Lause $1 Reprinted from Against the Current THIS FOUR-PART SERIES by historian Mark A. Lause is a conversation on the history and evolution of the two-party system in the United States, a sacrosanct pillar of capitalist political “stability” in this country. These articles have been published in issues 173-176 of Against the Current. Mark Lause is the author of several books including Race and Radicalism in the Union Army (2009) and the newly published A Secret Society History of the Civil War (University of Illinois Press, 2014). Media, the schools, and the other great institutions of American civilization used to tell us that the two-party system was the envy of the world. They did so with great repetition but without dwelling too much on our actual experience with it. That’s a much harder sell nowadays, but the dominant institutions and their paid pundits still agree that the system works and that only naïve ideologues challenge it. This brief review of the experience with the two-party system is the story of power and how wealthy white gentlemen chose to structure it. Initially accorded no role in the process, native peoples, African- Americans, Latinos, laboring people of European descent and women had their impact on events through other means. The most successful of these challenges, though, required understanding the structures of power that dominated their society. That certainly remains the case if there’s any hope today of successfully breaking through the Democratic Party’s stranglehold on social movements. What freedom the American people generally enjoyed they attained through their own actions. They did not achieve these gains through the two-party system but demonstrably in spite of it. The relevance of this discussion is increasingly evident in the wake of the November 2014 midterm elec- tions, with the Congressional ascendancy of rightwing Republicans, the continuing debacle of the centrist corporate Democrats, and signs of a potential emerging independent political challenge. Such possibilities can be seen for example in the strong showings of Green gubernatorial candidate Howie Hawkins in New York, independent socialist Angela Walker running for Milwaukee County sheriff, the victory of the Richmond Progressive Alliance in that California city, and previously the election of socialist candidate Kshama Sawant to Seattle City Council. How to build from these and similar candidacies toward a break from the stranglehold of the capitalist parties is a critical and urgent discussion for the left. We hope that this historical survey contributes to understanding how the two-party system, which the author calls America’s “other peculiar institution,” is not a political law of nature but rather a long-lasting tool of ruling class control through many periods of social and economic turmoil. Since its inception, the ideological foundation of the People's Party has remained a point of contention among historians. Traditional historiography on the People's Party, which included figures such as Frederick Jackson Turner and Richard Hofstadter, described it as a conservative movement rooted in agrarian Jacksonianism. In 1931 John Hicks' The Populist Revolt presented the new ​ ​ perspective that the People's Party, far from being conservative, was the precursor to the twentieth century Progressive movement. For the purpose of this study I focused exclusively on the ideological foundation of the People’s Party as it existed within the state of Texas. The study focused exclusively on the People’s Party within Texas for two reasons. The first reason is because the People’s Party organized itself on a statewide basis. The nationwide People’s Party operated as a confederation, each state party had its own independent structure and organizational history, therefore each state party itself must be studied independently.3 The second reason is because one of the People’s Party’s immediate predecessors, the Southern Farmers’ Alliance, had its roots in Texas.4 If one is attempting to study the origins of the People’s Party, then one must examine it where its roots are oldest.

    THE MISGUIDED REJECTION OF FUSION VOTING BY STATE LEGISLATURES AND THE SUPREME COURT LYNN ADELMAN* The American political system is no longer perceived as the gold standard that it once was.1 And with good reason. “The United States ranks outside the top 20 countries in the Corruption Perception Index.”2 “U.S. voter turnout trails most other developed countries.”3 Congressional approval ratings are around 20%, “and polling shows that partisan animosity is at an all-time high.”4 Beginning in the 1970’s, “the economy stopped working the way it had for all of our modern history—with steady generational increases in income and living standards.”5 Since then, America has been plagued by unprecedented inequality and large portions of the population have done worse not better.6 In the meantime, the Electoral College gives the decisive losers of the national popular vote effective control of the national government.7 Under these circumstances, many knowledgeable observers believe that moving toward a multiparty democracy would improve the quality of representation, “reduce partisan gridlock, lead to positive incremental change and increase . voter satisfaction.”8 And there is no question that third parties can provide important public benefits. They bring substantially more variety to the country’s political landscape. Sometimes in American history third parties have brought neglected points of view to the forefront, articulating concerns that the major parties failed to address.9 For example, third parties played an important role in bringing about the abolition of slavery and the establishment of women’s suffrage.10 The Greenback Party and the Prohibition Party both raised issues that were otherwise ignored.11 Third parties have also had a significant impact on European democracies as, for example, when the Green Party in Germany raised environmental issues that the social democrats and conservatives ignored.12 If voters had more choices, it is likely that they would show up more often at the * Lynn Adelman is a U.S.

Third Parties in a Two-Party System The two-party system of two major parties competing with each other has been the standard pattern, the norm, in American history since the first party system took rise in the early 1790s. The only significant interruption to this pattern of two- party system has been the party-free ten years between 1818 and 1828 - the so-called Era of Good Feelings. Many times throughout U.S.History, third parties have pushed themselves forward onto the political stage. I thought I could count them up from memory (about 15 )1: It turns out that over 100 third parties have entered the fray and fielded candidates. Most are unknown and most fall short of getting even 1% of the vote. It turns out also that quite often in the presidential elections you have as many as half a dozen or even a dozen or third parties putting up candidates. My outline lists a chronological table of the major third parties and the proportion of the vote they garnered plus an list of the number of minor parties which have run presidential candidates. Only once in American History has a third party successfully means established itself permanently as a major party. Lincoln’s Republican Party; ran John Charles Fremont in 1856 and elected Lincoln in 1860 . But special non-recurring circumstances made this possible.     1 American Political Parties in History Federalist Party The Federalist party, in U.S. history, is a name that was originally applied to the advocates of ratification of the Constitution of the United States of 1787. Later, however, it came to designate supporters of the presidential administrations of George Washington and John Adams and especially supporters of the fiscal policies of Treasury Secretary Alexander Hamilton. During Adams's presidency the Federalists attempted to stifle dissent by the Alien and Sedition Act (1798). By the election of 1800, therefore, the Democratic-Republicans gained control of the federal government. The death of Washington in 1799 and of Hamilton in 1804 left the Federalists without a powerful leader, and they proved inept at the highly organized popular politics of the Democratic- Republicans. Although the party continued to have strength in New England, expressing the opposition of commercial interests to the Embargo Act of 1807 and the War of 1812 , it never made a comeback on the national level. After the Hartford Convention of 1815, the Federalists were a dying anachronism. Democratic-Republican Party An early political party in the United States, originally led by Thomas Jefferson and James Madison; it was the forerunner of the present-day Democratic party, which name it formally adopted in 1828. The philosophy of the Democratic-Republican party, also known as Jeffersonian Democracy, favored rural, agricultural interests, strong states' rights, and strict construction (that is, interpretation) of the U.S. Constitution. Democratic-Republicans upheld the legitimacy of the French Revolution and opposed close ties with England.
