DCCD Doc No. 28 28/4/09 (English only) INTERNATIONAL CONFERENCE ON AIR LAW (Montréal, 20 April to 2 May 2009) CONVENTION ON COMPENSATION FOR DAMAGE CAUSED BY AIRCRAFT TO THIRD PARTIES AND CONVENTION ON COMPENSATION FOR DAMAGE TO THIRD PARTIES, RESULTING FROM ACTS OF UNLAWFUL INTERFERENCE INVOLVING AIRCRAFT (Presented by the Air Crash Victims Families Group) 1. INTRODUCTION – SUPPLEMENTAL AND OTHER COMPENSATIONS 1.1 The apocalyptic terrorist attack by the means of four hi-jacked planes committed against the World Trade Center in New York, NY , the Pentagon in Arlington, VA and the aborted flight ending in a crash in the rural area in Shankville, PA ON September 11th, 2001 is the only real time example that triggered this proposed Convention on Compensation for Damage to Third Parties from Acts of Unlawful Interference Involving Aircraft. 1.2 It is therefore important to look towards the post incident resolution of this tragedy in order to adequately and pro actively complete ONE new General Risk Convention (including compensation for ALL catastrophic damages) for the twenty first century. 2. DISCUSSION 2.1 Immediately after September 11th, 2001 – the Government and Congress met with all affected and interested parties resulting in the “Air Transportation Safety and System Stabilization Act” (Public Law 107-42-Sept. 22,2001). 2.2 This Law provided the basis for Rules and Regulations for: a) Airline Stabilization; b) Aviation Insurance; c) Tax Provisions; d) Victims Compensation; and e) Air Transportation Safety. DCCD Doc No. 28 - 2 - 2.3 The Airline Stabilization Act created the legislative vehicle needed to reimburse the air transport industry for their losses of income as a result of the flight interruption due to the 911 attack. -

NAVY NEWS WEEK 47-1 26 November 2017 Yemen’s Houthis threaten to attack warships, oil tankers if ports stay closed Yemen’s armed Houthi movement said on Sunday it could attack warships and oil tankers from enemy countries in retaliation against the closure of Yemeni ports by a Saudi-led military coalition last week Saudi Arabia has blamed the Iran- allied Houthis for firing a ballistic missile towards Riyadh airport on Nov 4. Two days later, the Saudi-led coalition responded by closing access to Yemeni ports, saying this was needed to stop arms reaching the Houthis. The United Nations says the closure could cause a famine in Yemen that could kill millions of people if ports are not reopened. “The battleships and oil tankers of the aggression and their movements will not be safe from the fire of Yemeni naval forces if they are directed by the senior leadership (to attack),” the Houthis’ official media outlet Al Masirah said on its website, citing a military commander. Yemen lies beside the southern mouth of the Red Sea, one of the most important trade routes in the world for oil tankers, which pass near Yemen’s shores while heading from the Middle East through the Suez Canal to Europe. The Houthis, fighters drawn mainly from Yemen’s Zaidi Shi‘ite minority and allied to long-serving former president Ali Abdullah Saleh, control much of Yemen including the capital San‘aa. The Saudi-led military alliance is fighting in support of the internationally recognised government of President Abd-Rabbu Mansour Hadi, who is based in the southern port of Aden. -

Safety issues have been at the forefront, and as such, this year has stretched our bounds to make our industry even safer. The Regional Airline Association (RAA) plays a key role in the success of the industry. Over the past decade, the RAA has helped its 32 regional airlines form a seamless operation with their major partners, and the organization has played an integral role in our nation’s air system. Right now, more than 51 percent of daily flights are conducted by regional airlines, and we carry approximately one-quarter of our nation’s passengers. Without our service, 77 percent of US communities would cease to have any 2008-2009 air service at all. We have become a significant, and essential contributor to the airline industry and Board of Directors to the overall American economy. We employ some 60,000 professionals, and we greatly value their contribution to the regional airline industry. Chairman Scheduled passenger service has evolved to where regional and mainline airlines operate seamlessly to Rick Leach benefit the traveling public.
