Simon Fraser University Library Burnaby, BC, Canada Last revision: Spring 09 ABSTRACT This dissertation investigates the concept of public formations through the case study of the contentious redevelopment of the Woodward‘s building in the Downtown Eastside of Vancouver, 1995–2002, focusing on discourses of low- income community (LIC) advocates in the neighbourhood. It draws upon an interdisciplinary body of work that identifies publicity, plurality, and power as key aspects of publics. When applied to a notion of public formations, they are understood as 1) collections of discursive processes that create and sustain a community oriented toward matters of collective concern and as 2) consisting of constitutive practices and relational practices that vary in intention, orientation, and scale. Analyzing documents of the LIC advocates, the City of Vancouver, and the Vancouver Sun, three types of public formation are articulated: emergent, oppositional, and institutionalized. Corresponding to different moments in Woodward‘s redevelopment, the public formations describe various collectivizing and public-making processes inherent in the struggle for social housing. It is argued the LIC advocates‘ transformed Woodward‘s redevelopment into a public issue, and further, these practices are forms of active citizenship, challenging the meaning of belonging in the Downtown Eastside. K. Baloy, 2014 Abstract This dissertation examines everyday social relations in the settler colonial city of Vancouver. Its contemporary ethnographic focus updates and reworks historical and political analyses that currently comprise the growing body of scholarship on settler colonialism as a distinct socio-political phenomenon. I investigate how non-Aboriginal residents construct and relate to Aboriginal alterity. The study is situated in three ethnographic sites, united by their emphasis on “including” the Aboriginal Other: (1) the 2010 Winter Olympics, which featured high-profile forms of Aboriginal participation (and protest); (2) the Mount Pleasant public library branch, which displays a prominent Aboriginal collection and whose staff works closely with the urban Aboriginal community; and (3) BladeRunners, an inner-city construction program that trains and places Aboriginal street youth in the local construction industry. Participants in this research include non-Aboriginal “inclusion workers” as well as non-Aboriginal patrons at the library, construction workers on a BladeRunners construction placement site, and audiences at Aboriginal Olympic events. I explore how my participants’ affective knowledges shape and are shaped by spatial and racializing processes in the emergent settler colonial present. My analysis reveals how everyday encounters with Aboriginal alterity are produced and experienced through spectacular representations and spectral (or haunting) Aboriginal presence, absence, and possibility in the city.

    W.O.O.D.S.Q.U.A.T. #42 JAILS ARE NOT APPROPRIATE SOCIAL HOUSING THE COPE BETRAYAL Dear Coalition of Progressive Electors, We are shocked, baffled, and outraged by the remarks made today by Mayor-Elect Campbell regarding the crisis in the downtown eastside. We understood prior to the election that our COPE candidates promised a peaceful and non-violent political resolution of this crisis without an NPA-style retreat into deployment of police power. We understood prior to the election that our COPE candidates promised a withdrawal of the previous regime’s misguided and confrontational application for “injunctive relief” against the homeless and an enforcement order to “permanently restrain” them from assembling for the purposes of safety. We understood prior to the election that our COPE candidates promised that residents at the Woodwards Squat would be provided with decent and dignified housing as soon as possible. Today in British Columbia Supreme Court the City of Vancouver argued that the the homeless are causing “irreparable harm” to the public by residing on a portion of the sidewalks around the vacant Woodward’s building. This argument is not one that we expected our Mayor-Elect or any member of COPE to embrace. In fact, we anticipated that our Mayor-Elect would repudiate this preposterous and cruel notion of “irreparable harm” (which is the basis for the Plaintiff’s legal argument in favour of an injunction) on every possible public occasion. We expect that you will reign-in Mr. Campbell. We expect that you will do everything you can to combat the perverse machinations of the outgoing regime during their concluding attacks on the homeless over the next 13 days.

Nuisance and Dangerous Building at 1918 East 37th Avenue (File 2701-1) The Committee had before it an Administrative Report dated September 16, 2005, in which the City Building Inspector recommended Council declare the building at 1918 East 37th Avenue a nuisance and dangerous to public safety and order the building to be demolished and a chain-link fence be provided around the site to prevent dumping. It was also recommended that the City Building Inspector and/or his designate be authorized to have the work done or request that the Director of Legal Services seek injunctive relief to have the work done if the situation is warranted.

    The Vanishing Cause of History By Andrew Witt On November 2, 2011 At the top of the entrance to the Georgia and Granville skytrain station, the actor who played the former chief coroner of BC and mayor of Vancouver, Larry Campbell, lies in state. Elongated on a polished mortuary slab, the body patiently awaits inspection. Firmly planted at the centre of commerce in Vancouver, actively conflating power, politics and death, the whole scene is disorientating, uncanny, if not outright confrontational. Spanning the entire north wall of the station, this work by local artist Althea Thauberger is massive both in size and scale. Slightly larger than a typical city billboard, the body is monstrous. The photograph, subtracted from the slogans and brands of commercial imagery of its surroundings, exerts a dramatic austerity. For the passengers moving to and fro on the Skytrain stairwell, the picture appears at first out of place. The billboard both dwarfs commuters and exerts a definitive presence without them. Viewing the work from the Skytrain stairwell, your eye acquires a CSI spectacality and magnifies the body’s intense physiognomy. In the excessive attention to detail, the body’s part-objects take hold of the image: yellow-mangled toenails; sparse leg hair; a few flesh wounds (bed-bug bites?) — each atom asserts an iconic clarity. Within these moments of distraction, it becomes difficult for your eye to stake claim on the image’s totality. In the passengers’ movement, the picture demands a contradiction: a probing gaze onto the photo’s extreme minutiae yet also a skill for the fleeting glance conditioned by the stairwell’s tempo.
