A Short History of Educational Reform in Finland
A short history of educational reform in Finland Pasi Sahlberg1, PhD [email protected] April 2009 1 The views expressed in this chapter are those of the author alone and do not necessarily represent those of the European Training Foundation or any of the European Union institutions. - 1 - Abstract Finland, a democratic welfare state and the northernmost member of the European Union is an example of a nation that has been able to transform its traditional economy into a modern knowledge economy within relatively short period of time. Education has played important role in this process. This chapter argues that system-wide excellence in student learning is attainable at reasonable cost, using education policies differing from conventional market- oriented reform strategies prevalent in many other countries. Unlike many other education systems, test-based accountability and externally determined learning standards have not been part of Finnish education policies. Relying on data from international student assessments, indicators and earlier policy studies, this chapter describes how steady improvement in student learning has been attained through Finnish education policies based on equity, flexibility, creativity, teacher professionalism, and mutual trust. The conclusion is that educational reform in Finland has been built upon ideas of good leadership that place an emphasis on teaching and learning, encouraging schools to craft optimal learning environments and implement educational content that best helps their students reach the general goals of schooling, and professional leadership of schools. -------------------------------------------------------------------- Pasi Sahlberg has worked since June 2007 as a Lead Education Specialist at the European Training Foundation, Torino, Italy. March 2021 A Summary of 2018 Municipal Pension Plan Data Based on the January 1, 2019, Actuarial Valuation Reports Submitted Pursuant to Act 205 of 1984 & 2017 County Pension Plan Data Based on the January 1, 2018, Actuarial Valuation Reports Submitted Pursuant to Act 293 of 1972 COMMONWEALTH OF PENNSYLVANIA MUNICIPAL PENSION REPORTING PROGRAM (FORMERLY PERC) HARRISBURG 17120 March 2021 Members of the Pennsylvania General Assembly and Governor Wolf: Pursuant to Act 100 of 2016, the Department of the Auditor General took over responsibility for collection and biennial reporting of the commonwealth’s municipal pension plans status. I am pleased to submit the Municipal Pension Reporting Program’s (formerly the Public Employee Retirement Commission) biennial report on the status of the commonwealth’s local government pension plans for your review and information. Similar to prior years, my department will be providing additional analysis of this data in early 2021. Pennsylvania’s pension plans for local government employees in total represent one of the largest retirement systems in the nation. Currently, there are more than 3,300 local government pension plans in Pennsylvania and the number continues to grow. Unfortunately, the struggle to properly fund the plans also continues to grow. Many municipalities face financial hardships as well as the reality of more retired members drawing from pension plans than active members contributing to the plans. This status report provides a snapshot of the condition of local government pension plans throughout the commonwealth. Reported data shows that 98 percent of the pension plans in Pennsylvania are considered small (fewer than 100 members). -

In order to examine just how well the right to use one’s own language actually manifests in Finnish society, I examined the developments of language related rights internationally and in Europe and how those developments manifested in Finland. I also went over Finland’s linguistic history, seeing the developments that have lead us to today when Finland has three separate language act to deal with three different language situations. I analyzed the relevant legislations and by examining the latest language barometer studies, I wanted to find out what the real situation of these language and their identities are. I was also interested in the overall linguistic situation in Finland, which is affected by rising xenophobia and the issues surrounding the ILO 169. -

