It is a two unit credit course designed to increase your knowledge on vital issues on the foreign policy relation of Nigeria. The course is structured into four modules as described below: Module 1. Background to Nigeria's Foreign Policy This module launch you into understanding first, meaning of policy; foreign policy; components of foreign policy including basic principles guiding the states, goals to achieve and available means for the pursuit. Secondly, the historical development, constitutional provisions and modification of Nigeria's foreign policy objectives. Third, how the national interests, structure of economy, strategic location; political structure; socio-cultural influence; personal idiosyncrasies; military; demographic; domestic political situations serves as determinants of Nigeria's foreign policy as well as the impact of exogenous or external influences on Nigeria's foreign policy. Fourth, institutional framework for Nigeria's policy making and implementation; Ministry of External Affairs as an institution responsible for conducting foreign policy; the significant role of think tanks in enhancing quality of Nigeria's foreign policy making and implementation as well as the instruments for conducting Nigeria's foreign policy. Module 2. Nigeria's Afro-Centric Policy This module is interesting as it help you to have good understanding on the origin of Nigeria's Afro-centric bent including the factors that necessitated Nigeria's foreign policy of Afro- centeredness, Nigeria's Afro-centric policy objectives; Nigeria's role in the eradication of apartheid policy and decolonization, Nigeria's contribution towards the unity, economic integration and development as well as Nigeria's efforts in the promoting peace and security in African continent. Module 3. Nigeria Relations With Great Powers This module is significant as it help you gain knowledge on the Nigeria relations with Great powers. It familiarize you with the Nigeria relations with United Kingdom (Britain); United States (America); USSR (Russia) and France respectively. More importantly, it identifies and addresses issues in the changing relations between Nigeria and each of the Great powers. Module 4. Nigeria's Role In International Organizations This module is interesting as it help you increase knowledge and to appreciate Nigeria's contributions in international organizations. It familiarize you with: the contributions of Nigeria to the effective functioning of United Nations Organization (UNO), what Nigeria as a member has benefited from her active involvement in the activities of the UNO. How Nigeria has contributed to the activities of the Commonwealth of Nations (CONs); what Nigeria has benefited from the activities of the CONs. The reasons why Nigeria joined the Organization of Petroleum Exporting Countries (OPEC); what Nigeria has benefited as a member of OPEC. It is a two unit credit course designed to give you knowledge on vital issues relating to the foreign policy of Nigeria. The course begins with module one, which present you the background to understanding Nigeria's foreign policy, particularly meanings and components of Nigeria's foreign policy; the historical development of Nigeria's foreign policy; factors that determines Nigeria's foreign policy; the formulation and mechanisms for the implementation of Nigeria's foreign policy. Interestingly, Module two of the course brings to your limelight the Nigeria Afro-centric policy, which include the origin and necessity for Nigeria Afro-centric bent, Nigeria's efforts in ending apartheid and in decolonization of Africa; Nigeria's efforts in promoting unity, development, peace and security in Africa. Module three, take you further to familiarize you Nigeria relations with the Great powers, especially with the United Kingdom (UK), United States, Russia and France. Module four, focuses on Nigeria's role in international organizations such as United Nations Organizations (UNO); Commonwealth of Nations (CONs); Organization of Petroleum Exporting Countries (OPEC) as well as her role in Sub-regional Organizations [Organization of African Unity(OAU)/African Union (AU) and Economic Community of West African States (ECOWAS]. Therefore, the study are structured into four modules. Each module is structured into four units. A unit guide comprises of instructional material. It gives you a brief of the course content, course guidelines and suggestions and steps to take while studying. You can also find self-assessment exercises for your study. COURSE AIM AND OBJECTIVES The general aim of this course is to provide students of international relations with comprehensive knowledge on Nigeria's foreign policy and relations. However, the course specific objectives include to enable you: understand the meanings, components and historical development of Nigeria's foreign policy; gain in-depth knowledge on the factors that determines Nigeria's foreign policy; familiarize with the formulation and the mechanisms for implementation of Nigeria's foreign policy; understanding the origin and necessity for Nigeria's Afro-centric bent; appreciate Nigeria's efforts in promoting unity, development, peace and security in Africa; gain knowledge on Nigeria bilateral relations with the Great powers; appreciate the role played by Nigeria in international and in sub-regional organizations. The specific objectives of each study unit can be found at the beginning and you can make references to it while studying. It is necessary and helpful for you to check at the end of the unit, if your progress is consistent with the stated objectives and if you can conveniently answer the self-assessment exercises. The overall objectives of the course will be achieved, if you diligently study and complete all the units in this course. 6 INR391 WORKING THROUGH THE COURSE To complete the course, you are required to read the study units and other related materials. You will also need to undertake practical exercises for which you need a pen, a note-book, and other materials that will be listed in this guide. The exercises are to aid you in understanding the concepts being presented. At the end of each unit, you will be required to submit written assignment for assessment

