EXECUTIVE SUMMARY: The report is written to identify the problems of transportation followed by realist and feasible recommendations. Secondary research was carried to highlight the evaluation of transportation and comparative analysis with the population growth. It was identified that the need of transportation i.e. monitoring and maintenance, has not fulfilled due to which keeping conditions of public transportation in view private transportation is taking air by storm and giving birth to other transportation problems such as pollution , accidents , traffic congestion , encroachments any many other. To evaluate the ground realities, primary data was collected by surveys from local people who use public transport on daily basis. The survey highlights the other social, economic and physical conditions of public transport. Other sector which influence the transportation and are influence by it such as footpaths , road , bus stops, venders etc. are discussed along with the interconnection of transportation and other socio- economic conditions of the state. A comparative analysis has been done to extract the best transportation mood. The report also identify the government schemes for public transport and its analysis to evaluate its feasibility and sustainability.

CHAPTER 01

INTRODUCTION:

Pakistan’s cities have to develop and manage their public transport systems in such a way as to provide a high level of mobility, equity and environmental sustainability. The paper identifies several factors, including the importance of governance, capacity building and urban planning in providing adequate, efficient and effective public transport in Pakistan. Now government start projects like BRT for the betterment in our transport issues. Government also plan KCR project to eliminate traffic problem. Uber and Careem introduce to facilitate the public.

An historical overview of public transport policy in Pakistan from the British India Period through to recent years, as viewed through the public transport planning in Pakistan by:

 Reviewing current literature and data.  Reviewing the history of public transport planning and policy.  Listing several factors overlooked in the development of public transport in Pakistan. The data presented have been collected mainly through policy documents and published scholarly articles.

BACKGROUND: Public transport in Pakistan: In 1947, the railways constitute the most valuable capital asset of the country and were the only intercity public transport mode. At the time, Pakistan railway (North Western Railway) carried at largest numbers of passengers in Pakistan (Govt. of Pakistan, National Planning Board 1957). However, the plan proposed that in (west) Pakistan a powerful system and growing road transport system operate and should complement each other. Accordingly, 70% of the total land transport investment was made for road transport during the plan period of 1955-60. Motorized traffic was very limited until 1947 and walking was the largest mode of transport followed by the Tanga (horse drawn carriage).

Omni bus was operated in some cities, while tramway provided services only in Karachi. The second five years (1960-65) plan allocated to introduce 500 new buses in its fleet for intercity public transport. The public transport scheme was initiated by the government in 1991 with an incentive package import taxes, buses and mini buses for an efficient public transport system. In 1996, the system was based on rail-road mixed mode that contained an urban railing between, Rawalpindi and Islamabad connected with feeder coasters, mini buses in Islamabad by Benazir Bhutto. People are using rickshaws and chinghchies and public buses for their transport. Rickshaws were founded in Pakistan after 1970’s. These services are very reasonable for public, they cover long distance in low price. Government is doing some development programs to improve the services. Buses provide a significant rate in connecting a large number of travelers from one city to another. Daewoo express was founded in 1999, 33 cities on 43 destinations with over 200 buses. Tracks are using for import and export sector, since last decades and it is still in working for road trading. The train was inaugurated by Mian Muhammad Nawaz Sharif on 15 may 2015 at Islamabad railway station. In recent years, some companies have been adding specially modified vehicles. Now government start projects like BRT for the betterment in our transport issues. Government also plan KCR project to eliminate traffic problem. Uber and Careem introduce to facilitate the public.

Reasons for best transportation: 1- Walking is one of the best ways of transportation because it cannot produce pollutions and the people are commonly used for short trips. At present, the importance of walking is underestimated because everybody wants to use of private or public vehicles in a shorter time. 2- Second best is cycling due to cycling the mental and physical health of people is good and safe and it cannot harm anybody because it cannot produce pollution that effects on health and it decreases the ratio of major accidents and it is very cost-efficient for its users and its maintenance costs are very low then other private vehicles. 3- Third best is public transport means buses. We know that it also creates more pollution but it may be cheaper prices then other public or private vehicles but in Karachi there is a shortage of buses so, people are using private vehicles bikes or cars mostly. 4- Trains are also best transportation but in Karachi no proper system of circular railway and it can also help to reduce traffic on roads because the passengers are divided in different sectors of transport so, the burden on roads can easily be reduced.