SWEDISH-SPEAKING POPULATION AS AN ETHNIC GROUP IN FINLAND Elli Karjalainen" POVZETEK ŠVEDSKO GOVOREČE PREBIVALSTVO KOT ETNIČNA SKUPNOST NA FINSKEM Prispevek obravnava švedsko govoreče prebivalstvo na Finskem, ki izkazuje kot manjši- na, sebi lastne zakonitosti v rasti, populacijski strukturi in geografski razporeditvi. Obra- vnava tudi učinke mešanih zakonov in vključuje tudi vedno aktualne razprave o uporabi finskega jezika na Finskem. Tako v absolutnem kot relativnem smislu upadata število in delež švedskega prebi- valstva na Finskem. Zadnji dostopni podatki govore o 296 840 prebivalcih oziroma 6% deležu Švedov v skupnem številu Finske narodnosti. Švedska poselitev je nadpovprečno zgoščena na jugu in zahodu države. Stalen upad števila članov švedske narodnostne skup- nosti gre pripisati emigraciji, internim migracijskim tokovom, mešanim zakonom in upadu fertilnosti prebivalstva. Tudi starostna struktura švedskega prebivalstva ne govori v prid lastni reprodukciji. Odločilnega pomena je tudi, da so pripadniki švedske narodnosti v povprečju bolj izobraženi kot Finci. Pred kratkim seje zastavilo vprašanje ali je potrebno v finskih šolah ohranjati švedščino kot obvezen učni predmet. Introduction Finland is a bilingual country, with Finnish and Swedish as the official languages of the republic. The Swedish-speaking population is defined as Finnish citizens who live in Finland and speak Swedish as their mother tongue, 'mothertongue' regarded as the language of which the person in question has the best command. Children still too young to speak are registered according to the native tongue of their parents, principally of the mother (Fougstedt 1981: 22). Finland's Swedish-speaking population is here discussed as a minority group: what kind of a population group they form, and how this group differs in population structure from the total population. -

Hungarian Prehistory Series The Hungarians moved to their later homeland, the Carpathian basin at the end of the ninth century. Prior to this period they lived in the western part of the southern Russian steppe as vassals of the Khazar Kaghanate. The ethnic envi- ronment of the Kaghanate had a great impact on the ethnogenesis of the Hun- garians as testified by the numerous Turkic and Iranian loan words as well as the art, the military and the political structure of the Hungarians in the period of the conquest. Therefore, from the point of view of Hungarian prehistory, it is crucial to be familiar with the history of the nomadic peoples, that is, with the "oriental background." The Hungarian Prehistory Series, launched in 1990, aimed to pub- lish source editions, collected papers and monographs in connection with the history of the Eurasian steppe. It includes historical, linguistical and archaeologi- cal studies. The Department of Medieval World History (University of Szeged) has played an active role in the publication of the series since 1994. With both Finnish and Swedish being national languages of Finland this thesis looked into which language a family chose, why they chose it, and how they helped their child maintain it. Looking at their perspective on this can allow us to get further insight into family language policy in Finland. The research method used here is a case study, with semi-structured interviews for the data collection and interpretive phenomenological analysis for the data analysis. This thesis interviewed a bilingual family with a Finn and a Swedish Swede and their one child. It found that while their initial language choice was Swedish, that their family language policy was dynamic. Over time the child was switched from Swedish medium education to Finnish medium education; however, at home multiple family language policies worked together to help maintain his Swedish language skills. The findings demonstrated that the right combination of family language policies and more formal educational settings can work together to help children grow up to be bilingual even if the minority language is mainly used at home. -

S P E C I A L I Z E D A G E N C I E S TOWARDS THE KALMAR UNION Dear Delegates, Welcome to the 31st Annual North American Model United Nations 2016 at the University of Toronto! On behalf of all of the staff at NAMUN, we welcome you to the Specialized Agency branch of the conference. I, and the rest of the committee staff are thrilled to have you be a delegate in Scandinavia during the High Middle Ages, taking on this challenging yet fascinating topic on the futures of the three Scandinavian Kingdoms in a time of despair, poverty, dependence and competitiveness. This will truly be a new committee experience, as you must really delve into the history of these Kingdoms and figure out how to cooperate with each other without sending everyone into their demise. To begin, in the Towards the Kalmar Union Specialized Agency, delegates will represent influential characters from Denmark, Norway and Sweden, which include prominent knights, monarchs, nobles, and important religious figures who dominate the political, military and economic scenes of their respective Kingdoms. The impending issues that will be discussed at the meeting in Kalmar, Sweden include the future of the Danish and Norwegian crowns after the death of the sole heir to the thrones, Olaf II. Here, two distant relatives to Valdemar IV have a claim to the throne and delegates will need to decide who will succeed to the throne. The second order of business is to discuss the growing German presence in Sweden, especially in major economic cities.
