Geografis Daerah Daerah Kalimantan Timur memiliki luas wilayah 127.267,52 km2 dan luas pengelolaan laut 25.267,52 km2, terletak antara 113 ’44 - 119 00’ Bujur Timur, dan antara 2 33’ Lintang Utara dan 2 25’ Lintang Selatan. Dengan adanya perkembangan dan pemekaran wilayah, Kalimantan Timur yang merupakan provinsi terluas ketiga setelah Papua dan Kalimantan Tengah, di bagi menjadi 7 (tujuh) Kabupaten dan 3 (tiga) Kota 103 kecamatan dan 1.032 desa / kelurahan. Tujuh kabupaten tersebut adalah Paser dengan ibukota Tanah Grogot, Kutai Barat dengan ibukota Sendawar, Kutai Kartanegara PROFIL PELUANG USAHA DAN INVESTASI KELAUTAN DAN PERIKANAN 1 dengan ibukota Tenggarong, Kutai Timur dengan ibukota Sangatta, Berau dengan ibukota Tanjung Redeb, Panajam Paser Utara dengan ibukota Panajam, dan Mahakam Ulu dengan ibukota Ujoh Bilang, sedangkan tiga kota adalah Balikpapan, Bontang dan Samarinda. Kalimantan Timur merupakan salah satu pintu gerbang utama di wilayah Indonesia Timur, daerah yang juga dikenal sebagai gudang kayu dan hasil pertambangan ini mempunyai ratusan sungai yang tersebar pada hampir semua kabupaten / kota yang merupakan sarana angkutan utama disamping angkutan darat, dengan sungai yang terpanjang Sungai Mahakam. Provinsi Kalimantan Timur terletak paling Timur Pulau Kalimantan, tepatnya provinsi ini berbatasan langsung dengan Kalimantan Utara di sebelah Utara, Laut Sulawesi dan Selat Makasar di sebelah Timur, Kalimantan selatan di sebelah Selatan, dan Kalimantan Barat, Kalimantan Tengah serta Malaysia di sebelah Barat. 1.2. Upah Minimum Provinsi Kalimantan Timur (UMR) Penetapan Upah Minimum (UMP) Provinsi Kalimantan Timur untuk tahun 2018 dengan formula inflasi nasional sebesar 3,72 persen dan pertumbuhan ekonomi (PDB) sebesar 4,99 persen sehingga total 8,71 persen, sehingga dengan kalkulasi tersebut maka UMP Kalimantan Timur ditetapkan Rp.2.543.331,71. Rencana Tata Ruang Wilayah Zonasi Perikanan Provinsi Kalimantan Timur masih tahapan berjalan dengan progress Pasal 23 Pembentukan Tim Pokja dan Pasal 24 yaitu melakukan pengambilan Data Lapangan (Survey). Sedangkan tindak lanjut yang dilakukan sampai saat ini adalah melakukan Analisis Data Pemetaan dan Tematik. 4 PROFIL PELUANG USAHA DAN INVESTASI KELAUTAN DAN PERIKANAN II. KONDISI PERIKANAN 2.1. Kelautan Sektor Kelautan dan Perikanan di Kalimantan Timur memiliki potensi yang sangat besar, namun masih terkendala Fasilitas yang belum memadai, dimana masih perlu pengembangan kapal penangkapan ikan dan pangkalan pendaratan ikan (PPI). Dari 8 (delapan) pangkalan pendaratan ikan (PPI) se Kaltim, rata rata 70 ton per hari. Industri Perikanan bakal dikembangkan jika Kalimantan Timur tangkapan ikan yang lebih besar dan didukung sarana yang memadai disamping itu peran pemerintah dalam memberikan fasilitas dalam hal perizinan juga peran swasta dalam mendukung program pemerintah. Pengembangan wisata bahari atau wisata laut untuk mendukung program program yang exsis dan prioritas yang pertama adalah pengembangan program perikanan tangkap baik laut maupun perairan umum, sungai dan danau kedua program pengembangan hutan mangrove dan ketiga program pengembangan diversifikasi usaha bagaimana produk produk ikan yang tidak ekonomis menjadi bernilai tambah. Korelasinya pengembangan wisata bahari dengan program-program adalah dalam rangka filosofi pembangunan perikanan. Seperti kita ketahui Kalimantan Timur terdiri dari 10 (sepuluh) Kabupaten dan Kota yang memiliki potensi pesisir laut, 7 kabupaten Kota itu adalah Kabupaten Paser, Kabupaten Panajam Paser Utara, Kabupaten Kutai Kartanegara, Kota Bontang, Kabupaten Kutai Timur dan Kabupaten Berau. Kalimantan Timur juga memiliki pulau-pulau yang sudah di daftarkan sebanyak 205 pulau, 18 diantaranya telah berpenghuni, 187 diantaranya belum berpenghuni dari 205 pulau pulau tersebut semuanya sudah memiliki nama, dengan adanya mitra bahari maka pemangku kepentingan di bidang pengelolaan diwilayah pesisir dan pulau pulau kecil dalam penguatan kapasitas sumber daya manusia, lembaga pendidikan, penyuluh, pendampingan pelatihan, penelitian terapan dan pengembangan rekomendasi kebijakan. Di Provinsi Kalimantan Timur saat ini memiliki ada 1200 UMKM (Usaha Mikro Kecil dan Menengah) yang bergerak di bidang pengolahan karena sesuai ketentuan target 2017 – 2018 baik bidang tangkap, bidang budidaya kalau kita jumlah 414 ton dan 15% diantaranya atau 61 ribu diantaranya memang di khususkan hasil PROFIL PELUANG USAHA DAN INVESTASI KELAUTAN DAN PERIKANAN 5 hasil tangkapan atau budidaya

