Thereafter, the Table Office works out party-wise time allocation as per a settled formula for this purpose. Those parties which have a numerical strength of four or less as well as independent members have been designated as ‘Others’ and given a block time slot for the purpose of participation in debates. It has been found in actual practice that the Presiding Officer has difficulty in allocating and regulating the speaking-time of individual members because a full list of intending participants is not available at the commencement of a debate. File Photo (1992): Subir Roy The Hindu The demolition of the Babri Masjid in 1992 by kar sevaks led by Hindu right-wing organisations reset India’s political discourse. In this essay, Mujibur Rehman analyses the reasons behind the shrinking of secular space and its implications for India’s politics and public discourse, the restructuring of the relationship between Indian Muslims and Hindutva ideology, and the manner in which Indian Muslims have responded to Ayodhya. December 6, 1992 was the darkest day in the history of modern India. On this day, the Babri Masjid was demolished by kar sevaks of the Ayodhya movement led by various Hindu right-wing organisations such as the Bharatiya Janata Party (BJP), Vishwa Hindu Parishad (VHP), Rashtriya Swayamsevak Sangh (RSS), Shiv Sena (SS), Bajrang Dal and others. The Hindu right-wing organisations would like to challenge such a formulation. On December 15 of the same year, the Narasimha Rao government that was running New Delhi dismissed the three BJP-run State governments of Madhya Pradesh, Himachal Pradesh and Rajasthan by invoking Art 356. The demolition was seen as a pre-meditated one by most scholars and political commentators. The Congress leader, M. L. Fotedar, in his recent book titled, The Chinar Leaves: A Political Memoir (2015), has given a detailed description in a chapter titled, the Demolition of Babri Masjid (Fotedar 2015: 270-280) 1 . Fotedar considers Narasimha Rao “culpable” together with the RSS and its allied organisations.

Human Rights Council to be held in April-May 2017 The Citizens for Justice and Peace (CJP) is a collective of citizens from Mumbai and Ahmedabad committed to the rule of law and civil rights. It has been committed to providing legal aid to the victims of mass targeted violence (Gujarat 2002) as also to pursue advocacy around legal accountability, reparation and justice. The efforts of the organization in 2002 has resulted in 137 convictions to life imprisonment in Gujarat. On principle CJP argued against death penalty. CJP and it's office bearers,especially Secretary Teesta Setalvad, have been targeted by the Gujarat state (and now central agencies) in acts of vendetta due to their struggle for Justice. The Indian American Muslim Council (IAMC) is a Washington, D.C.-based apolitical and non- profit organization dedicated to promoting peace, pluralism and social justice through advocacy and outreach across communities. Founded in August 2002, IAMC is the largest advocacy organization of Indian Muslims in the U.S. with 12 chapters across. IAMC strives to strengthen India's secular institutions and promote peaceful ethnic and religious co-existence.