Reasons for worst transportation: In worst transportation there are private vehicles cars and motorbikes it created more pollution from public transport because in now days the ratio of private vehicles are too much. If we compare 1 bus with 1 bike or 1 car that you see a difference in one bus at least 60 passengers travels at a time but if they all use a private vehicle at least 60 vehicles at a time on road then it produce many pollution and also a chances of traffic jams that’s why public transport is very good in terms of health, environment, traffic jams and road accidents.

ROAD ACCIDENTS IN KARACHI: According to dawn news 30,000 people were killed in road accidents every year. In Karachi five fatal accidents occur every two days on roads in the city, according to statistics of first four month of 2016. Three major factors contributing to road accidents, according to DIG sheikh, are unskilled drivers, driving without a valid license, over speeding and overtaking without indication.

Transport vs. Population: The most common factor contributing to the transport problem in Karachi city is rapid population growth resulting in increased urbanization that subsequently translates into travel demand. According to the website (CDGK) the city population is growing at a tremendous growth rate of 5 per cent (CDGK 2010). This growth rate is due to rural-urban migration with an estimated 45,000 migrants coming to city every month (ibid). Moreover according to survey, there are 2.5 million aliens in Karachi (The Express Tribune 2015). Population: Table 1. Per annum growth rates in Karachi.

1972-1981 4.96 1981-1998 3.52 Karachi’s population will increase by 50% in the next 15 years to 24.84 million, according to “Key Indicators for Asia and the Pacific 2015” report of the ADB. The statistics put the current total population of the country’s largest metropolitan city at 16.62 million, making it the 12th most populous city. One more reason to increase in traffic is female workers. As compared to previous years women are doing more jobs so that they need transport. This cause increase the traffic of Karachi city.

Public transport accounts for only 7 per cent of the total number of registered vehicles. Individual vehicle ownership dominates, as motorcycle and cars cumulatively accrue to 88 per cent of registered vehicles. Others include trucks, lifters, ambulance and oil tankers etc. it is also evident that from 1998 to 2011 the number of buses has been reduced to 65 percent over 13 years. A press report claims that in the year 2000, 140 new mini-bus routes were approved, out of which only 60- 65 are operational. Also in 2000, 60 routes for buses were approved but only 20 are operational.

RESEARCH AND SURVEYS CONDUCTED: After the research done by us, we experienced different opinions, perspectives and ideas, they are:

 Some individuals were satisfied while some were not with the transport situation in city.  Some people were arguing about traffic jam which they faced.  While some of them pointing their fingers towards traffic police.  Also some women complaining about the behavior of the bus driver and conductor.  Many of them complaining about the condition of the buses that is very poor.  And most of all the CNG kit is also installed inside the buses that is very dangerous because any incident could be occur by the CNG kit.  They were saying that there should be monthly check and balance of vehicles by the government. Outcome of the Interviews: After the compilation of the discussions done in the interviews, these were the common issues that are faced by the commuters of all income classes.

 Rush Hour: This is time of the day when most of the people travel. In Karachi there are three rush hour time slots; morning between 8 am to 9:30 am at which both office going people and students travel, 1:00 pm to 2:00 pm, this is the lunch break hour as well as, it’s the closing time of schools, so the roads become congested due to school buses and guardians’ cars to pick up the children. Another reason for the roads to become congested during this time is the lack of designated parking areas near to the schools and hence one lane of the road is covered by parking cars and sometimes even double parking can be spotted. Also, the restaurants near the offices become very crowded during lunch hours and the problem of designated parking persists in this case as well. The third peak time is between 5:00 pm to 7:00 pm. This is when people get off from work and become stuck in traffic.

 Routes: There is quite a difference between the number of classified routes and operative routes. The total number of routes classified minibuses and buses are 403 while the operative from them are 219 making the operative ones 54% of the total (Qureshi & Huapu, 2007).The operative routes are not well constructed. Hence, commuters have to change the buses more than once to reach the destination.  Due to lower number of operative routes, some settlements do not have direct access and people have to walk a long way to the nearest bus stop. The bus drivers do not always follow the routes properly. Especially at night time, when there are less number of passengers, they change

8 Report on qualitative and quantitative research on Karachi transport CHAPTER 03 the routes without announcing or when there is a traffic jam, drivers divert from the defined route to short cuts to reach the time keeper.

