Homeland Security has distinct requirements in terms of complexities and challenges as the threats arise on account of various 1130 – 1245 hrs factors such as social structures and inherent inequities; therefore, a different approach would be essential. These developments have placed the public procurement framework of the police forces into limelight. Continuous efforts are being made by government as well as the police forces to transform the procurement framework into a more effective, efficient, and transparent setup, which can meet the rising expectations of the citizens, media as well as the police forces themselves. 1430 – 1600 hrs Continuing from the previous session, in this session, the speakers will highlight the views of the central and state establishments on the current status of procurement reforms and initiatives of various Paramilitary & State Police Forces and propose several practical and sustainable measures that can be adopted to improve the current procurement framework in police forces in India. According to available figures, while it spent 119 billion dollars on defence, the expenditure on internal security was 123 billion dollars. It is high time that we invest in police and make sizeable funds available for its modernization and upgradation.
