cooperation with municipalities in Bulgaria, where official press conferences with public signing of MoUs helped bring much publicity for the project (local and national coverage) A field trip of our water expert Margriet Samwell, together with WECF coordinator for Romania, Olivia Radu, enabled the effective start of activities with the partners: trainings and workshops are in planning for the month of July, whereby pilot household toilets will be constructed. Preparations are also underway in Romania for building one of the 5 planned school toilets in the fall. All planned activities for the next period are detailed under the individual country reports. In Odessa region, our partner BSWC is working very intensive to lobby for ecosan solutions and involve official authorities into the project. (See also Results Overview for Capacity Building below). More than 20 high level officials, including the Head of executive body (the Razdelnaya district State Administration) and Head of legislative body (the Razdelnaya district Council) of Razdelnaya district are involved in the project implementation. The Village Councils in Stepovoe and Scherbanka (Odessa regions) took important decisions about land allocation for toilets. The authorities of Nyzhyn are also supporting the project. It is not a financial contribution, but mostly administrative support for getting documents and permits needed for legalization of school toilet construction, what is very complicated procedure. In Nova-Kahovka, the school administration is intending to help with some in-kind labour at the building stage. Narrative Report Ukraine 1. Project Objectives for the reporting period Implementation: • Building materials market research at local level • Preparation activities for building of 12 household toilets (signing contracts with local stakeholders, purchasing building materials) • Design of 2 school toilets in Nyzhyn and Nova Kakhovka: organising of visits of the WECF’s ecosan expert to Nizhyn and Nova-Kahovka. Developing of technical documentation by Ukrainian engineers • Start of construction of 2 school toilets in Stepovoe and Shcherbanka (Odessa Region) • Creating the Contacts with all stakeholders and responsible authorities for school toilets Capacity building: • National and several local trainings on ecosan toilet building • Lobbying of Ecosan solutions specially on regional and national level Up-Scaling: • Collecting information for baseline studies Coordination: • Project set up coordination meetings, WECF/MAMA-86 and MAMA-86 Central office/regions • Regional and local start up meetings, inc. project presentation to stakeholders 2. Results achieved compared to objectives Coordination: 3 project setup meetings took place: Two set up meetings were organized by Mama-86 Kyiv: The first startup meeting took place November 7, 2007 in Kyiv. 3 members of WECF and 11 members of MAMA-86 took part in the meeting. The most important topics of the discussion were: recall of project objectives / project detail planning and project management set-up. Start Up Meetings in Kyiv (November, February 2008) The second coordination meeting took place February 7-8, 2008 in Kyiv (11 participants). Resources and options for project management and implementation were discussed by MAMA- 86 staff. The plans on implementation of the pilots were confirmed by 8 regions. The ninth regional coordinator - Ternopil – could not attend both coordination meetings but confirmed participation at the project and planning to build 3 households toilets (the construction will start after October 2008). Contracts were signed between Kyiv central office and MAMA-86 local offices. It was decided that in the first period 6 regions would start preparing for the construction of household dry toilets: in Kyiv, Artemivsk, Nizhyn, Feodosia, Mykolaiiv and Yaremche. Nizhyn and Nova Kahovka will work on construction of school toilets. One set-up meeting was organized by BSWC in Odessa The start up meeting conducted by BSWC took place in the main hall of Razdelnaya district authority on the 22 nd of October and was lead together by the head of Razdelnaya district state administration (main executive body) Felix Segal and leader of BSWC Svitlana Slesarenok • Regional / local setup meetings and project presentation to stakeholders The set up meetings with involvement of local authorities, stakeholders and communities took place in 9 regions in the period from October 2007 till March 2008. In some regions (Yaremche, Artemivsk, Kiyv) follow-up meetings were organized with individual families and householders in the project villages • Presentation of the SSHD Project at International Conferences The SSHD Project was presented by Mama-86 at the Water Conference organized by Ukrainian State Committee on Water Management on 20 th of March 2008 with participation of the representatives of all ministries/departments, responsible of water sector development, river basins bodies, science, NGOs and other stakeholders Capacity building: • National/local training on individual outdoor ecosan toilet building In the first period of SSHD project Mama-86

But there is also New Land on the east- ern periphery of the European continent where the Danube River meets the Black Sea. There New Land is a shape-shifting spit at the Danube’s Kilia mouth, formed from the depositions of sand and silt where river and seawater intermingle. The spit—now three kilometers long—has existed as a single entity in name only since it began forming roughly twenty-five years ago. It resembles an archipelago of sediments whose form is rear- ranged each year by the force of winter storms.