 Fares: The fares for the minibuses in Karachi are Rs.10 for 5 km, Rs.15 for 10 km and Rs.17 for 15 km distances. In case of buses the fares for 5 km, 10 km and 15 km categories are Rs.10, Rs.15 and Rs.16 respectively and for coaches there are no 5km and 15km categories and the fares are Rs. 17 and Rs. 18 for 10km and 30km distances (Tanoli, 2012).Rickshaws and yellow cabs do not have a distance meter and charge according to their wish. One has to bargain before getting on any of them. They charge more at night or in monsoon seasons because no other option is available for the commuter and the drivers take advantage of it by sometimes asking for double or triple the actual fare. These fares are very high especially in comparison to the quality of service catered to the people and also a good percentage of the salary is spent on transportation. Low-income people earn Rs. 200-250 per day in Pakistan (The World Bank) and middle income earns about Rs.1400/day with an average of 6 persons per household ("Is the middle," 2012).Also, as mentioned before, due to unorganized routes, many people have to change 2 or 3 buses. The people interviewed spent Rs.54 or more per day on transportation.

 Behavioral Issues: There are some social issues also that are faced by the public transport users. Sexual Harassment inside the buses; men intentionally brushes through women or try to touch them unnecessarily, many a times it has been observed that men would try to touch women from next row seats. Sometimes, conductors do not return the exchange money to the passengers and also same applies to people that sometimes they also try to steal money and try taking a free ride. Unhygienic people also travel; it becomes so smelly inside the bus because of perspiration smell.  People eat Pan (It is made with filling of tobacco or other flavorings in Betel Leaf) and Gutkha ( Gutkha is paste or powder made by mixing of crushed betel nut, tobacco, catechu, paraffin, slaked lime and flavorings ("Anti Gutkha Campaign,"). Both these have very strong smell and after eating teeth become red which looks so disgusting.  Drivers start racing with each other with passengers on board and leave the bus lane and overtake from wherever they wish. Drivers usually play loud and vulgar music in the buses that can be both embarrassing and disturbing to people.

 Traffic Police: The corruption in the traffic police department is common in Karachi. And it has become a norm to do the so-called “document check” by the traffic police. They do this anywhere by interfering in the flow of traffic. On the name of document check, the intention is to take bribes. People are forced to do this otherwise they just try to find a problem with their document or accuse them of driving improperly and fine or take the vehicle’s papers from the driver. This sort of behavior has been observed for all types of vehicles, except the vehicles with government number plates. In general, the concept of corruption on all levels is wide-spread. Those people, who can, use their political or monetary connections and law-enforcement accepts those connections and helps such “privileged” people of getting rid of the laws the find inconvenient.

 Government Rules and Regulations: By looking at the public transportation system, government does not have much say and is all operated by the private sector resulting in their own monopoly. There is a general existence of mistrust between the three key stakeholders of users, operators and government. The government although has made policies to upgrade the quality of service for the benefits of the public but no implementation has been done yet and if it comes to the dialogues between the operators and government on issues of provision for users such as low fares, better quality, etc., it usually ends against the users end or else because of operators’ monopoly, strikes and shutdown of operation occur (ibid.). They have this monopoly because the government hasn’t still been able to implement a framework that can break it and provide alternatives to the users and instead of individual ownership of transportation system, promote companies’ to invest in the system and operate.

 Inspection and Maintenance Policy: Currently, only policy for annual payment of taxes on vehicles is in practice and a tax sticker is pasted on the windshield. Similarly, there should be an inspection and maintenance policy implemented to ensure that the motor vehicles comply with the regulations of safety, operation of vehicle components and exhaust emissions. This inspection can be carried out periodically depending upon the age of the vehicle. Different countries have rules for it and can be considered while implementing in Pakistan. After a vehicle is passed after the inspection, a sticker similar to tax sticker can be pasted on the windshield. The inspections should not only be for four-wheeled motor vehicles but also be carried out for motorcycles and rickshaws.

TRANSPORT AND INFRASTRUCTURE PROBLEMS:

Foot Paths and Road Side Encroachments: The common for transportation in Karachi is the encroachment of food and goods vender along foot path, chowks, in front of shops and road sides. Due to these encroachments the width of road is decreased which affect the flow of traffic and result in traffic jam.

Location: Empress Market Saddar, along Empress Market and adjacent buildings. Encroachment Typology: Static Venders, Fruits and Vegetable Vender. Problem: Become the source of traffic jam at Saddar Buses Terminal or junction

Location: Allah Wala Market Saddar, along shops. Encroachment Typology: Static Venders of foods and goods. Problem: The area is also used by buses, at the evening hours this passage is also used by pedestrians and shopper due to encroachments the decreased width caused accidents. Location: Shahr-e-Humayun in front of Dr Zia Uddin Hospital, Karachi Encroachment Typology: Moving Vender of Clothes. Problem: Vender are placed at the turning of road , the area is also used as bus stop , due to inconvenience either buses or mini buses left the passenger or passengers to chase the public transport run of roads which causes accidents.

