July 8, 2020 Tillamook Planning Commission: On behalf of TCCA, I would like to encourage your continued support and funding of the Three Capes Scenic Highway restoration. The Three Capes Scenic Highway is of critical importance to a set ofTCCA employees and key leadership members. This section of road is necessa ry for emergency egress in the event of a natural disaster or even minor landslides or road closures. As you know, recent years have created major disruptions to critical travel between Oceanside and Tillamook. On multiple occas ions, these situations prevented employees from leaving their homes and left them unable to access schools, work, and key supplies. In a least a couple of cases, individuals impacted moved from this area as a result of the experience and the trauma it created. '+185 Hwy 101 Nort h, Tillamook, Oregon 971'+1 L A ~00" C'O~ Oceanside Neighborhood Association www .oceansidefriends.org July 8, 2020 Tillamook County Planning Commission Tillamook County Board of Commissioners Dear Commissioners: As members or neighbors of the Oceanside community, we support the Cape Meares Loop Highway relocation project and appreciate the diligence with which Tillamook County planners have worked to observe the relevant environmental and land use standards. While the Loop has been closed, Highway 131 to Netarts has been the community's only land route to Tillamook and beyond. Highway 131 itself is vulnerable to earth movement and damage from overuse. When it is blocked, as has occurred several times while the Loop was unavailable, the Oceanside community is effectively stranded without access to food, health care or emergency services. Given the likelihood of future tsunamis and earthquakes that will affect Oceanside, opening a second route for evacuation or emergency services is even more pressing. We urge you to approve the project and look forward to its long-awaited completion. We are encouraged the Commission is willing to conduct hearings necessary to restore the Cape Meares Loop Highway. In line with this intention, I am writing this letter to your notice that the Community of Oceanside needs an alternate road for area access, especially in case of an emergency. For the last several years the Cape Meares Loop Highway has been closed. We are encouraged that the Commission is willing to have a discussion regarding this matter and will support the restoration of the Highway. If this restoration of Cape Meares Loop Highway is granted, it is not only our community will benefit from the construction of the Highway but emergency services and other agencies that serve our area. Living in an area that is prone to landslides, downed trees and culvert failures, we feel that it is very important to have an alternate route available out of Oceanside in the event of an emergency. The Cape Meares Loop Highway is no longer a loop! Traffic on the "Loop" must now double back between Oceanside and Netarts, thus increasing the traffic and stress to our only road! In the event of a tsunami or any other life threatening emergency, all response or evacuation would be severely restricted. We have been living with this very stressful situation far too long!
