(A CASE STUDY OF ARMENIAN RESTAURANTS IN ST PETERSBURG) Evgenia Guliaeva Th e Russian Museum of Ethnography 4/1 Inzhenernaya Str., St Petersburg, Russia [email protected] A b s t r a c t: Using restaurants in St Petersburg serving Armenian cuisine as a case study, the article studies the question of what makes an ethnic restaurant ethnic, what may be learnt about ethnicity by studying a restaurant serving a national cuisine, and to what extent the image of Armenian cuisine presented in Armenian restaurants corresponds to what Armenian informants tell us. The conclusion is that the composition of the menu in these restaurants refl ects a view of Armenian cuisine from within the ethnic group itself. The representation of ethnicity is achieved primarily by discursive means. Neither owners, nor staff, nor customers from the relevant ethnic group, nor the style of the interior or music are necessary conditions for a restaurant to be accepted as ethnic. However, their presence is taken into account when the authenticity or inauthenticity of the restaurant is evaluated. Armenian informants, though, do not raise the question of authenticity: this category is irrelevant for them. In 2014, a common adversary emerged in the form of the Islamic State organization, reducing gaps in U.S. and Iranian regional interests, although the two countries have often differing approaches over how to try to defeat the group. The finalization on July 14, 2015, of a “Joint Comprehensive Plan of Action” (JCPOA) between Iran and six negotiating powers could enhance Iran’s ability to counter the United States and its allies in the region, but could also pave the way for cooperation to resolve some of the region’s several conflicts. During the 1980s and 1990s, U.S. officials identified Iran’s support for militant Middle East groups as a significant threat to U.S. interests and allies. A perceived potential threat from Iran’s nuclear program emerged in 2002, and the United States orchestrated broad international economic pressure on Iran to try to ensure that the program is verifiably confined to purely peaceful purposes. The international pressure contributed to the June 2013 election as president of Iran of the relatively moderate Hassan Rouhani, who campaigned as an advocate of ending Iran’s international isolation.

The United States has expressed concern since the mid-1970s that Tehran might develop nuclear weapons. Iran’s construction of gas centrifuge uranium enrichment facilities is currently the main source of proliferation concern. Gas centrifuges can produce both low-enriched uranium (LEU), which can be used in nuclear power reactors, and weapons-grade highly enriched uranium (HEU), which is one of the two types of fissile material used in nuclear weapons. Is Iran Capable of Building Nuclear Weapons? The United States has assessed that Tehran possesses the technological and industrial capacity to produce nuclear weapons. But Iran has not yet mastered all of the necessary technologies for building such weapons. Whether Iran has a viable design for a nuclear weapon is unclear. A National Intelligence Estimate made public in 2007 assessed that Tehran “halted its nuclear weapons program” in 2003. The estimate, however, also assessed that Tehran is “keeping open the option to develop nuclear weapons” and that any decision to end a nuclear weapons program is “inherently reversible.” U.S. intelligence officials have reaffirmed this judgment on several occasions. Obtaining fissile material is widely regarded as the most difficult task in building nuclear weapons. As of January 2014, Iran had produced an amount of LEU containing up to 5% uranium-235, which, if further enriched, could theoretically have produced enough HEU for as many as eight nuclear weapons.

Brief Analysis By steadily implementing parliament’s anti-JCPOA law and making public statements about “cornered cats” and “closing windows,” Tehran has sought to give Washington a sense of urgency, but this approach could be a double- edged sword. n January 8, Supreme Leader Ali Khamenei explained that Iran is not “in a hurry” for Washington to return O to the nuclear deal, and that if sanctions are not lifted beforehand, then a U.S. return to the Joint Comprehensive Plan of Action “may even be detrimental” to the Islamic Republic. He further hardened this stance in a February 7 speech, refuting proposals for any sequencing mechanism in which both countries make incremental moves back to the JCPOA. Instead, he emphasized that after Washington agrees to remove sanctions, Iran “will check if [they] have truly been lifted,” and only then resume its nuclear commitments. President Hassan Rouhani fell in with this narrative three days later, declaring that he supports “negotiations with enemies” in the framework of the Islamic Republic’s national interests, and noting that Tehran will fulfill its commitments once the United States and other parties implement theirs. These remarks are just part of a broader regime campaign to show Washington that Iran will not arrive at the negotiating table from a position of weakness, but rather with clear unity of purpose.
