Preparedness and response to cyclones From the Prime Minister Head of Government, and floods in Madagascar, a concrete Minister of Interior and Decentralization progress Madagascar is the most exposed country to cyclone in Africa and the third most vulnerable to climate change in the World. An annual average of his report is based on the passage of 1 to 2 cyclones directly strike the country, causing immediate and long-term Intense Tropical Cyclone Enawo which direct consequences. They weaken both the affected households and the Taffected Madagascar in March 2017, economy of the country. Several zones seem to be inundated and have experienced an increase of standing waters. These zones are mainly agricultural M a n a m b o l o and/or swamps around the town of Maroantsetra. These waters seem to be the results of the recent heavy rain related also to the cyclone ENAWO-17 Ankofa which made landfall the 07 March 2017. It is likely that 15°24'0"S flood waters have been systematically underestimated 15°24'0"S Anjanavana along highly vegetated areas along main river banks and within built-up urban areas because of the special Mahalevona characteristics of the satellite data used. -

Andry Rajoelina Andry Rajoelina ([ˈandʐʲ radzˈwelna]), né le 30 mai 1974 à Antsirabe, est un homme d'État malgache, Andry Rajoelina président de la République de Madagascar depuis le 18 janvier 2019. Chef d’entreprise, il est élu maire d'Antananarivo en 2007. Il mène le mouvement de contestation aboutissant à la crise politique de 2009 et au renversement du président Marc Ravalomanana. À la suite de ces événements, considérés comme une arrivée au pouvoir anti-constitutionnelle par plusieurs pays, il devient président de la Haute autorité de la transition et chef de l'État de facto. Il quitte le pouvoir en 2014, après avoir accepté de ne pas se présenter à l'élection présidentielle de 2013 dans le cadre d'un accord politique. The Executive Survey General Information and Guidelines Dear Country Expert, In this section, we distinguish between the head of state (HOS) and the head of government (HOG). • The Head of State (HOS) is an individual or collective body that serves as the chief public representative of the country; his or her function could be purely ceremonial. • The Head of Government (HOG) is the chief officer(s) of the executive branch of government; the HOG may also be HOS, in which case the executive survey only pertains to the HOS. • The executive survey applies to the person who effectively holds these positions in practice. • The HOS/HOG pair will always include the effective ruler of the country, even if for a period this is the commander of foreign occupying forces. • The HOS and/or HOG must rule over a significant part of the country’s territory. • The HOS and/or HOG must be a resident of the country — governments in exile are not listed. • By implication, if you are considering a semi-sovereign territory, such as a colony or an annexed territory, the HOS and/or HOG will be a person located in the territory in question, not in the capital of the colonizing/annexing country. • Only HOSs and/or HOGs who stay in power for 100 consecutive days or more will be included in the surveys. • A country may go without a HOG but there will be no period listed with only a HOG and no HOS. • If a HOG also becomes HOS (interim or full), s/he is moved to the HOS list and removed from the HOG list for the duration of their tenure. -
