The committee had reviewed the general experience of the U.S. airline in- dustry during the more than a dozen years since legislation ended gov- ernment economic regulation of entry, pricing, and ticket distribution in the domestic market.1 The committee examined issues ranging from passenger fares and service in small communities to aviation safety and the federal government’s performance in accommodating the escalating demands on air traffic control. At the time, it was still being debated whether airline deregulation was favorable to consumers.
