Thereafter, the Table Office works out party-wise time allocation as per a settled formula for this purpose. Those parties which have a numerical strength of four or less as well as independent members have been designated as ‘Others’ and given a block time slot for the purpose of participation in debates. It has been found in actual practice that the Presiding Officer has difficulty in allocating and regulating the speaking-time of individual members because a full list of intending participants is not available at the commencement of a debate. To overcome this difficulty and to minimize reminders from the Chair, it has been decided to request members who wish to speak in a debate to give their names to the Table Office no later than 30 minutes prior to the commencement of a debate. ——— No. 50731 Table Office Recommendations of the Business Advisory Committee The Deputy Chairman made the following announcement in the House today (7-3-2013):— 2 “I have to inform Members that the Business Advisory Committee in its meeting held on the 7th March, 2013, has allotted time for Government legislative and other Business as follows:— BUSINESS TIME ALLOTTED 1. General Discussion on Budget (General) for 2013- 14. 2. Consideration and return of the Appropriation (General) Bills relating to the following Demands, after they are passed by Lok Sabha:— Twelve Hours (a) Demands for Grants on Account (General) for (To be 2013-14; discussed together) (b) Supplementary Demands for Grants (General) for 2012-13; and (c) Demands for Excess Grants (General) for 2010- 11. 3. General Discussion on Budget (Jharkhand) for 2013-14. 4. Consideration and return of the (Jharkhand) Appropriation Bills relating to the following Demands, after they are passed by Lok Sabha:— One Hour (a) Demands for Grants (Jharkhand) for (To be 2013-14; and discussed (b) Supplementary Demands for Grants together) (Jharkhand) for 2012-13. 5. Consideration and passing of the following Bills:––– (a) The Securities and Exchange of Board of India One Hour (Amendment) Bill, 2013 - to replace an Ordinance.
