In only 5 years of their existence, both institutions have gained impressive international recognition for their pioneering work and high standards both on the domestic and European level - as frontrunners among similar institutions working on coming to terms with the terrible legacy of totalitarianism in Europe. The Institutions have earned their international reputation for producing high quality publications, exhibitions and for organizing high profile conferences. The access provided to the files of the former totalitarian secret services is the most liberal worldwide and the digitalization of archival documents proceeds at an unsurpassed speed. Moreover, the Institute has been the promoter of a unique process of uniting over twenty partner institutions from 13 EU Member States in the Platform of European Memory and Conscience, which was endorsed by an overwhelming majority of the European Parliament in its Resolution on European Conscience and Totalitarianism of 2 April 2009 as well as by the EU Council in 2009 and 2011 and the European Commission in 2010. We have stood in close and mutually enriching cooperation with the Institute for the past five years. We have now learned that, on 10 April 2013, the newly elected Institute Council dismissed acting Director Daniel Herman from office in the middle of his five-year term and that the entire 15-member Scientific Council of the Institute, consisting of domestic and international academic experts, resigned within two days thereupon.

INTRODUCTIION The promotion of women's full participation in electoral processes in post-conflict countries has been an important focus of the international community during the past decades. In this respect, the Convention on the Elimination of All Forms of Discrimination against Women (1979), recalls governments to "take all appropriate measures to grant women the right to vote in all elections and public referenda and to be eligible for election to all publicly elected bodies" (art. 7). In addition, one of the main strategic objectives of the Beijing Platform for Action, adopted at the Fourth World Conference on Women in 1995, is to increase the participation of women in conflict resolution at decision-making levels and protect women living in situations of armed and other conflicts or under foreign occupation.

    Chapter 1: Violence Against Women Violence against women in conflict is one of history's great silences. We were completely unprepared for the searing magnitude of what we saw and heard in the conflict and post-conflict areas we visited. We knew the data. We knew that 94 per cent of displaced households surveyed in Sierra Leone had experienced sexual assaults, including rape, torture and sexual slavery.1 That at least 250,000 – perhaps as many as 500,000 – women were raped during the 1994 genocide in Rwanda.2 We read reports of sexual violence in the ongoing hostilities in Algeria, Myanmar, Southern Sudan and Uganda. We learned of the dramatic increase in domestic violence in war zones, and of the growing numbers of women trafficked out of war zones to become forced labourers and forced sex workers.3 But knowing all this did not prepare us for the horrors women described. Wombs punctured with guns. Women raped and tortured in front of their husbands and children. Rifles forced into vaginas. Pregnant women beaten to induce miscarriages. Foetuses ripped from wombs. Women kidnapped, blindfolded and beaten on their way to work or school. We saw the scars, the pain and the humiliation. We heard accounts of gang rapes, rape camps and mutilation. Of murder and sexual slavery. We saw the scars of brutality so extreme that survival seemed for some a worse fate than death. On every continent we visited, in refugee camps, bars, brothels, prisons and shantytowns, women survivors shared their stories with us. They told us about their struggles to heal from the physical violence and the enduring psychological pain.

A police spokesperson said that the police had "become emotional and slapped" the woman, and that the case had been settled on the spot. Two weeks later she was still being treated for cerebral haemorrhage in hospital. In December 1994, a female student activist was released from prison. She had been sentenced to one year's imprisonment for participating in a peaceful demonstration during which she had called on Indonesia's President Suharto to take responsibility for human rights violations committed by members of the security forces during his years in power. Women in Indonesia and East Timor suffer extrajudicial executions, "disappearances", torture, arbitrary arrest, unfair trial, imprisonment for peaceful expression of opposition to the government, and the death penalty.

The conflicts in Rwanda and in the Balkans come to mind as prominent examples. With these developments the literature about women and war has proliferated. In particular, there is a growing emphasis on the impact of war on women. The literature emphasizes a number of concerns. In most countries, women form the center of the family and bear the economic and social burden of keeping their families together throughout times of conflict and upheaval. Women's essential role in childbearing and procreation makes them targets of genocide and rape.
