Cynthia Meillon Charlotte Bunch Editor Executive Director Introduction HOLDING ON TO THE PROMISE Beijing + 5: Beginning and Ending with Women's Human Rights Cynthia Meillon N 1995, DELEGATES FROM 189 COUNTRIES MET IN BEIJING, CHINA to participate in the United Nations Fourth World Conference on Women. IThe meeting, which is generally referred to as the Beijing Women's Confer- ence, marked over twenty years of activism to win guarantees from govern- ments that concrete measures would at last be taken to put an end to the unequal treatment women face in nearly every country and culture. The confer- ence culminated in consensus agreement on the Beijing Declaration and the Bei- jing Platform for Action. The wording of the Beijing documents was gradually shaped out of lengthy and sometimes contentious negotiations among governments, in which old patterns and traditions of discrimination against women were frequently challenged. Of the two, the Platform for Action (PFA) is by far the most impor- tant; its wording and content clearly reflect the influence of countless women who fought for decades to have discrimination against women officially recog- nized and addressed. The Beijing Platform builds on the work of the three pre- vious world conferences on women (Mexico City, 1975; Copenhagen, 1980; and Nairobi, 1985), but it goes beyond them in asserting women's rights as human rights and in the specificity of commitments to action to ensure respect for women's rights. The results of the Platform for Action have been far reaching. In countries where United Nations treaties and agreements carry the weight of law, women have been able to use the PFA to prod their governments to repeal legislation INTRODUCTION that worked against women. Even before the conference took place, women in some countries used the publicity surrounding Beijing to increase public awareness of women's unequal status in their societies. For a time, "Beijing" became practically a household word, synonymous with women's rights, since the media, for once, had turned its attention to a meeting on women's issues. And in the midst of all the fanfare, something very real was achieved. The Platform for Action is the most comprehensive expression of governments' commitments to human rights for women and girls that has ever been pro- duced. Divided into twelve "critical areas of concern," it identifies the most important sites of discrimination against women and outlines actions for change that are to be taken at the national and international levels. At Beijing, it was decided that governments would meet again in five years' time to evaluate how much progress they had made toward implement- ing the PFA. This evaluation process, which would end with a Special Session of the UN General Assembly in June 2000, came to be known as the Beijing + 5 Review, or B + 5.1 B + 5: Fighting for Implementation In keeping with UN procedure, a formal document was developed for negotia- tion through preparatory sessions of the Commission on the Status of Women. This "Outcomes Document" (as it was called)2 listed achievements and obsta- cles that governments experienced in trying to fulfill the promises they made in the twelve Critical Areas of Concern during the Beijing conference. It also con- tained an extensive set of actions and initiatives that were to be taken in order to improve implementation of the Platform. Many of these "actions" were hotly debated throughout the review process. Women committed to achieving women's full human rights hoped to use Beijing + 5 to push for ways to speed up and strengthen implementation of the PFA. The Center for Women's Global Leadership (Global Center) and its allies planned to use the review as an opportunity to convince governments to com- mit to more concrete goals than were originally set out in the Platform for Action. In the year-and-a-half leading up to the Special Session, women's rights activists from around the world made their way to New York for the interna- tional Preparatory Meetings (PrepComs) and to the regional Beijing + 5 meet- ings that took place in Asia Pacific, Africa, Europe/North America, and Latin America.

    John Stuart Mill on the gender pay gap Virginie Gouverneur – Preliminary draft - 0. Introduction Few detailed analyses of John Stuart Mill’s approach to gender wage inequality have been proposed. Yet, such an analysis seems to us essential from two points of view. First, elements of Mill’s study still seem relevant today and can enrich contemporary studies that focus on gender pay inequalities. In general, in modern approaches, the effect of social norms and custom on women’s wages is rarely considered as a full-fledged factor. In Mill’s analysis, the weight of custom, usage, and social norms (including that of the male-breadwinner), appear as essential causes of gender wage differences. Of course, the times are not the same and since the inequalities of wages between men and women have largely diminished. But old customs and norms, which have long prevailed in society, still persist today and continue to explain at least a part of the current wage differences between the sexes. It is therefore necessary to question the impact that they may have had at a given moment and that may have led to the persistence of their effects over time. Second, the approach developed by Mill is particularly interesting from the perspective of the history of ideas: on the question of women’s wages, Mill appears as a real exception among his peers economists. In general, contemporary commentators recognize as a remarkable fact that Mill has taken an interest in the problem of women’s low wages in his time. However, many of them expressed serious reservations about the scope of his analysis.

OGUH, MA Department of Philosophy, University of Ibadan Abstract Xenophobia, a form of discrimination practiced in countries, particularly in South Africa, is one of the major challenges confronting the modern day society. This paper examines xenophobia as a menace showing at the same time that this discriminatory practice bifurcates societies by creating a dichotomy amidst the various occupants of the society, thereby giving room for “otherness” rather than “orderliness”. The paper also highlights the philosophical implications of this societal bifurcation, particularly to the human community. Seeking a plausible way of addressing this challenge, the paper concludes by emphasizing the relevance of the value of tolerance in curbing xenophobia. Introduction A basic plague that befalls some contemporary African societies is the monster called Xenophobia, which has as its features, discrimination and segregation and killing of non- members. As a result of this practice, any affected human society attempt to cut off setting portion of occupants for preserving them as the “other”. Thus, “otherness” rather than orderliness becomes a factor in some societies today. Most disheartening is the fact that it now seems immaterial whether these societies belong to the developed or third world countries as could be seen in the case of countries such as South African and Greece. In some African societies however, there abound fragments of the act of discrimination in almost all human societies within Africa, even though the gravity of its perpetuation varies from one country to another (MCKINLEY, ROBBINSON, and SOMAVIA 2001, 2-4).

INTRODUCTIION The promotion of women's full participation in electoral processes in post-conflict countries has been an important focus of the international community during the past decades. In this respect, the Convention on the Elimination of All Forms of Discrimination against Women (1979), recalls governments to "take all appropriate measures to grant women the right to vote in all elections and public referenda and to be eligible for election to all publicly elected bodies" (art. 7). In addition, one of the main strategic objectives of the Beijing Platform for Action, adopted at the Fourth World Conference on Women in 1995, is to increase the participation of women in conflict resolution at decision-making levels and protect women living in situations of armed and other conflicts or under foreign occupation.

The Black church is portrayed as an institution through which Blacks have worked to achieve social, economic, and political equality as well as spiritual guidance and social interaction. In the Colonial era the dominant purpose of having Blacks attend church was to condition them for their life in slavery. Yet after the Revolutionary War, Blacks in the north began to form their own churches to avoid the segregation and discrimination of white churches. Prior to the Civil War, the Black church was slowed considerably by whites fearing the Black church would incite slave revolts. After the Civil War and during the late 19th century, the Black church continued its fight against white discrimination and served as a center for educational activities. Throughout the 20th century, the theme of the Black church has been civil rights for all Blacks. The 1960's and 1970's have seen the church actively increasing community involvement, and social and economic programs for Black Communities. Blacks turned to the church for leadership because they were severely separated from other social, political, and economic areas of American life. (Author/DE) U S DEPARTMENT OF HEALTH.