The annexation of the Crimea metastatic spread to other regions of Ukraine: Kharkiv, Luhansk and Donetsk regions fever for the entire month. Civil unrest and riots took place not only there, but the tension was immensely hot in these very regions on the border with Russian Federation. In many cities of eastern Ukraine by the illegal armed groups headed by the so-called pro-Russian "national" self-appointed mayors were formed. As a result, they announced the creation of the Donetsk and Lugansk People's Republics. At the same time Russian authorities continued to deny any involvement of their country in the events taking place in Ukraine. This pretending peacefulness was constantly disproved by official statements of Russian diplomats and statesmen on the international scene. While most of the countries continue to support Ukraine, Russian Federation is, perhaps, the only country that insists on the illegitimacy of the current government of the country. Authority of the country carried out a series of attempts to normalize the situation on the ground, but intimidated and misinformed by self-proclaimed politicians residents of the regions had no opportunity to express their opinion, which reflected in the beginning of the anti-terrorist operation in eastern Ukraine. By the end of April the situation remained the same.

They kept jumping and laughing, for nobody in the ‘brave new world’ of the Ukrainian revo- lu on under Stepan Bandera’s banner fancied gaining the character of a staunch enemy of Ukrainian statehood. Mass demonstra ons of “angry ci zens” in Ukraine had objec ve reasons. This was a protest against ineff ec ve and corrupt govern- ment, against police and bureaucra c abuse of power, against unclear and dead-end policies of the President and the Government. All na onal libera on movements use the popular ideas and po- li cal sen ments that dominate the society as their posi ve mani- festo. Thus, exclusively le -wing ideologies were mainstream in the Russian Empire in 1917, radical Islamism was most popular in Arab countries during the Arab spring of 2012, whereas na onalism, also radical, turned mainstream in the Ukraine of 2013-2014. It focuses on the history of the parliamentary right-wing radical Svoboda party and the non- parliamentary Right Sector movement.     THE CRISIS OF LEADERSHIP INTRODUCTION : Democracy in crisis, leadership in crisis of legitimacy? “We need a visionary political leadership”. This is the message of the Secretary General of the Council of Europe, Thorbjørn Jagland to young leaders in eastern and south-eastern Europe. In a context fraught with difficulties, lack of leadership has instilled a crisis of confidence within our societies. The citizens of the western democracies are apparently experiencing widespread disillusionment, reflected in increasing abstentionism at elections. Politics is no longer seen as a means of improving daily lives and ensuring practical responses to problems. Beyond this, however, freedom of the press, media and judicial independence and equality among citizens would no longer seem to be taken for granted, even in the older democracies. In order to bridge the yawning gap between them and their political, economic and social leaders, citizens are feeling the need to reaffirm and reappropriate the values and foundations of our democracies. At the inaugural session, Mevlüt Çavuşoğlu, President of the Parliamentary Assembly of the Council of Europe, defined leadership as the capacity for identifying the 1 requisite upstream action and the ability to conceive of policies beyond the short term, to explain them to the citizens and to take responsibility for them, especially when they are strongly criticised. What it the hallmark of this crisis? According to Wendelin Ettmayer 1, the lack of solutions to problems fosters a crisis situation. For instance, the collapse of the Lehman Brothers Bank in the USA in autumn 2008 had terrible repercussions on the world economy and caused problems for many countries.

The Danube Strategy is seen as a tool for sustainable development of areas belonging to the Ukrainian part of the Danube Region and provides a good opportunity for accelerating Ukraine’s move towards the European integration. The National Participation Day is an important national forum that brings together Ukraine’s key stakeholders in the Danube Strategy process, i.e. the national and regional government, civil society, academic and expert community, politicians and local actors, and improves coordination and cooperation between them. The idea of the National Participation Day is closely linked to the concept of the Danube Participation Day, an annual event held on the eve of Annual Forums of the Danube Strategy and providing an interactive platform for communication and exchange of experience between civil society and local actors, including local and regional authorities, academic community, international organisations and other stakeholders in the EUSDR. On 22 April 2015, the 1st National Participation Day in the EUSDR was held in Kyiv in the form of a public hearing with the purpose of bringing together Ukraine’s key actors in the Danube Strategy process and to consolidate efforts of the government and the civil society in order to ensure Ukraine’s efficient involvement in the implementation of the EU Strategy for the Danube Region.

Box 1346 Ann Arbor, Ml 48106-1346 ABSTRACT: This dissertation examines the interconnection between history, national identity and politics in Eastern and Southern Ukraine (with special reference to the Donbass, Odessa oblast and the Republic of Crimea). The study comprises three distinct parts: the first section (three chapters) explores the history of the region from the beginning of significant settlement in the 18th. century to the onset of the Perestroika reforms. The second part of the study (Chapter Four) considers how intermarriage as well as other demographic forces have informed the regional identity. Currently, much of the population of the region identifies as both Ukrainian and Russian; this identification is generally weak and unstable. This informs popular attitudes towards such key questions as Ukraine's statehood and its relations with Russia.