    Extraneous Considerations to the Personality Variables in Foreign Policy Decision-Making: Evidence from Nigeria Chukwuemeka Ojione Ojieh Abstract The more general approach to assessing personality variables in foreign policy decision-making is to ascribe the motivation of decision makers to their personality traits. By so-doing, certain variables external to the human elements but which act as boost- ers through which the personality elements influence foreign policy decision-making, are often ignored. Through a historical analysis of idiosyncratic effects on Nigerian leaders’ foreign policies, this article establishes that even though personality elements perform well as explanatory variables in foreign policy analysis, they do not solely explain the variance in decision outcomes. They require other factors to activate their expression as foreign policy determinants. Keywords: Nigeria, foreign policy, decision-making, personality traits, extraneous considerations, kitchen cabinet Introduction Several factors influence foreign policy decision-making, and among them are the personality traits or idiosyncrasies of the deci- sion makers. The factor of personality-influence on foreign policy decision-making is hinged on the reasoning that, since the state is a reified concept and decisions are only made on its behalf by human beings, such decisions are bound to be coloured by the per- sonality traits of those officials in charge of statecraft. Such traits include the background, motives, cognitive perceptions, beliefs, etc, of the decision maker. Akinterinwa Chapter One Nigeria’s Foreign Policy 1.1 Nigeria and the Consultation Doctrine The idea of consultation in Nigeria's foreign policy could be dated to the time of late Prime Minister Tafawa Balewa who, at times, consulted London to know what steps to take vis-a-vis certain issues. But my analysis will be limited to the time of the Kuru Conference which the Foreign Minister, Professor Bolaji Akinyemi, used as a forum to propound his doctrine. Akinyemi was quoted as saying that: "There is no disputing the fact that we have responsibilities to Africa. There should be no disputing the fact that Africa has responsibilities to Nigeria. If, when we say that Africa is the centre-piece of our foreign policy, we mean that Nigeria should identify with and defend the legitimate interest of Africa collectively and in African state, individually, then - it also means that Africa and African states should identify with and defend Nigerian interest." When the minister was also asked to justify Nigeria's stance on America's assaults on Libya in the Gulf of Sirte, he replied: "We must not and cannot allow states which, of their own free will, adopt policies that lead to crisis to assume that Nigeria will automatically be dragged into that crisis. That is not a position of subservience." In the first statement, it comes to saying that if Nigeria has to serve the interest of Africa or Africans, the entity or people served should also reciprocate.

The historical contexts entailed an analysis of the issues which engendered the politicization of African decolonization in the UN such as the Cold War, the Congo crisis - which was also fuelled by the Cold War animosities; the intra-African power rivalry among member states of the Organization of African Unity (OAU), and the Sharpeville massacre in South Africa in 1960 which attracted widespread indignation across the world. The latter ensured that African problems were given special attention in the UN in 1960 and in the years which followed. Specifically, the study argues based on the preponderance of archival sources and relevant scholarly resources that the deep–rooted worldwide rivalry for world dominance which ensued between the defunct Soviet Union, the United States and allies respectively shortly after the end of World War Two ushered in a period of politicization of the African decolonization process in the UN from 1960 onwards.

E-mail: [email protected] Phone: +234(0)8033618400 ABSTRACT This paper interrogated Nigeria – China bilateral relations. China’s relation with Nigeria has recently become a burning issue. This has to do with China’s seemingly interest or quest to dominate the Nigerian market and economy. Accordingly, scholars and commentators alike have expressed various opinions on the issue without any meaningful conclusions. While some view the relationship as beneficial to China and detrimental to the overall development of Nigeria, others see it as the spring post or opportunity that Nigeria needs to develop and compete in the world market. This study which adopted the political economy approach as its theoretical framework made a meaningful contribution to this all important issue. The paper adopted the secondary sources of data collection from textbooks, journals, newspapers, magazines, government publications, internet materials, and other relevant works related to the study. The study revealed that Nigeria – China bilateral relations have benefited China more than Nigeria and that the engagement is booming but at the expense of the Nigerian state. Overall, Chinese engagement with Nigeria is better for the Chinese than it is for Nigeria. This according to the study is evident in the fact that the balance of trade has remained in favour of China beginning from the era of informal ties till date.

In the realm of foreign policy, it is Nigeria’s status more than that of any other black African country, that most determines Africa’s collective future. Nigeria is determined not just to play its leadership role in Africa, but to also build upon it.1 It is against this background that Nigeria’s problem of capability comes in. A country that utilizes less than 10% of total steel used in Africa, less than 12% of all the power generated in Africa, a country that is associated with institutional failings and where social upheavals threatens the polity because of inept and corrupt leadership, it is doubtful if Africa will entrust its destiny to the crippled state.
