1. Meeting Called to Order Deputy Mayor Gotto called this meeting to order at 6:00 PM.

Opening Statement and Roll Call Township Clerk Wollman read the opening statement. Adequate notice of the holding of this meeting of the Howell Township Council was provided for in the following manner: (1) By the posting of a copy of said notice upon the bulletin board in the Township Municipal Building on June 8, 2012. (2) By the faxing of a copy of said notice to the Asbury Park Press, Tri Town News and Star Ledger for information and publication on June 8, 2012. (3) By the filing of a copy of said form of notice in the Township Clerk's office on June 8, 2012. The public will be allowed to attend and will be allowed to participate pursuant to the Open Public Meetings Law. The public is reminded that civility and decorum will be maintained during the meeting. Any contracts awarded at this meeting, or between now and the next meeting will be required to comply with the requirements of Public Law 1975 Chapter 127 (NJAC 17:27).

2. Executive Session There is a need to go into executive session for subjects to be discussed per N.J.S.A. 10:4-12, specifically under Personnel. The Township Council will reconvene in public session thereafter. Councilman Nicastro made a motion, seconded by Councilman Malave. Roll Call: Ayes: Mr. Malave, Mr. Nicastro, Deputy Mayor Gotto. 3. Pledge of Allegiance. Moment of silence to recognize soldiers overseas.

Mayor Walsh announced that the Executive Session Minutes from tonight's meeting can be disclosed to the public at next month's Regular Meeting, providing the need for confidentiality no longer exists.

May22,2012 Regular Meeting + Executive Session Executive Session Minutes for Public Release May 22,2012 Deputy Mayor Gotto made a motion to accept the above minutes, seconded by Councilman Nicastro. Roll Call: Ayes: Mr. Malave, Mr. Nicastro, Mrs. Smith, Mr. Gotto, Mayor Walsh.

5. Reports of Township Officials Township Engineer Bill Nunziato reported on the road contracts, stating that Aldrich Road East resolution is on tonight's agenda. Mr. Nunziato stated that the Engineering Department is inspecting and cleaning the 67 detention basins the Township owns.

Chef Financial Officer announced that the Township has received notification from MRRSA that there will be a Public Hearing on July 18thto review and discuss the connection fees. The meeting will begin at 5:30 PM at their offices on Havens Bridge Road. Councilman Nicastro asked if the Township's MRRSA Representatives could attend and brief the governing body at the next Township Council Meeting of July 17th.

Townshi Manager Helene Schlegel announced the launchng of the Township's new website on June 23' a. Residents can create their own profile; visitors can choose modules that they would like to see most often. This website is much more interactive for the Township residents with new features and apps each month. Township Manager Schlegel informed the governing body of the municipal aggregation of electrical service that she is currently working on to save the residents money. This service would group the whole town's electric.

Township Manager Intern Matt Lawlor stated that the notifications for summer camp have been e-mailed to all the participants in an effort to Go Green, eliminating paper and postage.

Director of Community Relations Steven Fecher stated that Howell Day is scheduled for Saturday, July 7th from 2:00 PM - 7:00 PM with free rides, music, pony rides, face painting, music from The Nerds and The Eddie Testa Band and will conclude with a Movie in the Park 9:00 PM - 10:30 PM, showing E.T.

Councilman Robert Nicastro thanked Township Engineer Nunziato and staff as he has received positive feedback on the Aldrich Road work. Councilman Nicastro requested Township Manager Schlegel to set up a meeting regarding basins, fencing, and landscaping as to coordinate dialogue with Planning Board members and Township staff.

Councilwoman Pauline Smith questioned if the Township is using the basin funds for the basin work. Township Manager Schlegel responded that we are using those funds. Councilwoman Smith asked for the status from Monmouth County regarding WDI pumping wells. Township Manager Schlegel stated that she has reached out to County Representative Tom Rospos who has been involved with WDI from the start and is waiting for a response back.

Deputy Mayor Gotto congratulated the graduates of the Howell Middle Schools and Howell High School. Deputy Mayor Gotto questioned, in light of the upcoming heat wave, have plans been made to open the cooling centers. Township Manager Schegel stated that it is not determined to be dangerous so no cooling centers are open yet. Should there be confirmation, cooling centers can be turned on.

Mayor Walsh questioned the transfer of Old Tavern Road. Currently Old Tavern Road is a County Road.

Presentation Todd A. Cohen, Esq for Seven Oaks at Howell- Boulder at Eagle Oaks, Request to vacate Remington Court. Mr. Cohen stated that he is requesting to vacate an existing road, Remington Court, so it can be maintained by the Homeowners Association. He is also requesting to own the two basins for homeowner maintenance (currently maintained by the Township). Council agreed. Township Attorney kngdon to prepare an ordinance to reflect same.

6. Hearing of Citizens Evelyn O'Donnell, 25 Casino Drive. Ms. O'Donnell questioned if 7A.14, Appointment of Municipal Magistrate, had to be a 3 Year Term. Governing body responded that statutorily, this position is a 3 Year Term. Close Hearing of Citizens

Affidavit of publication of this ordinance in the Asbury Park Press on 5/25/12 is submitted and it is noted that a copy of the ordinance has been posted on the bulletin board in the municipal building and that copies were available to the general public upon request. Motion to introduce Ordinance No. 0-12-13 on first reading by title and to order the same to be published in the 6/22/12 issue of the Asbury Park Press together with notice of its introduction and passage on first reading by title, and that it will be further considered for final passage after public hearing at a meeting of the Townshp Council to be held on 7/17/12 at 7:30 PM, prevailing time, in the Municipal Building. Councilman Nicastro seconded the motion.

Township Clerk Wollman read title of Ordinance. Bond Ordinance Providing for Various Capital Improvements, appropriating $1,638,867 therefor and Authorizing the issuance of $1,526,500 Bonds and Notes to finance a portion of the costs thereof, authorized in and by the Township of Howell, in the County of Monmouth, New Jersey

Mayor Walsh recognized Peter Johner of JCP&L to speak before the governing body. Mr. Johner stated that JCP&L is going through changes and wanted to introduce himself to the governing body. Mr. Johner stated that the BPU is investigating all electric companies regarding communications with respect to storms and Hurricane Irene. JCP&L has refurbished their website and explained new programs and upcoming initiatives. Mr. Johner stated that he is available 2417 and would be the key person for Howell Township. Township Manager Schlegel stated that she has sent out an e-mail blast regarding JCP&L's action plan. Deputy Mayor Gotto requested that Mr. Johner give a similar presentation to the Fire Chief Association to explain the new process. The governing body also suggested a presentation to the Senior Center as they may not get the e-mail blast.

Deputy Mayor Gotto stated that when he was in Trenton, he noticed that there is no portrait of Governor Howell in Trenton amongst the other governor portraits. Deputy Mayor Gotto stated that Howell Township was named after our third Governor and he has been in touch with someone to have Howell Township better represented in the State House.