Hotspots that potentially cause forest and land fires can be detected using satellites such as NOAA-20. The purposes of this study are to analyze the distribution pattern of hotspots in East Kalimantan Province during 2017-2019, identify areas with the highest risk of fires caused by the high intensity of hotspot. The method used in this study is the Nearest Neighbor Analysis and Kernel Density Estimation analysis. The results showed that the distribution pattern of hotspots in East Kalimantan Province during 2017-2019 was clustered with the highest intensity of hotspots were in Berau, East Kutai and Kutai Kartanegara Districts. And from the result of the analysis, the highest number of days has a peak hotspots on September each year. The extreme form of sumpah adat, a ritualistic nuclear option for Indonesia’s Dayak indigenous peoples, was reserved for dealing with crises nothing else could solve. The forest chattered to the post-daybreak sounds of hornbills and proboscis monkeys as the two-dozen men assembled for the rite. One by one, they beseeched the ancestors to punish those who had shifted their borders and robbed them of their territory. “They were brave enough to steal our land, but not to meet us at the river,” said Masrani, the deposed former chief of Muara Tae, a village in East Kalimantan province. “They didn’t come because they know they’re wrong.” Indonesia’s shambolic internal borders are a national emergency. No single map of land-use claims exists; contradictory references persist across the different levels of government. The problem impedes efforts to zone the country for sustainable development and underlies thousands of conflicts that pit communities against companies, the state or each other. Amid the chaos, oil palm plantations have sprung up at breakneck speed across Indonesia’s ravaged hinterlands, eating away at the forests and propelling this country of 250 million to become the world’s sixth-largest emitter of greenhouse gases. At the start of last century more than four-fifths of the archipelago was covered by jungle; today it is fighting to stem forest losses even in its national parks as species like the Javan tiger (Panthera tigris sondaica) fall away into extinction.

Indonesia‘s plan to relocate its capital from Jakarta to North Penajam Paser has been set in stone. The Indonesian government targets the relocation to be executed in 2024; therefore, the preparations and capital city development must start from 2020. This research aims to study capital relocation from the perspective of regional planning concerning institutional, spatial planning, the economy, social aspects, and the environment. The data source used in this research was the secondary data obtained from literature review and document analysis. The new capital must present a distinct identity, as it will determine the institutional that will lead to success. The main reasons for the capital relocation are growth and economic equality for the eastern part of Indonesia. It means that development will be encouraged to achieve these goals. On the other hand, overly rapid development in the new capital is also undesirable—a challenging paradox for the institutions involved that demands creativity and innovation for a successful capital relocation. Tetapi dengan adanya potensi tersebut ternyata pertumbuhan ekonomi tidak sejalan dengan baik, bahkan beberapa di tahun tertentu menunjukkan angka yang minus. Faktor yang mempengaruhi permasalahan tersebut adalah ketidakstabilan harga global terutama sektor tambang batubara yang akan berdampak pada sektor lain. Karena dilihat dari kondisi geologi sebagian besar wilayah Provinsi Kalimantan Timur mengandung mineral bahan tambang. Dari penelitian ini bertujuan: 1) Bagaimanakah tren pertumbuhan ekonomi wilayah di setiap kabupaten/kota? 2) Apa yang menjadi sektor unggulan dalam ekonomi wilayah Kalimantan Timur? 3) Bagaimanakah ketimpangan yang terjadi pada suatu wilayah yang terjadi di provinsi Kalimantan Timur? Metode penelitian ini menggunakan analisis data sekunder. Dari data sekunder tersebut dianalisis menggunakan pertumbuhan ekonomi, Tipology Klassen, Locationt Quotient (LQ), dan Indeks Williamson. Dari hasil tersebut menunjukkan bahwa tren pertumbuhan ekonomi naik terjadi di Kota Bontang. Tren pertumbuhan ekonomi stabil (fluktuatif) terjadi di Kota Samarinda, Kota Balikpapan, dan Kabupaten Mahakam Ulu.

The political phenomenon that develops in the democratic order in Indonesia shows that local election (Pilkada) has become a "political industry" that requires large capital for investment. This research explores the high cost of contest local elections, which is then used by the cukong to become a partner for politicians in hunting down rent through the Pilkada. Our findings show that the Pilkada becomes an arena for battle between cukong, and regions that have abundant natural resources are contested by large local and national cukong to finance all the needs of the candidate's campaign. They control natural resources, so they are the ones who decide who is the regent, who is the governor. Natural resources, especially coal mines, are occupied emphasize as one of the main sources of driving the political machine, which has an impact on bad environmental management practices. A large number of political party leaders and several businessmen who own mining, large-scale plantations have contributed to the destruction and overexploitation of nature. Therefore, the issue of natural resources must be included in the agenda of local and national political processes and break the chain of political cukong with transactional natural resource rulers.