Location: Electronics Market, Saddar, Karachi. Encroachment Typology: Encroachments of bikes and other motor vehicle. Problem: Saddar Electronics Market is a market where there is a bulk of parked motor bikes of shopkeeper then of customers for more than 12 hours. Due to which traffic jam is a part of routine.

Poor Road Infrastructure and lack in bus stops: The other problems to transportation occur due to following reasons; • Unmaintained Foot Paths, main holes and U turns. • Problem for commuting for public transport to destination. • Lack in Buses Stops. • Construction Work.

Location: Allama Rashid Turabi Road, Karachi Problem: Due to un maintained crossing and foot paths people have to commute through the open main holes surronded by garbage heeps , through wooden logs.

Location: M.A Jinnah Road, Karachi Problem:Due to constration work for BRTs the major part of the road is capture by trollers and bricks which create hindrance for traffic. The more terrific situation can be notice at Golimar Tiles Market passage.

Location: Allama Rashid Turabi Road, Karachi. Problem: A temporary cut or turning is made, which portrayed ugly picture whereas become the source of accidents.

Location: Shahra-e-Humayun, Karachi. Problem: The area is overly populated and belong to lower middle class and lower class which is mostly labor. A huge population their use public transport but unfortunately not a single bus stop is located there. Due to this inconvenience people stand wherever they consider it comfortable for them. This situation is the biggest cause of accidents.

Location: Shahra e Humayun, Karachi. Problem: The road carries heavy traffic but a portion of it not having any separation which identifies its 2 way working. Moreover, regularly 2 waste trollers are working throughout the day near a drain. This unmonitored situation is a trouble for the people at the peak hours, which cause congestion.

Infrastructure of buses

The Photographs shows the infrastructure of Buses.We can examin that broken glasses , doors , iron and steel sheets not only provide ugly apperance but injured the passengers.Mostly at the time when drivers are doing racing they forget about the pessangersand at that moment these broken infrastructure hurt and injured pessengers.This is just because of lack of maintance of public transport.

Interconnection between Transport and Other Sectors:

Above chart shows the connection between transport and other sectors.The most alarming broblem now a days is lack in quantity of vehicles this is just because of raising prices of fuel which leads to high maintance cost.Since , we don’t have sufficient amont of budgetry allocation , the raising maintance cost left no option other then decreease in the quantity of vehicles. Due to insufficient amount , few vechicles have to carry large amont of population which create ristance to desk employee , in a result of which they switches to motor vehicle . In result of which on road a heavy flow of bikes and motor cars creat congestion and other transportation issues occoure.

Similarly, Due to poor transportation conditions, individual have to give more hours for commuting, to avoid delay in his/reporting time either they depart early of give long hours in working as compensation. This stressful routine has absence of recreational and family time, which leads to poor health and mental illness, whereas, on other hand insecurity for families.

GOVERNMENT PROJECTS FOR TRANSPORT IN KARACHI:

Bus Rapid Transit (BRT):

I. Green Line It is the biggest line among all BRT lines and expected to carry 3,50000 passengers daily on its routes.

Route: Merewether Tower to Surjani Town Length: Extended up to 39 km now. Cost: 25 Billions

II. Blue Line

• Route :Tower to Bahria 39 Km • Stations: Gurumandir, Teen Hatti, Liaquatabad, Karim Abad, Ayesha Manzil, Water Pump, Sohrab Goth, Tool Plaza, Bahria Town. • Funded by: Bahria Town

III. Red Line

Route: Model Colony to Regal Chowk via Safoora Goth and University Road .Length: 27 Km Cost: 184.23 Billions $

IV. Orange Line

Orange line is the shortest among all the Lines. It is expected that it has the capacity to carry up to 50,000 passengers daily Stations: Shaharh-e-Quaideen near TMO Office Orangi to Board Office Length: 2.3 Km Cost: Rs. 2 billion funded by Sindh government.

V. Yellow Line

• It will have 85 buses facilitating approximately 150,000 passengers. • The project has three structures, including infrastructure building, operation of buses and maintenance and fare collection. • It is estimated that the project will be completed in two years.

