Economics and Finance in Indonesia Vol. 61 No. 1, 2015 : 41-52 p-ISSN 0126-155X; e-ISSN 2442-9260 41 The Indonesian Economy from the Colonial Extraction Period until the Post-New Order Period: A Review of Thee Kian Wie’s Major Works Maria Monica Wihardjaa,∗, Siwage Dharma Negarab,∗∗ aWorld Bank Office Jakarta bIndonesian Institute of Sciences (LIPI) Abstract This paper reviews some major works of Thee Kian Wie, one of Indonesia’s most distinguished economic historians, that spans from the Colonial period until the post-New Order period. His works emphasize that economic history can guide future economic policy. Current problems in Indonesia were resulted from past policy failures. Indonesia needs to consistently embark on open economic policies, free itself from "colonial period mentality". Investment should be made in rebuilding crumbling infrastructure, improving the quality of health and education services, and addressing poor law enforcement. If current corruption persists, Indone- sia could not hope to become a dynamic and prosperous country. Karya Beliau menekankan bahwa sejarah ekonomi dapat memberikan arahan dalam perumusan kebijakan ekonomi mendatang. Permasalahan yang dihadapi Indonesia dewasa ini merupakan akibat kegagalan kebijakan masa lalu. In- donesia perlu secara konsisten menerapkan kebijakan ekonomi terbuka, membebaskan diri dari "mentalitas periode penjajahan". Investasi perlu ditingkatkan untuk pembangunan kembali infrastruktur, peningkatan kualitas layanan kesehatan dan pendidikan, serta pembenahan penegakan hukum. Jika korupsi saat ini berlanjut, Indonesia tidak dapat berharap untuk menjadi negara yang dinamis dan sejahtera. -

CURRENT DATA ON THE INDONESIAN MILITARY ELITE (Prepared by the Editors) In the past, the editors have periodically prepared lists of officers holding key positions in the Indonesian Armed Forces to keep readers abreast of developments. The present list (updated to early February 1982) follows the format adopted in pre vious listings--namely, the full official organizational structure of the Department of Defense and Security, including all the various agencies under the minister’s supervision; the staff and command hierarchy of the Army down to the Kodam (Ter ritorial Command) level; and the Head of Bakin (State Intelligence Coordination Agency), a post directly subordinate to the President. As in our previous listing (Indonesia, No. 29 [April 1980]), we present some tentative preliminary comments on structural changes in the military hierarchy, and on the "politics of succession." I. Structural Changes In our last listing we discussed changes in the military high command in terms of centralization, Javanization, divisional and service affiliation, and generational stratification. These still seem the most relevant dimensions for any useful struc tural analysis. Centralization. We considered this question in terms of the power and author ity, first of President Suharto himself, and then of Defense Minister Yusuf, vis-S- vis the military hierarchy as a whole. With regard to the President, we commented in early 1980 on the extraordinarily long incumbency of particular key offices by certain trusted confidants, all of whom, by no means accidentally, seem disadvan taged in a succession competition by reason of religious or ethnic background. Over the past two yedrs, none of these men has been displaced. -

Please read on…… BUHARISM: Economic Theory and Political Economy I have followed with more than a little interest the many contributions of commentators on the surprising decision of General Muhammadu Buhari to jump into the murky waters of Nigerian politics. Most of the regular writers in the Trust stable have had something to say on this. The political adviser to a late general has transferred his services to a living one. My dear friend and prolific veterinary doctor, who like me is allegedly an ideologue of Fulani supremacy, has taken a leading emir to the cleaners based on information of suspect authenticity. Another friend has contributed an articulate piece, which for those in the know gives a bird’s eye view into the thinking within the IBB camp. A young northern Turk has made several interventions and given novel expressions to what I call the PTF connection. Some readers and writers alike have done Buhari incalculable damage by viewing his politics through the narrow prism of ethnicity and religion, risking the alienation of whole sections of the Nigerian polity without whose votes their candidate cannot succeed. With one or two notable exceptions, the various positions for or against Buhari have focused on his personality and continued to reveal a certain aversion or disdain for deeper and more thorough analysis of his regime. -

When Subandrio went to China in 1965, Nasution suggested that if China really wanted to help Indonesia, she should cut off supplies to Hongkong. According to Nasution, BK was serious about Maphilindo but Aidit convinced him that he was a world leader, not just a regional leader. In 1960 BK became head of Peperti which made him very influential in the AD with authority over the regional commanders. In 1962 N was replaced by Yani. According to the original concept, N would become Menteri Hankam/Panglima ABRI. However Omar Dhani wrote a letter to BK (probably proposed by Subandrio or BK himself). Sukarno (chief of police) supported Omar Dhani secara besar). Only Martadinata defended to original plan while Yani was 'plin-plan'. Meanwhile Nasution had proposed Gatot Subroto as the new Kasad but BK rejected this because he felt that he could not menguasai Gatot. Nas then proposed the two Let.Gens. - Djatikusuma and Hidayat but they were rejected by BK. -

Indonesian Technocracy in Transition: A Preliminary Analysis* Shiraishi Takashi** Indonesia underwent enormous political and institutional changes in the wake of the 1997–98 economic crisis and the collapse of Soeharto’s authoritarian regime. Yet something curious happened under President Yudhoyono: a politics of economic growth has returned in post-crisis decentralized, democratic Indonesia. The politics of economic growth is politics that transforms political issues of redistribution into problems of output and attempts to neutralize social conflict in favor of a consensus on growth. Under Soeharto, this politics provided ideological legitimation to his authoritarian regime. The new politics of economic growth in post-Soeharto Indo- nesia works differently. Decentralized democracy created a new set of conditions for doing politics: social divisions along ethnic and religious lines are no longer suppressed but are contained locally. A new institutional framework was also cre- ated for the economic policy-making. The 1999 Central Bank Law guarantees the independence of the Bank Indonesia (BI) from the government. The Law on State Finance requires the government to keep the annual budget deficit below 3% of the GDP while also expanding the powers of the Ministry of Finance (MOF) at the expense of National Development Planning Agency. No longer insulated in a state of political demobilization as under Soeharto, Indonesian technocracy depends for its performance on who runs these institutions and the complex political processes that inform their decisions and operations.