Critical analysis of Karachi Circular Railway Karachi circular railway helps to minimize the transport issues in the city and people get better and cheap cost of transport facility in the city. It provides new jobs and due to construction of new stations and railway tracks it helps to finishes the encroachment on railway line. Due to KCR the burden of passengers is automatically finishes and it provide alternative source of mode of transport. People can travel easily from one place to another in few minutes and their travelling cost is also reduced. On the other hand it has some issues that due to government attitude it may face the sustainability issues in the future if this project is completed and due to some reasons at that time its construction is not been started yet.

RECOMMENDATIONS:  Buses should not be over loaded. Buses should not be over crowded. Buses should be filled as compare to their filling capacity of people. Otherwise other bus should be needed.  More buses are required to overcome the overload problem. Overload problem can only be solved if more buses run on the road. Monthly check and balance of vehicles Monthly check and balance of vehicles by police and transport sector about their physical and other condition.  Buses should stop on their decided stops. Buses are not stopped on their decided stop. They should be stopped on their decided stops.  There should be half ticket or some discount for students in public transport. Some students don’t have enough pocket money to spend on their transport. So, there should be discount for students.  Buses should be passed through all the roads and areas of the city. There should be full route for passenger from one place to another by only one vehicle.  Chingchi and other small public vehicle should not allow on big roads. Chingchi and other small vehicles are the main cause for the traffic jam problem. So’ they should be not allowed to come on big roads.  More traffic policemen are required otherwise CCTV cameras are the best option. There is lack of policemen in our city. So, there should be more policemen otherwise CCTV cameras are needed.  Young and educated policemen are needed in traffic police. Traffic police of our city are not much educated. Therefore educated policemen are needed in this section.  No heavy traffic, like big containers, oil and water tanker on roads in day time. Containers, tankers are run on the road all the day. It should be banned in day time because people are facing many problems because of them.  As well as no construction work in day time. Construction work in day time is also the main reason of traffic jam in city.  Speed breakers must be of standard size. Now a day’s speed breakers are very big. Therefore they must be of standard size.  Licenses should be provided legally. Illegal licenses should be banned and it should be allowed legally.

CONCLUSION: Karachi is the biggest city of Pakistan both area and population wise and it population is increase day by day because people from other parts of the city migrate to Karachi for searching in employment and also improve their standard of living that’s why the basic needs of life in Karachi is increases. Transport is one of the most important need of any city and it also impact the economic and social life of the people. A good and well established transport system of any city reflects its development and it is the symbol of good governance also but unfortunately Karachi which is the only mega city of Pakistan suffers worst transport system since long time period. Majority of people of the city face this issue daily due to this new problems are create for them. In past the city has well established transport system and people were only rely on public transport. Compile data and research work shows that bad government policies and un attention of relevant departments this problem is unsolved up till now and expected to be unsolved in near future. Bad infrastructure and unplanned roads and bridges is also the big cause of this issue, majority of roads of the city are broken and damaged which results in maximum road accidents causes the death of precious human life. People suffers a lot in traffic jam daily and can’t reach on time either their jobs, Colleges, Universities or work places. Traffic signals are not working properly in many areas and those which are working properly people don’t follow them and break the traffic signals and laws, which is the another reason of traffic accidents in the city. The role of traffic police in this circumstances is very important to make sure the implementation of traffic rules and regulations and continue flow of traffic but due to lack of traffic Sargent and corruption this problem is rises day by day. Most of the people don’t have driving license and vehicle’s paper and they give bribe to traffic police to safe themselves. Majority of the people don’t have vehicles so they travel in public transport for transportation into the city but due to the worst condition of public transport and public buses they suffers a lot in travelling. The behavior of bus drivers and conductors is very bad with the passengers and female don’t feel comfortable while travelling in public buses and face harassment issues also. Bus drivers don’t obey the traffic rules and sometimes they charge extra fair from the passengers. Lack of buses in the city is the main issue of public transport, mostly of the buses are overloaded and people also travel on the roof of the buses which keeps their life in danger. To overcome this situation the Federal and provincial government starts new transport projects in the city like: BRT under which 5 Lines are to be planned to run in the city in near future. One of them the construction of Green Line is in progress and expected to be completed very soon and other lines are in planning process and also they revive the Karachi circular railway in the city to provide alternative source of transportation to the citizens. Besides them the provincial government also announces to bring 500 public buses on the road very soon. So to accommodate the citizens of Karachi and fulfill its transportation need the current situation demanded a reliable system of transport in the city as soon as possible to minimize the transport issues of the city.
